Re: Emergency Sewer Repair Gilman Street

Pursuant to 5-90 (G) of the NRO, | have authorized emergency repair of a broken sewer line on Gilman
Street. The repair will be performed by Crisp Construction of Nashua, NH in an amount of $38,700.

By way of background this is an 18 inch line (installed in 1920) that carries a substantial amount of
constant sewage flow. The flow comes from several streets to the west of the breakage and
includes flow from St Joseph’s Hospital. With a break in the pipe, the sewage flow quickly backs up
as far back as toilets inside homes and businesses. The sewage did back up inside the residence of
29 Sawyer St from which we received a complaint. Without prompt action, the back-up could
affect many more addresses. Another emergency condition with this broken sewer main is the
stability of the road itself. As expected with sewer main breakages, the soil between the broken
pipe and the surface of the road begins to wash away inside the pipe. in this case, the void in the
soil under the pavement is six feet in diameter and four feet deep. Leaving the void there could
result in a collapse of the road pavement.

The contracted work involves excavation down to expose the broken sewer main (approximately
12 feet deep), repairing the main as well as two sewer service connections (66 Gilman St and 61
Gilman St) which collapsed along with the problematic main, backfilling and restoring the road. It
includes setting up pumping hoses to facilitate temporary sewer bypass pumping, providing a
temporary air plug at the upstream MH (Sawyer St at Gilman St) to allow for the bypass of the flow
and maintenance of traffic during the work (setting up cones, etc.).

Attached are copies of the invoices for this work which was completed over a three day period (May 17 thru
May 19). Funds are available in the Wastewater Operating Budget Sewer Maintenance account.

Re: Addition to Spit Brook RdStation —

Nashua Fire Rescue Department has completed the Architectural and Engineering phase of this
project. We are requesting Finance approval to move into the construction phase. The scope of
this project will encompass the construction of a 2-story addition, creation of a NFPA approved
Personal Protective Equipment (PPE / Gear) storage and maintenance area, and rehab of the
existing crew areas of the forty year old building.

We, along with our Architect (Port-One) and Construction Company Bonnette, Page & Stone
have completed an extensive process to obtain our best possible pricing for this project. After
months of review and vetting of subcontractors we are pleased to present a Guaranteed
Maximum Price of $1,312,166.00.

This project will entail some reconfiguration of the crew quarters to include a physical training
area and storage. We will also need to design a storage area that meets the NFPA 1500
requirements for the storage and maintenance of PPE (personal protective equipment). Most
importantly the completion of this project will afford Nashua Fire an increased operational
ability for seasonal adjustments we need to make.

This property is located at 124 Spit Brook Rd in Nashua, and currently houses 2 apparatus. This
building was constructed in 1977. It is the goal of the Fire Rescue Department to correct the
following:

e Meet the space needs of Nashua Fire Rescue for many years to come
Develop a plan to accommodate seasonal operational adjustment to better serve our
citizen
Meet current and future energy needs

e Provide current up to date facility that meets the needs of our personnel with regard to
safety and welfare, more specifically provide an area for proper PPE storage and
maintenance

e Address the space needs to accommodate current fire apparatus and possible future
needs of the southern portion of Nashua

This project has the full support of the Board of Fire Commission and Capital Improvements
Committee. The Board of Alderman through Resolution 16-040 passed the bond for this project
at $1,650,000.00. We have made it our goal to complete this project below that allotted amount.

RESOLUTION

AUTHORIZING THE MAYOR AND CITY TREASURER TO ISSUE BONDS NOT TO
EXCEED THE AMOUNT OF ONE MILLiON SIX HUNDRED FIFTY THOUSAND
DOLLARS ($1,650,000) FOR THE SPIT BROOK ROAD FIRE STATION 3 BUILDING
RENOVATIONS

CITY OF NASHUA

inthe Year Two Thousand and Sixteen

RESOLVED by the Board of Aldermen of the City of Nashua that the Mayor of the City
of Nashua and the City Treasurer of the City of Nashua are hereby authorized to issue and sell
general obligation bonds of the City in an aggregate principal not to exceed one million six
hundred fifty thousand dollars ($1,650,000.00). The proceeds of said bonds shall be used for the
Spit Brook Road Fire Station 3 building renovations including but not limited to one additional
bay, elevator installation, replacement of the roof and additional rehabilitation to the building.
The useful life of the project is 20 years.

Pursuant to Nashua City Charter §54-a, this resolution requires a “duly advertised public
hearing.” Also see N.H. RSA 33:9, which requires a 2/3 vote for passage of this resolution.

The bonds shall be general obligations of the City of Nashua, payable as to principal and
interest from ad valorem taxes, which will be levied without limitation as to rate or amount on al]
taxable property within the territorial limits of the City of Nashua.

The bonds shall bear the manual or facsimile signature of the City Treasurer and the
Mayor. In accordance with Chapter 91 of the New Hampshire Acts of 2005, bonds issued
pursuant to this resolution shall not require an authenticating certificate of a bank or trust
company doing business in the State of New Hampshire or The Commonwealth of
Massachusetts, or the Commissioner of Revenue Administration.

The bonds are to be issued in fully-registered form by means of a book-entry system or
otherwise and shall have such terms and conditions and be in such form, subject to the provisions
of this resolution and applicable law, as shall be determined by the Mayor and the City
Treasurer.

RESOLVED FURTHER, that the Mayor is authorized to enter into the required
contracts therefor as well as any amendments to be made thereto or any other documentation
necessary for the receipt of said funds.
