SCOPE OF SERVICES, SUBMITTALS, COMPENSATION, SCHEDULE
SCOPE OF SERVICES

Project Description

The City of Nashua has engaged Hoyle, Tanner to assist with the City’s Downtown Safe Transportation for
Every Pedestrian (STEP) project. The goal of the project is to design and implement safer pedestrian
crossings along several downtown roadways including Main St, Hollis St, Pearl St, Factory St, Water St, and
the Heritage Rail Trail. These enhancements are anticipated to include high visibility markings, parking
restrictions, upgraded lighting, signage, curb extensions, and Rectangular Rapid Flashing Beacons
(RRFB’s). A feasibility traffic study of a “Road Diet” for reducing Main Street to one travel lane in each
direction to provide a safer “complete street” environment for safer pedestrian and bicyclists will also be
prepared. This study is intended as a planning effort and will not be implemented as part of this project.

The City’s intends to be the primary designer on the project and will be the Engineer of Record. Hoyle
Tanner will provide supplemental design services and will provide a Quality Assurance/Quality Control
(QA/QC) role. Hoyle, Tanner’s specific services are outlined below:

Engineering Study Phase
Consultant shall:

1.1 Project Kickoff Meeting & Field Review — Hoyle Tanner to attend project kickoff meeting with the
City to discuss project efforts and field review countermeasure locations.

1.2 Right of Way Survey — Performed by City. Hoyle Tanner does not have any effort associated with
this task.

1.3 Existing Conditions Plans - Performed by City. Hoyle Tanner does not have any effort associated
with this task.

1.4 Initial Utility Coordination — Performed by City. Hoyle Tanner does not have any effort associated
with this task.

1.5 Local Concerns Meeting — Hoyle Tanner to attend the local concerns meeting to help answer
questions and receive resident concerns and input on potential improvements. The City will
perform the presentation and will prepare graphics, meeting minutes, and provide notification of
meeting to abutters/attendees.

1.6 Purpose and Need Statement - Performed by City. Hoyle Tanner does not have any effort
associated with this task.

1.7 Design Criteria and Standards — Hoyle Tanner to provide QA/QC proposed Design Criteria
prepared by the City. (2 hours assumed).

1.8 Environmental Documentation — Environmental coordination and documentation performed by
City. Hoyle Tanner to provide QA/QC of coordination efforts and proposed findings (12 hours
assumed)

Alternate Analysis — Hoyle, Tanner will evaluate potential countermeasures for enhancing
crosswalk safety at each location for applicability and cost effectiveness. The anticipated to
deliverable for this task is table identifying potential countermeasures and recommendations at
each location. Conceptual plans will not be developed.

Road Diet Feasibility Study — Hoyle Tanner will prepare a feasibility study evaluating traffic
operations along Main Street if a reduction to one-travel lane is implemented. Proposed tasks
will include (see assumptions for additional information):

e Review of City Master Plan and other prior efforts

e Traffic Data Compilation and Projection

° No Build, Build, and Future Year Intersection and Segment Analysis of AM, PM, &
SAT Peak Periods

e Identification of potential traffic diversion resulting from lane reduction
(Performed by Nashua Regional Planning Commission)

e Review and document recent pedestrian and bicyclist crash statistics

e Development of a Road Diet typical section

e Development of conceptual plan identifying road diet project limits and rough
layout

e Preparation of Feasibility Study Document

Conceptual Engineer’s Opinion of Probable Cost — Hoyle Tanner will provide QA review of project
quantities, prepared by the City, for up to two (2) estimate scenarios. Potential scenarios may
include highest cost enhancements at each location, lowest cost enhancements at each location,
or mix of both. Hoyle, Tanner will then prepare cost estimates that define major construction
items utilizing NHDOT Standard Specifications for Road and Bridge Construction and will provide
typical percentage costs for minor or undefined work efforts.

Public Presentation of Proposed Action - Hoyle Tanner to attend the proposed action meeting to
help answer questions on the proposed design and receive resident concerns. The City will
perform the presentation and will prepare graphics, meeting minutes, and provide notification of
meeting to abutters/attendees.

Engineering Study Submission —Performed by City. Hoyle Tanner does not have any effort
associated with this task.

Project Management — General oversight and management of the study and coordination with
NHDOT will be performed by the City. Hoyle Tanner will be responsible for coordination,
scheduling, and monthly tracking of internal team members to meet task, project milestones
and financial requirements of the project, as practicable. This includes monthly progress reports
and invoices submitted electronically to the City.

Design Plans and Documents — Addressing Engineering Study comments, preparing Preliminary
Design plans, and preparing design calculations will be performed by the City. Hoyle Tanner to
provide QA/QC of preliminary plans and design calculations (16 hours assumed).

Road Diet Study Revisions — Hoyle Tanner will update the study incorporating the City’s review
comments.

Permitting/Environmental/Historical — Preparation of the Environmental Documentation,
permits, and coordination will be performed by the City. Hoyle Tanner to provide QA/QC of
environmental documents (10 hours assumed).

ADA Compliance Coordination — ADA compliance will be performed by the City. Hoyle, Tanner
will provide QA/QC for this effort (3 hours assumed).

