SOUTHBRIDGE WATER TREATMENT PLANT

SCADA IMPROVEMENTS

The Town of Southbridge, Massachusetts selected Weston & Sampson to perform
engineering evaluation, final design, and construction services for upgrades to their
Water Treatment Plant (WTP) SCADA system. The existing SCADA system at the
WTP consisted of aging redundant PLC-5 processors, aging computers, out-of-
date software, and varying levels of communication and control at remote control
panels. Since the PLC-5 was an older piece of equipment, some of the components
associated with the system were unavailable for replacement.

In addition, the older PLC-5 systems had no free memory, a condition that was
forcing the town to make process control modifications within the existing SCADA
computers. The PLC-5 processors only controlled two of the three filters at the WTP
Filter 1 had been previously updated with a new SLC 5/04 during improvement work
designed by Weston & Sampson, but due to the issues with the PLC-5 processors,
it could not be easily integrated into the overall plant operations.

The SCADA improvements for the project included:

= Consolidating or simplifying process contro! utilizing remote I/O

= Upgrading the existing serial and blue hose communication protocols with
Ethernet/IP

= Updating SCADA software to the latest version on several computers at the
WTP and remote locations

w= Updating the panel view or HMI at Filter 1 to duplicate the SCADA computers
for redundancy

m Reviewing internet security for communication to off-site monitoring locations

m Assessing and proposing upgrades to the alarm notification, data logging, and
remote access device software

Construction of the upgrades was completed in the summer of 2015.

WATER AND WASTEWATER SCADA

Weston & Sampson has long history designing SCADA improvements for the City
of Peabody. As design engineer for a new Trident filtration water treatment system in
1996, we engineered a water SCADA system to monitor two treatment plants. Since
then, we have engineered improvements to the water treatment plants and water
system, including significant SCADA system upgrades.

Weston & Sampson Construction, Maintenance & Repair (CMR) has provided
emergency on-call services for the water system and wastewater systems for many
years. These on-call services include instrumentation and control and SCADA
system response. CMR performed upgrades to the city’s 41 wastewater pumps
stations from an old antiquated software to IFix. A new SCADA computer was
installed with Win911 software for dialing, remote access for operators in 2012.
Weston & Sampson Services serves as the primary operator for the wastewater
system and provides service response within 20 minutes to emergency calls.

Our SCADA highlights for both systems include:

B. Resolving Discrepancies

1. Except as may be otherwise specifically stated in the Contract Documents, the provisions of the Contract
Documents shall take precedence in resolving any conflict, error, ambiguity, or discrepancy between the provisions
of the Contract Documents and:

a. The provisions of any standard, specification, manual, code, or instruction (whether or not specifically
incorporated by reference in the Contract Documents); or

b. The provisions of any Laws or Regulations applicable to the performance of the Work (unless such an
interpretation of the provisions of the Contract Documents would result in violation of such Law or
Regulation).

3.04 Amending and Supplementing Contract Documents

A. The Contract Documents may be amended to provide for additions, deletions, and revisions in the Work or to
modify the terms and conditions thereof in one or more of the following ways: (i) a Written Amendment, or (ii) a
Change Order; order B. The requirements of the Contract Documents may be supplemented and minor variations
and deviations in the Work may be authorized, by one of more of the following ways: (i) a Field Order; (ii) ENGINEER’s
approval of a Shop Drawing or Sample; or (iii) ENGINEER’s written interpretation or clarification.

3.05 Reuse of Documents

A. CONTRACTOR and any Subcontractor or Supplier or other individual or entity performing or furnishing any of the
Work under a direct or indirect contract with OWNER: (i) shall not have or acquire any title to or ownership rights in
any of the Drawings, Specifications, or other documents (or copies of any thereof) prepared by or bearing the seal of
ENGINEER or ENGINEER’s Consultant, including electronic media editions. This prohibition will survive final payment,
completion, and acceptance of the Work, or termination or completion of the Contract. Nothing herein shall preclude
CONTRACTOR from retaining copies of the Contract Documents for record purposes.

ARTICLE 4 - AVAILABILITY OF LANDS; SUBSURFACE AND PHYSICAL CONDITIONS; REFERENCE POINTS

4.01 Availability of Lands

A. OWNER shall furnish the Site. OWNER shall notify CONTRACTOR of any encumbrances or restrictions not of general
application but specifically related to use of the Site with which CONTRACTOR must comply in performing the Work.
OWNER will obtain in a timely manner and pay for easements for permanent structures or permanent changes in
existing facilities. If CONTRACTOR and OWNER are unable to agree on entitlement to or on the amount or extent, if
any, of any adjustment in the Contract Price or Contract Times, or both, as a result of any delay in OWNER’s furnishing
the Site, CONTRACTOR may make a Claim therefore as provided in paragraph 10.05.

