SECTION 02350

ODOR CONTROL DURING CONSTRUCTION

PART 1 - GENERAL

11 SCOPE OF WORK

A.

The Contractor shall perform its work so that odors are limited to the
immediate working area during construction activities involving excavation
in waste.

Should the Contractor fail to control odors, additional methods to prevent
off-site detection of odors shall be performed by the Contractor at no cost to
the Owner.

Additional odor controls methods include using neutralizing agents and a
portable misting system.

PART 2 - PRODUCTS

2.1 MATERIALS

A.

B.

Odor controls neutralizing agents shall be proposed by the Contractor for
approval by the Owner.

The portable misting system (if needed) shall be proposed by the Contractor
for approval by the Owner.

PART 3 - EXECUTION

3.1 GENERAL

A.

The Contractor shall implement odor control measures during construction
activities that involve excavation in waste.

The area of exposed waste as a result of the work shall be limited to the
degree practical. Trench excavations shall be limited to the length of trench
that may be backfilled in the same day.

If directed by the Owner, the Contractor shall apply odor neutralizing agent
directly onto odorous spoils.

Excavated waste shall be hauled promptly from the work area to the working
face for disposal. All excavated waste must be hauled to the working face
before the end of each working day. Work involving excavation in waste
shall cease when the working face is closed for the day unless other
arrangements have been made to cover the exposed waste.

The Contractor shall cover areas of exposed waste at the end of each day
with approved daily/intermediate cover or natural soils, which may be
obtained from on-site sources.

During the work, the Contractor shall regularly check for odors in the down-
wind direction and employ additional odor neutralizing agent if odors are
detected.

The Contractor shall have a portable misting system available to control
odors during construction activities that involve excavation in waste. The
Contractor shall be responsible for maneuvering the equipment as necessary
based on wind direction or source of odor, and replenishing the equipment
with water and odor control agent. The Owner will provide water for
Contractor’s use. The Contractor shall be responsible for locating the
portable misting system downwind of their operations on a daily basis. The
system shall be moved as the construction location changes.

In lieu of the misting system, odor control may be accomplished by spraying
directly on odorous spoils, into trenches, and at the top of well boreholes.
This method shall be used on odorous spoil piles if the misting system is not
effective. To limit potential implications to worker health and safety,
spraying an odor neutralizing solution directly in the work area shall not
occur while construction activity (ie, header pipe installation, gas well
installation, etc.) is in progress at such locations. In those instances, the
portable misting system shall be positioned downwind of the construction
activity and located only as close to active work areas as possible without
creating a potential hazard for workers working in those areas.
