Re: Finance Committee — Transit Biodiesel Fuel Contract
Nashua Transit System is required by the Federal Transit Administration (FTA) to have contracts
for all fuel sources. Our current biodiesel fuel contract, with East River Energy expires on June 30,
2018. We worked with the purchasing department and conducted an IFB (0464-053118
B5Biodiesdel) for biodiesel fuel from July 1, 2018 — June 30, 2019 with the option to extend the
contract for an additional year.
The following vehicles operate on biodiesel:
e Currently 9 Low Floor Cutaway Vans (In the fall reducing to 6 as the new fleet of unleaded
vans is rolled out)
@ 3 Trolleys
® 135’ Bus
A Bid was sent to seven (7) vendors and we received one (1) response from the following qualified
vendor:
1. East River Energy FY19 @ $2.5911 per gallon
The FY19 Estimated Usage is 9,260 gallons @ $ per gallon or just under $24,000
Per FTA requirements, when only one bid is received, staff must inquire with potential vendors as
to why they did not submit a bid. Mansfield Energy did not submit a bid due to the low volume and
market conditions in our area. Burke Oil stated that they misplaced the bid. Shattuck Malone was
not interested in bidding.
We request that the Finance Committee approve a contract with East River Energy for FY19
Biodiesel Fuel in the amount of $2.5911 per gallon with an option to extend for one year.