B. Upon reasonable written request, OWNER shall furnish CONTRACTOR with a current statement of record legal title
and legal description of the lands upon which the Work is to be performed and OWNER’s interest therein as necessary
for giving notice of or filing a mechanic’s or construction lien against such lands in accordance with applicable Laws and
Regulations.

C. CONTRACTOR shall provide for all additional lands and access thereto that may be required for temporary
construction facilities or storage of materials and equipment.

D. If corporate or private property interferes with the Work, CONTRACTOR shall notify, in writing, the OWNER’s of
such property, advising them of the nature of the interference and shall arrange to cooperate with them for the

CONTROLS AND SCADA UPGRADE

FOR WATER SYSTEM

Weston & Sampson pianned and designed a complete Controls and SCADA
Upgrade for the Town of Salisbury Water System. Prior to the upgrade, operators
lost sleep during every storm worried that controls would fail or they would have
to rob one panel of components to fix a more critical one. Our design included
replacement of obsolete controllers, out-of-cornpliance radios, and aged SCADA
software and PC.

The upgrade replaced obsolete equipment and controls with reliable PLC control
panels and high speed Ethernet radio communications. All functions and components
of the system were upgraded, including SCADA software and hardware, radio
communications network, control panels, alarming and remote access. The design
carefully considered sequencing of the work and operational concerns to provide

a smooth transition from old systems to new systems.

The new system is reliable, with improved radio communication, standard
controllers and an open easily expanded Ethernet network. Each station’s panel
is similar in layout and functionality with similar graphics at local panel interfaces
and the SCADA computer screens.

Remote access to entire network via a secured virtual private network allows
operators to monitor systems during off hours through their PC or laptop,
notepad, and even their smart phone.

Key design components included:

m= Upgrade from obsolete Autocon controllers to PLC Control Panels at 10
sites including four well stations, one meter valve pit, two storage tanks, one
pressure station, a booster station, and the main office.

= Replace radios with narrow-band FCC compliant Ethernet ready radios licensed
in the more reliable municipal SCADA system bandwidth 173 frequency.

m= Keep the old system running (including radio network) until the new system was
installed and tested.

m= Replace SCADA control station PCs and SCADA software. Update to VPN
remote access via broadband cable internet with secure gateway firewall
hardware.

WASTEWATER PLANNING, DESIGN, AND

CONSTRUCTION MANAGEMENT

The Metropolitan District Commission - Division
of Watershed Management (DWM), now the
Department of Conservation and Recreation
(DCR), selected Weston & Sampson. to prepare
a comprehensive wastewater facilities plan for
the communities of West Boy!ston and Hoiden.
The overall project objective was to provide a &
framework to protect and preserve the water ®
quality in the Wachusett Reservoir watershed. i

The facility plan recommendation called for
over 300,000 linear feet of gravity sewer, 70,000
linear feet of force main, 28 wastewater pumping
stations, and two satellite wastewater treatment facilities. The project would be
designed and constructed utilizing over 12 construction contracts over a period of
eight years.

Due to the urgency of providing immediate watershed protection in the Industrial
Area of West Boylston and the Pinecroft Area of West Boylston and Holden, the
DCR selected Weston & Sampson to initiate the design and construction of these
construction contracts in order to proceed in a “fast-track” time frame. These areas
posed immediate threats to public health and the environment due to the documented
failures of on-site wastwater disposal. The projects included over 65,000 linear feet
of gravity sewers and two wastewater pumping stations. The design effort for the
fast-track projects was completed in only 95 days.

As part of the design effort, we were required to develop a state-of-the-art
instrumentation and control program that would provide Supervisory Control and
Data Acquisition (SCADA) capabilities for the operation and maintenance of the
wastewater treatment facilities and pumping stations. These facilities would ultimately
be operated by the individual! towns once the construction was completed,

The design documents for the fast-track project included a 2.0 million gallons per
day (mgd) custom wastewater pumping station. This SCADA system specification
was developed for all future wastewater treatment facilities and pumping stations.
When completed the SCADA system will be utilized to operate and monitor 16
wastewater pumping stations in Holden and 12 wastewater pumping stations and
two wastewater treatment facilities in West Boylston.

The SCADA design is a PLC-based system that polls key operation signals at
the pump station and monitors alarm conditions. Land-based telephone lines are
utilized to carry any alarm conditions to a call back service center. This system is
nonproprietary and allows for changing the central station or future installation of a
continuously manned central station by the town.