Utility Coordination — Performed by City. Hoyle Tanner does not have any effort associated with
this task.

Traffic Analysis — Hoyle Tanner will review applicability of proposed crosswalk enhancements in
relation to existing adjacent traffic control measures. Traffic capacity analysis is not anticipated.

Preliminary ROW Activities - Performed by City. Hoyle Tanner does not have any effort associated
with this task.

Preliminary Engineer’s Opinion of Probable Cost — Hoyle Tanner will provide QA review of project
quantities, prepared by the City, and prepare a cost estimate for the preferred alternative at each
location combined into one estimate. Cost estimate will be fully itemized utilizing NHDOT
Standard Specifications for Road and Bridge Construction.

Submission of Preliminary Plans — Performed by City. Hoyle Tanner does not have any effort
associated with this task.

Project Management — General oversight and management of the preliminary plans and
coordination with NHDOT will be performed by the City. Hoyle Tanner will be responsible for

Assumptions

Consultant assumes:

A-1. — The City of Nashua will be the primary designer on the project, will be the engineer of record, and
will lead and coordinate all efforts unless otherwise noted. Specific efforts to be led by Hoyle
Tanner include the Road Diet Feasibility Study and preparation of Opinions of Probable Cost.
Hoyle Tanner will also provide Quality Assurance/Quality Control on certain design tasks, and the
anticipated hours for each of these estimates is noted. Design tasks that do not include effort
from Hoyle, Tanner are shown in italics.

A-2.— The project will include crosswalk visibility enhancements and RRB’s at up to 5 locations.
Crosswalk visibility enhancements only will be performed at an additional 10 locations.

A-3. Road Diet Feasibility Study Assumptions

The anticipated limits of the reduction to one lane of travel in each direction (Road Diet)
are along Main Street from north of West/East Hollis Street to south of Water Street as
depicted on in the City’s 2021 Master Plan (Imagine Nashua).
Intersection Capacity Analysis (utilizing Synchro 10 software) for AM, PM, & SAT peak
periods during the build and no-build scenarios of the opening year and future year (20-
year horizon) will be performed at the following locations:

a. Main/Canal

b. Main/Water
c. Main/Factory
d. Main/High

e. Main/Pearl

f. Main/Hollis

Intersections outside the study area impacted by potential traffic diversion from reduction
to one travel lane in each direction will not be studied.

Corridor Capacity Analysis (utilizing the Highway Capacity Software) will be performed for
two roadway segments along Main Street.

Conversion of Water St, Factory St, West Pearl St, Court St/Park St, and Temple St/ East
Pearl St to two-way traffic, as discussed in the “2015 Downtown Circulation Study” by
VHB, will not be included in the Road Diet Study.

Travel Demand Modeling to determine traffic volume increases/decreases along Main
Street due to conversion to one travel lane in each direction and conversion to two-way
traffic on streets noted above will be performed by the Nashua Regional Planning
Commission (NRPC). NRPC costs for performing this modeling, if applicable, will be paid
by the City outside of the project.

Turning movement counts for all intersections, crash data, and existing signal timing and
phasing will be provided by the City. Average Annual Daily Traffic (AADT) volume data
will be collected from available counts on the NHDOT Transportation Data Management
System. Traffic data collection by Hoyle Tanner will not be required.

Design deliverables for the road diet will include a typical section and a basic plan view
layout for the conversion depicting travel lanes, bike lanes, sidewalks, and rough parking
utilizing aerial photography. Detailed design including layout of landscaping, streetscape
elements, lighting, drainage, transit stops, turning movement review, and sight distance
analysis will not be required.

e 2009 Manual on Uniform Traffic Control Devices (MUTCD).

e Section 504 of the FHWA’s Americans with Disabilities Act (ADA) and NHDOT standard
sidewalk details.

Topographic survey of all project areas will be provided by the City for Hoyle Tanner’s use as
required.

The CADD platform to be utilized for the project is assumed to be AutoCAD 2020.
For QA/QC budgeting purposes, the project plan set is assumed to include up to 15 sheets:

e General Layout Plans (8 sheets) -2 locations per sheet

The estimated amounts shall equal the cumulative hours charged by each class of Consultant’s personnel
time applicable standard hourly rates for each category. The estimated amounts include reimbursable
expenses such as transportation, postage, telephone, fax, printing, and equipment rental; and include
charges of subconsultants engaged by Consultant as listed.

The Consultant may modify the amounts for individual phases to reflect services actually provided by
phase; however, Consultant shall not exceed the total Compensation without the approval of Client.

Consultant shall bill Client based on hours charged at standard billing rates plus reimbursable expenses
incurred plus subconsultant expenses for the billing period. During the term of this Agreement, direct
salaries may be adjusted as part of Hoyle, Tanner’s companywide revisions due to increases in cost of
living as well as merit and shall not be limited to employees assigned to provide services under this

Agreement.

Change Order No. 1

Fimbel Garage Doors was awarded the garage door replacement contract with the
City of Nashua when it went to Bid in November of 2021. Fimbel has agreed to
hold their pricing.

This Change Order No. 1, in the amount of $61,615.70, is to replace additional
doors that are in poor condition. This will also include the wash bay door.
