ORDINANCE O-21-081

Notwithstanding any changes in the ward boundaries, the City and Ward officers serving in
office, or elected to office, at the time of passage of this ordinance shall continue in said offices
until the end of the terms for which they were elected. Any elections to fill vacancies in the
General Court shall be held on the basis of the ward lines as they existed for the election of
November 3, 2020, until the effective date of the New Hampshire General Court's redistricting
following the 2020 U.S. Census. Any State Representative or State Senator in office on the
effective date of this act does not lose his or her eligibility for that office because of the changes
in ward boundaries made by this ordinance.”

PURPOSE: Relative to the revision of ward boundaries

ANALYSIS

City Charter § 3 provides that at least as often as each recurring federal census, the board of
aldermen shall review the ward boundaries and, if necessary to comply with the Constitutional
requirement to equalize populations, shall, by ordinance, re-divide the city into nine wards. A
public hearing on the proposed ward boundaries shall be held not more than 30 days before its
adoption by the board of aldermen, at such time and place as the board of aldermen shall direct,
and notice of such public hearing shall be published at least 30 days in advance of the hearing by
the city clerk. In addition, informational meetings shall be held in all wards proposed for
boundary changes not more than 30 days before the vote. All wards shall be composed of
contiguous and compact territory, as nearly equal in population as possible, and bounded by
natural boundaries, street lines, railroad tracks or other easily identifiable physical features.
Notwithstanding any changes in the ward boundaries, the elected ward officers in office at the
time of the re-division of city wards shall continue in said offices until the end of the terms for
which they were elected.

Please review the email | sent to my Ward Alderman, Patricia Klee, earlier today. She suggested that
we send emails to the entire BOA. | please ask that you NOT recommend a Mask Mandate in the
City of Nashua. We should have the freedom to make this chcice and can still be considerate of our
friends and neighbors. A mask mandate will also be detrimental to businesses in the City as some
people will chose to support business in neighboring towns that do not require masks.

Thank you for your email. While | respect your decision to support the mask mandate, | must ask that
you consider not supporting it.

COVID is going to be with us for a long time and we cannot continue to live as we are. My family has
done everything that was asked of us... vaccinated {boosters today}, wash our hands, stay home
when sick, social distancing. We cannot continue to walk around with a mask which is unhealthy to
breathe in our own carbon dioxide. The flu has been among us for many years and there is a new
strain every year that unfortunately does result in death for some, but there has never been a mask
mandate for the flu.

My fear is that the BOA will keep the mask mandate in place for an unnecessarily extended period of
time (as they did this summer) after it was no longer needed. | do appreciate your request for
measurable triggers rather than a group of non-medical professionals (no disrespect) deciding if we
continue to wear a mask.

| will respect your vote when the mask mandate is brought before the BOA but | think it is important
that you know how your constituents feel.

Hello, Members of the Board of Aldermen. | write to express my hope that Nashua will re-institute a mask mandate for
all indoor locations. Although | have had both doses of the Pfizer vaccine and a booster, | have continued to wear my
mask indoors. It gives me additional protection, and provides additional protection to the people with whom | come in
contact. | understand that it is not a guarantee that | will not contract or transmit Covid, but it is a small way in which |
can contribute to keeping the community safer. | do not see it as an imposition or a restriction on my liberty.

| believe that it is important that the city take this step, rather than relying on the owners and operators of businesses to
do so. If all businesses are required to follow the same rules, those businesses that wish to impose a mask mandate will
not be seen as “the bad guys” by people who prefer not to wear masks.

Dear Board of Alderman,

We are writing in support of R-21-202. This area is used by all of Nashua as well as several other
communities. This is ALL of Nashua’s backyard, especially for those who do not have other green space in
which they can enjoy nature. The development would have many negative impacts on the park, including
impacts to the wildlife in the area.

In addition to the birds, squirrels, and chipmunks, we have seen fox, owls, rabbits, raccoons, and even turkeys
within the Barker property. In the days following the recent drilling to test the land within the property, we
watched two racoons climb over the fence and into the Wellington Street area. With the little green space we
have left, the wildlife has nowhere to go and will be forced to wander toward nearby streets and
neighborhoods, where they likely will not survive and may cause danger to traffic and citizens. With weeks left
to approve this bond, please consider moving forward with this resolution.
