Caterpillar 826K Compactor Wheels and Teeth

To approve the purchase of a set of 4 wheels and teeth for the Caterpillar 826K
compactor from Caron Compactor Company of Escalon, CA in the amount of
$63,525. Funding through Department 168 Solid Waste; Fund: Solid Waste;
Account Classification: 54 Vehicle Repairs & Maintenance.

Caron quote.

The wheels and teeth on the all 4 wheels of the Caterpillar 826K compactor are
extremely worn and due for replacement soon. These replacements are necessary to
ensure good compaction of the waste coming into the landfill and to reduce
unnecessary wear on the compactor by requiring trash to be rolled more in order to
properly compact it.

It is cheaper and will require less down time to replace the wheels and teeth than to
have all of the old teeth removed and replaced individually.

The Solid Waste Department has used Caron’s compactor teeth on the last two
compactors and they have been proven to be both durable and reliable.

Amendment to Dry Well Valve and Pipe Replacement project-Preliminary Design
Phase Services

To approve an amendment to the contract with Wright Pierce for the preliminary
design plans and specifications for the Dry Well Valve and Pipe Replacement
project in an amount not to exceed $78,300. Funding for this contract will be
through Department: 169 Wastewater; Fund: Wastewater Activities: Washpress
Upgrade and Screening Odor Control.

Wright Pierce Scope of Work and Fee Schedule

The Nashua Wastewater Treatment Facility dry well, consisting of four large
capacity pumps, associated valves and piping is in need of upgrades. The design
phase services for this project was awarded to Wright Pierce in January 2022.
Wright Pierce is currently in the early phase of the design.

Since this project started, two other capital project previously approved for
funding, could be combined with this project since all work is in the same general
vicinity of the plant. These two projects are the screening garage odor control unit
and the wash press chute modifications.

An odor control unit is needed for the screenings garage, which is located in the
floor above the dry well valve upgrades. The odor coming from the screenings
garage is the worst in the plant and an odor control unit on the exhaust fan is
needed to control the strong odors from the garage. Modifications to the wash
press is also needed as solid inorganic material in the influent wastewater, such as
asphalt stones from road work, synthetic rags and miscellaneous plastic debris can
clog the screening pipe. This usually happens during a big storm when high
turbulence can push small stone and other debris to the influent headwork screens.
A modification to the wash press chute is needed to minimize the potential for the
chute to become clogged with debris.

Wright Pierce has a working knowledge of what needs to be done for these 2
smaller projects, which will be added to the scope of the construction of the dry
well valve project. By including these project within the bigger dry well valve
upgrades project, the City will achieve economy of scale and better pricing.

Wright Pierce costs for the preliminary design (Phase I) is $105,800. Their costs
for adding these 2 smaller projects is $78,300. The new total costs for the
preliminary design phase comes to $184,100 with these 2 projects added.

Exhibit A — Scope of Services

Nashua, WWTF -Screenings Garage Odor Conirol Project
Task A. Preliminary Design
1) Hold a project kick-off meeting and site visit to confirm existing conditions with the Screenings Garage.
2) Prepare a basis of design memorandum identifying the recommended Screenings Garage odor control
technology, capacity, location, and ventilation scheme.

a. Assume activated carbon is preferred technology.

b. Identify building system (electrical, instrumentation, architectural, structural, heating/ventilation)
and site scopes of work. In particular, assess heating capacity based on recommended ventilation
capacity and the need for any improvements.

3) Submit odor control basis of design memorandum to the City for review and comment. Meet with the City.
4) Submit final memorandum to NHDES for review and comment. Final document to be incorporated into Dry
Well Upgrade Preliminary Design Report package.

Task B. Final Design
Based upon the approved basis of design memorandum, the final design will be prepared.

1) Develop 60% Contract Documents
a. Prepare drawings and draft specifications for constructing the project (front-end bidding
specifications and general drawing sheets will be developed under the concurrent Dry Well
Upgrade project) in accordance with City and NHDES requirements. Prepare construction cost
estimate.
b. Meet with the City to review the 60% package (it is assumed this meeting will occur concurrent
with the 60% design review of the Dry Weil Upgrade project).
c. Submit the 60% design package to NHDES for review and comment.
2) Develop 95% Contract Documents
a. Based on feedback from the 60% design review meeting, update the plans, technical specifications
and construction cost estimate.
b. Submit draft 95% plans, technical specifications and cost estimate to City for their review.
Meet with the City to review the 95% package (it is assumed this meeting will occur concurrent
with the 95% design review of the Dry Well Upgrade project).
d. Submit the 95% design package to NHDES for review and comment.

3) Prepare Final Plans, Technical Specifications and Cost Estimate — upon the City and NHDES acceptance of
the 95% plans and technical specifications, Wright-Pierce shall proceed with the final, bid-ready design
plans, technical specifications and estimates for construction costs. Final front-end bidding specifications
and general drawing sheets will be developed under the Dry Well Upgrade project.

Task C. Bidding Services

1) Provide a small allowance for assistance with bidding and construction administration.

AMENDMENT NO.1
TO
AGREEMENT BETWEEN

FOR
ENGINEERING DESIGN SERVICES

This AMENDMENT No.1 made the day of. , 2022, by and between The City of Nashua, New
Hampshire, (hereinafter called OWNER), and Wright-Pierce (hereinafter called ENGINEER).

WHEREAS, an AGREEMENT was entered into on January 10, 2022 between the OWNER and
ENGINEER, which AGREEMENT is entitled “Engineering Design Phase.”

hereinafter referred to as AGREEMENT.

WHEREAS, the OWNER desires the ENGINEER to perform additional design engineering for two (2)
additional projects that are located in the same general vicinity as the Dry Well Valve and Replacement design
project. These two (2) additional design projects, in addition to the Dry Well Valve and Replacement design
project, were recommended in the” Nashua WWTF 20-Year Facility Engineering Report, date July 28,
2021”. Amendment 1 Scope of Work, attached as EXHIBIT A - AMENDMENT 1 and Fee Schedule,
attached as EXHIBIT B - AMENDMENT 1.

Payment will be made in accordance with the original agreement based on hours and rates by labor category
with mark-up and incidental expenses in accordance with the attached fee, as modified for this amendment.
