Pursuant to § 5-84 Special purchase procedures A. (5) Purchases from a sole manufacturer where it is
determined to be more efficient and economical to reduce costs of maintenance of additional repair parts,
supplies or services.

The Plant Operations Supervisor Wastewater Department and the Board of Public Works (7/27/2017
meeting) recommend the approval of this purchase to JWC Environmental of Santa Ana, CA in the
amount of $15,292.

Replacement Grinder Purchase

To approve the purchase in the amount of $15,292.20 to JWC Environmental for
a replacement grinder. Funding will be through Department: 169 - Wastewater;
Fund: Wastewater; Account Classification: 71 Equipment.

Vendor quote

Grinders are used throughout the Wastewater Treatment Facility to reduce the
impact of wipes and other debris on our pumps and equipment. Throughout the
Facility we have only JWC products for our grinders. This allows us to keep only
a handful of rebuild kits onsite, making repairs and replacements more cost
effective to the City. This is the final grinder of the old style, which is obsolete.
Purchasing this grinder will finish the changeover and unify the grinder products

onsite.

except as otherwise provided herein, when the estimated cost thereof shall exceed $10,000 shall be
purchased by formal, written contract from the lowest responsible bidder, after due notice inviting bids.

The Plant Operations Supervisor Wastewater Department and the Board of Public Works (7/27/2017
meeting) recommend awarding this three (3) year agreement to EnviroSystems, Inc. of Hampton, NH in

No. Eight of the nine fixed route buses are being replaced. We have one CNG bus that was purchased in
2012, 2011. These are the replacement for the other nine fixed route buses. We have an extremely old fleet
at this point. We are beyond any of its useful life. We also have on order, it takes a very long time to construct
these buses, the beginning of the paratransit replacements. | will be back before you in not too long with
something like this for those as well. Those will be gasoline.

How many of those will be purchased?

We have ordered six at this time. That’s all the funding we had available. The RFP we did did allow us to
order several more at the same price for a couple of years. We are actually actively looking at potentially
electric buses. BAE, right here in the city, makes a pretty phenomenal electric bus engine that actually Boston
just bought 150 of. We are very interested in looking at other options for the next couple as well.

Slightly off topic, but because you mentioned that we experience a lot of accidents being rear-ended, I’m
curious if the data that you are going to collect after these buses are in place that have this new signage if you
will continue to track those accidents and hopefully we will see a decrease.

Yes, we absolutely continue to track it. VWWe very much hope for a decrease for everybody’s sake. We also
have some flashing lights on the side of the bus because the second most common thing is for their mirrors to
be taken off so we have added some other “just stay a little bit wider please.” We are very much hoping for
more safer solutions.

| was curious on this particular one because it’s a 2016 Ford F-250 4x4 pickup. Is there any difference
between this vehicle and the first vehicle we approved this evening?

Mr. Kooken

There is in terms of equipment. If you are familiar with the F-150 its most probably the most optionable truck
on the market. There are thousands of ways to configure it. They are both similar. This is a little different
size. It’s not a crew cab, it is an extended cab. It’s a longer wheel base. It’s an overall bigger vehicle than the
other one. The prices are very close but the options vary.

We must demonstrate, as a municipality, a strong commitment to creating a well-educated, multicultural workforce in
order to compete in the global economy. The rich diversity of residents currently in our community that speak multiple
languages is just one example of a currently untapped resource that can enhance our competitiveness in the global
economy. Nashua main street businesses large and small like UPS, Triangle Federal Credit Union, Santander Bank and
Remax are actively seeing bi-lingual employees because it is good for business. Early adopters of the Welcoming Cities
and Counties Initiative are beginning to see the fruits of their efforts in economic growth. The WE Global Network
consisting of over 30 cities along the rust belt in the midwest have well documented both the opportunity and the
imperative of welcoming and have data that demonstrate the fruits of the welcoming network. As Nashua makes a
stronger commitment to welcoming practices, more of our multi-lingual neighbors will find opportunities that recognize
and value this important skill set which will increate economic mobility for these individuals as well as stimulate new
business for their employers. By joining the Welcoming Cities and Counties Network, Nashua will be making a firm
statement that it is committed to holding itself to a recognized standard as a welcoming community. This strong
partnership statement directly from the municipality will support many of our local nonprofit community partners to
secure valuable state and national foundation grants to support their efforts. Corporations will actively look to the
official Welcoming Cities and Counties membership list for future growth opportunities.

Our citizens are looking to you Mayor Donchess and our local officials to make an important choice about the kind of
community we wish to become. We recognize as a coalition that there has been significant rhetoric that has polarized
citizens around topics related to race relations and immigration. One Greater Nashua does not have a political agenda.
We are simply concerned citizens that are standing up for the kind of community we want to live in: one where all
residents feel a sense of pride and belonging; one where community members recognize and value each other as
neighbors; one where all residents have equal access to the building blocks of a good quality of life. This starts when the

We were specifically looking for a blue truck in this case because for whatever reason the city buildings have
always had the blue vehicle so that limited the option a little bit. There’s a lot more white trucks out there than
blue ones. This dealer had it in blue with almost exactly the equipment we were requiring.

| thought there was one point within the contract that that identified it as a 2017 vehicle.
