| feel i need to voice my concerns over the downtown barriers and traffic problems due to the barriers. The
BARRIERS NOT the outside seating. The flow of traffic being the biggest problem from my point of view. We were
hearing it from our customers on a daily basis.

What usually has taken only a few minutes to drive thru and into downtown is now taking 15 to 20 minutes and
worse during the 2 rush hour times as well as the lunch time. Although i am not against trying to help our downtown
restaurants i am against doing it at the expense of other businesses such as our store. Putting up the barriers has a
negative effect on many of us.

Please DO NOT put these road barriers back up upsetting the flow of traffic.

| really enjoyed the outside seating , we dined outside many times.

Question/s.... Has anyone asked every restaurant that has these barriers if they even want the barriers ? They may
want the outside seating but do they need to interrupt the traffic flow and lanes.

This would include large as well as small restaurants.

The sidewalks are wide. For the ones that want them could they just use the sidewalks and not affect the roadway
and parking ?

Is this not what Surf , MT Local , Peddlers ,SFK and Marthas to name a few have been doing for years ? Using the
sidewalk with no barriers blocking traffic and traffic lanes.

These are just 4 of the great restaurants in town. Has anyone asked them if they want the barriers affecting the
traffic?

Can these restaurants handle the extra capicity with what so many people are calling lack of workers?

If you go into most restaurants you can see the signs..... please be patient, please be nice ... we are short staffed.
Basically, saying Please forgive us for being so stow due to not having enough people to work.

It seems that almost every restaurant and store is hiring and cannot find help.

How else can we come to a solution that works for all without screwing up the flow of traffic?

There are other things to consider also as others have indicated...
Emergency vehicles for one.... Those few extra minutes for Fire / Police / Ambulance coming down Library hill......

Those minutes ARE CRITICAL for emergency vehicles
Yes they know they are there Yes there are electronic signals for the lights ... but dropping down the traffic lanes

and putting up the barriers DOES affect them.
Minutes count to emergency vehicles.

i love my downtown Nashua but some things NEED to change when it comes to these barriers affecting traffic flow

and janes.
The time for them has gone by. They are no longer needed in my opinion.

Task2 Groundwater Reporting

We anticipate that Sanborn Head will assist the City with the following groundwater
reporting services for the Four Hills Landfill:

=» Reviewing the field groundwater sampling and laboratory analytical data from the Four
Hills November and April Permit required sampling events, and updating
corresponding Equis database and analytical tables;

=» Reviewing the field groundwater sampling and laboratory analytical data from the Four
Hills assessment monitoring and updating corresponding Equis database and analytical
tables. For planning purposes this scope assumes that assessment monitoring is only
being performed at monitoring wells MW-111S, MW-111R, and MW-112S and will be
conducted on a quarterly basis (i.e, in the months of February, April, July, and
November);

=» Preparing four data transmittals per year for the Four Hills Landfill to be submitted to
the NHDES within 45 days of sampling. The data transmittals will be prepared for the
February and July assessment monitoring, and the April and November Permit
monitoring (which also incorporates the April and November assessment monitoring).
Each data transmittal will include NHDES cover sheets, the laboratory analytical report,
and analytical data summary tables. In addition, the February, April and July data
transmittals may include a short cover letter that summarizes key observations about
the data and conveys recommendations, if applicable, based on the review of the data.

=» Preparing the Annual Report for the Four Hills Landfill to be submitted to the NHDES in
January of each year, as required in the Groundwater Management and Release
Detection Permit for the site (GWP-198403099-N-006). The format and content of the
annual report will be like that of the 2021 Annual Report.

This task does not include time for non-routine groundwater tasks that may occur for the
Four Hills Landfill (e.g. responding to comment letters prepared the NHDES), or data
review, analysis, summary, and reporting associated with non-routine groundwater
monitoring (i.e., not included in the scope of Permit required monitoring, or the existing
assessment monitoring associated with monitoring wells MW-111S, MW-111R, and MW-
112S).

In addition, we understand that the City does not require assistance from Sanborn Head for
the Lincoln Park Landfill, Old Nashua/Nashua Riverside Landfill, Roussel Park Landfill and
Shady Lane Landfill during FY 2023, 2024, and 2025, and that the City will continue to
prepare reports and submittals for these four sites.

Task3 Annual Waste Capacity Evaluation

For this task, Sanborn Head will perform the annual waste capacity comparison for Phases
] - Il] of the Four Hills Landfill. We understand that the City will retain a licensed surveyor
to prepare a topographic survey of Phases ], IJ, and III. Our evaluation will include the

Good morning,
I am writing to follow up on some comments that were made last night regarding masks.

1) I can assure you that I, and all of the like-minded Nashua residents that I know, respect the law. I love the
City of Nashua, where my husband was raised and where we are now raising our four sons. I was offended by
Alderman Lopez’s comment and wanted to respond to this on behalf of all the Nashua citizens who are troubled
with the mask ordinance but most definitely are good, law abiding people.