The installed SCADA system also has PC-based monitoring and data acquisition
capabilities. This system includes a local and remote PC, which allows the town to
remotely access the pump station through a dial-up modem. The PC is linked to the
main instrumentation and control panel at the pump station using commercial brand
man-machine interface control software. This system provides visual and numerical
real-time operation information for the pumps and all major ancillary systems
(sewage grinders, flow metering, stand-by power, gas detection, odor control, etc.),
and generates operational and trending data reports.

EDMUND H. SARGENT WATER TREATMENT
PLANT CONTROL SYSTEM UPGRADE

The Town of Wilmington selected Weston & Sampson to provide design and
construction services for the Edmund H. Sargent Water Treatment Plant (WTP) contro!
system upgrade. The WTP treats water drawn from two separate well fields and a
large gravel packed well. These wells not only contain high concentrations of iron
and manganese, but also reside in a region where groundwater contamination from
the volatile organics is a distinct possibility. For these reasons, we designed a highly
flexible treatment process.

The treatment process consists of aeration, coagulation, flocculation, tube
sedimentation, deep bed carbon filtration, and disinfection. Chemicals added during
the process include potassium permanganate, polymer, alum, lime, and chlorine.
The combination of the processes and the chemicals resolved the iron, manganese,
taste, and odor problems while providing the ability (via the aeration and deep bed
carbon filtration) to remove volatile organics, if they occur.

The design incorporated a micro-computer-based contro! system. This system
provided for interactive graphic control of all the equipment including the speed
of the pumps at the remote well stations, maintenance and operational logging
functions, report generation, data retrieval, and historical trending. The MTU at the
Sargent WTP was replaced while maintaining plant operations. The SCADA system
upgrades included work at the Browns Crossing and the Salem Street raw water
pump stations as well as control system hardware and software upgrades

Our facility design incorporated the simple principle of providing optimal water
treatment performance while reducing capital, operations, and maintenance costs.
To this end, the Edmund H. Sargent Water Treatment Plant incorporates numerous
innovative ideas.

VSDs with high-efficiency motors operate all major pumping equipment. The
substantially less electrical requirements of these systems also reduce the
operational costs. The reduction in the size of the standby power system required
reduces the capital costs. Lastly, the VSDs operational flexibility is enhanced in both
the raw and finished water pumping systems. Having all five of the raw water pumps
operate on VSDs allows the operator to accurately control the volume of water from
each source. The VSD system on the finished water pumps gives the operator the
ability to match the pump rate with demand or with treatment volume.

Instrumentation and Control Systems for Quincy Point Pump Station, Quincy,
Massachusetts. Designed instrumentation and control systems for the $3
million upgrade of the city’s 7-mgd main pumping station. Work included the
renovation and improvement of the existing wastewater pumping station building:
removing and replacing equipment including the pumps and installing variable
speed drives (VFD); replacing the odor control unit; improved power distribution:
replacing standby generator, improved lighting, and wiring; installing a redundant
instrumentation and control system; local HMI touch screens; and integration of
vendor panels for odor control, HVAC, and wetwell mixing system. Designed all
functions and components of the system, such as instrumentation, and radio
communications network for monitoring of pump station from the city's DPW facility.

Acme Water Treatment Facility, Franklin, New Hampshire. Project manager for
the construction of the new 1.5-mgd, 8,000-square-foot Acme water treatment
facility in Franklin, which was funded in part by a loan and grant provided under
the American Recovery and Reinvestment Act and a short-term loan provided
under the New Hampshire State Drinking Water Revolving Loan Fund. Coordinated
construction of concrete, masonry, electrical, architectural, mechanical, plumbing,
HVAC, and water treatment systems.

Wastewater Treatment Plant Upgrade, Bethel, Maine. Project manager for a
wastewater treatment plant upgrade that included sludge dewatering design, new
influent sewage pumps, new grit pumps, and a new dewatering/storage building.
Worked collaboratively with the town to provide funding assistance, including Rural
Development Funding.

Water Treatment Plant, Concord, New Hampshire. Project superintendent for the
upgrades to the water treatment plant for the city.

Maplewood Avenue Area Preliminary and Final Design, Portsmouth, New
Hampshire. Sewer design engineer for the evaluation and preliminary and final
design services for sewer system improvements inthe project area. Responsibilities
included conducting a hydraulic assessment of the proposed Maplewood Avenue/

SUBJECT: Change Order #3

The contract with George Cairns and Sons was approved by Finance Committee on May 17, and the
Board of Aldermen on May 23, 2017 in the amount of $1,653,175. This contract is for the construction of
the Park and Ride at 25 Crown Street.

Since that time, there have been two change orders to the contract submitted thus far which changed the
amount of the contract to $1,638,060.80.

A new change order, Change order 3, adds a handrail which was required to comply with the American
with Disabilities Act requirements. This is the final change order for this project. This change order adds
$3,589.50 to the contract amount, bringing the total contract to $1,641,650.30.