2) The comments around application of the mandate regarding masking kids during athletics and impact to
guest policy at the high schools was troubling. When you order a mask mandate in all indoor settings for anyone
over age 2 what do you think is going to happen? With children in elementary, middle and high school,
participating in many different local and travel leagues, I can attest to the mind-numbing and inconsistent
application of the broad mandates that cities impose on their citizens. If you don’t want kids playing basketball
to wear masks, don’t vote for it. The ridiculous guest policy at the high schools is nothing new. Last year I was
unable to bring all my sons to watch their big brother play because only 2 guests were allowed per player. I
suspect these things seem like no big deal and small sacrifices for the greater good to some members. We reject
this, as should you. The well-being of our children and families in this city is being stomped on and I will not
stop pointing it out or apologize for doing so.

3) Re: comments made about a parent with kids in private school commenting on the public schools. (I don't use
Facebook and am unaware of the parent mentioned, but wanted to respond in general to this concept.) My kids
are in private school right now. We moved my oldest out of North this year, where before covid he was very
successful and happy in both academics and sports, because of the severe dysfunction of Nashua Public
Schools, We did not send our freshman there this year, as we had planned, for the same reason. A major factor
was our concern that masking would be implemented again this year. I am a tax-payer and still have all the
same concerns about students in Nashua that I had last year. I am worried sick about them actually, knowing
that the dysfunction remains. Having seen first hand how private schools are functioning in person and have
been mask optional for the majority of this school year makes me more resolute in drawing attention to the
failure of the schools in this city. Masking students impacts their ability to communicate and therefore learn.
How much devastation of our youth is acceptable? When does their crisis and loss rise in urgency to the point
that you, elected officials, will take action to protect them?

| would like to express my support for the permanent removal of the Jersey Barriers on
our downtown streets.

During Covid the Jersey Barriers have served their purpose in helping our local
restaurants survive. Now that the restaurants have survived during these trying times
and are now open for business, it is essential that we all get back to business as usual.

We need to be sure that all businesses can survive, and the Jersey Barriers have
helped the restaurants while hurting the smaller shops by making it difficult for
customers to park and drive through our Main Street.

After much discussion with customers, residents, and Merchants, most agree that this is
a downtown of many unique business not just restaurants. It is time to respect and
listen to other established Merchants, Police, and our Fire Department to make our
Main Street safe and attractive again. Many Merchants believe they may not survive
another year if the Jersey Barriers are not removed for good.

A major part of my business is from out-of-town customers. They come from
Massachusetts, Maine, Vermont, and all over New Hampshire. The comments we hear
are negative when discussing the traffic and the barriers being an eye sore to our
wonderful downtown.

Attached are signatures | have gathered for those who oppose the barriers. It is also
important to include out of town folks as well since they too want to continue to enjoy
the positive aspects of downtown.

We have enjoyed operating a 4" generation business in Downtown Nashua since 1953.

Please be advised that | am not in favor of having these barriers. | am but a small cobbler shop on factory St. |
had to live with two concrete barriers in front of my store all summer and fall. Between the pandemic and the
barriers, | lost over $ 50,000.00 in business. When the barriers were removed my business returned to normal.
| service a lot of handy capped people; my customers and | should not have to sacrifice for the sake of
restaurants on main St. These barriers are also trash collectors and turn our city into a graffiti like place that
looks like a dump.

Dear Alderman,

lam a long time Nashua resident (54 years) writing to express my opposition to extending the
use of barriers on Main St. for the next 3 years. My reasons are as follows:

Safety: Reducing the north / south travel lanes along Main St. from 2 lanes to 1 lane has
resulted in considerable traffic congestion and delays, particularly during rush hours. In
emergency situations, any delay will increase the arrival time of critical fire or ambulance
services to reach their destination, with potentially life-altering outcomes.

| often travel Main St. On several occasions, | have witnessed cars attempting to parallel park
in the few open areas without barriers. Some stop in the single travel lane, to back into the
parking space. This stops traffic movement in the one open lane, frustrating people just
wanting to get from one end of town to the other. In one incident, a car actually entered the
opposite travel lane just to get around this situation a bit quicker, a very dangerous action.

Fairness: The parking barriers that were installed in the right-hand lanes along Main St. gave
restaurants a unique opportunity to add additional tables for patrons to enjoy outside dining,
particularly to comply with covid restrictions. The increased traffic congestion and loss of
parking spaces untimely had a negative impact of reducing the pedestrian foot traffic that
other merchants along Main St. rely on to stay viable. It is not at all fair for the city to allow
variances that benefit only a few businesses at the expense of others. This practice should not
be continued.

Need: It appears that covid is evolving from a pandemic to a more routinely handled endemic
type situation that will not require special consideration for Main St. restaurants, eliminating
the need for barriers.

Barrier aesthetics and messaging: With few exceptions, | think the current “art” that
decorates the barriers is visually unappealing and conveys a confusing and mixed message.
