During this period Mr. Cannon served as the lead consultant for the City of Lebanon, New
Hampshire in evaluating the economic, fiscal, and environmental Impacts of the
$250,000,000 Dartmouth — Hitchcock Medical Center.

Mr. Gannon joined the Capital Regional Development Council (CRDC) as its Executive
Director in 1991. Prior to his retirement in September 2007 he managed the depoyment
of over $150,000,000 in capital, including loans to over 200 small businesses and real
estaie development/redevelapment projects. Mr. Cannon spurred CRDC to invest in
several major projects, including:

° The Concord Airport Business Park, including the development and sale of over
30 commercialfindustrial lots and the construction of four build-to-lease buildings;

@ The $40,000,000 Brownfields redevelopment of the former Concord Lumber
Property fo the Corporate Center at Horseshoa Pond; and

@ The Plymouth Community Health Center, a non-profit medical canter financed in
large part by use of New Markets Tax Credits.

The two latter projects were each awarded “Project of the Year" status by the
Commissioner of Resources and Economic Development.

Led by Mr. Cannon, CRDC provided outreach consulting services in support of economic
I development. For example Mr. Cannon assisted several municipalities — including
Plymouth, Claremont, and Concord in establishing Tax Increment Financing Districts in
support of downtown revitalization.

During Mr. Cannon's tenure CRDC's financing and land development activities ied to the
creation and/or retention of over 10,000 jobs. While at CRDC Mr. Cannon was
responsible for obtaining over $10,000,000 in State and Federal grant (EDA, CDBG) and
tax credit (CDFA, NMTC) funds for CRDC and municipalities, In 2001 CRDC was named
iNew Hampshire's most successful regional economic development entity by Community

Development Digest.

Upon his retirement from CRDG Mr. Cannon received a special commendation from
Governor John Lynch. I

Now retired on a parttime basis, Mr. Cannon is providing project-specific consulting
opporiunities to a small group of clients where his 40+ years of experience can be
helpful in moving development projects and programs to successtul implementation.
Mr. Cannon’s areas of expertise include:

« Assembling complex financing projects utilizing multiple incentives and non —
conventional sources of funds (NMTC's, SFA, CDFA/CDIP, CDBG, EDA, etc.).

® Granismanship and grant management.

A summary of recent projects is provided below.

Capital Regional Development Council (2008). Prepared successful CDBG application

($500,000) and relevant documentation regarding $18,000,000 rehabilitation of historic
Monadnock Mills in Claremont. This complex project involved New Markeis Tax Cradits,
Historic Tax Credits, CDBG, and bank/equity financing.

Neison, Kinder, Mosseau & Saturley (2008). Provided expert defense testimony
regarding appropriate financial underwriting standards for mission based lending.

speare iviemoral Hospital (2008). Assembled complex $9,400,000 financing program to
Support consiruction of 34,000 square foot state-of-the-art Medical Office Building.
Financing involved $2,600,000 in equity and $5,800,000 in debt via the New Markets Tax
Credit Program, resulting in an interest rate of 3.8% and residual equity of over
$2,400,000

Sullivan Gounty, New Hampshire (2008). Administered a $590,000 Goramunity
Development Block Grant awarded io Sullivan County and sub-granted to Capitai

Regional Development Council in conjunction with the $18,000,000 rehabilitation of the
historic Monadnock Mills in Claremont.

New Hampshire Business Finance Authority (2009 io 2014). Prepared comprehensive

appication to U.S. Department of Treasury, Community Developreent Financial
Institutions Fund, for an allocation of New Markets Tax Credits. Developed
implementation strategy for deployment of credits to spur development and
redevelopment in New Hampshire's most distressed communities.

Following award of credits, Mr. Cannon served as a special consultant to NHBFA in
deploying credits and assisting applicants is structuring deals. These deals resulted in
the award of over $68,000,000 in financing for projects located in four different
communities. For one of these projects (Cheshire County Courthouse in Keene) Mr.
Cannon developed a groundbreaking model/deal structure that allowed revenues from a
TIF Bond to flow through the NM7C structure, thus providing additional equity in support
of the deal.

New Hampshire Electric ra ng, (2010 — 2045). Successfully applied ior a
$15,800,000 grant from U.S. Department of Energy for deploying smart grid program,
including smart meters and advanced telecommunications system. Provided services in
conjunction with grant management and reporting.

TwinState MakerSpaces, Inc, (2018}. Assembling financing for renovation of a building

in Claremont. Buikiing, which was transferred at minimal cost by the City, will be
converted to “maker spaces” by non-profit organization. Status: Obtained: {a} $500,000
NBRC award; (b) a $30,000 USDA/RBDG award; and (c) a $360,000 CDFA Tax Credit
Award,

City of Franklin, NH (Present). Providing consulting services in conjunction with
downtown revitalization efforts. Scope of work includes identifying and procuring financial
assistance, including New Markets Tax Credits, CDBG, CDFA Tax Credits, EDA, ate.
Status: Obtained $400,000 CDFA Tax Credits award for facade improvement program.
Obtained $500,000 grant/oan to sustain non-profit downtown redevelopment siaffing.
Obtained $170,000 EDA grant to pay for engineering, design, and permitting of Olympic-
style Whitewater Park in Winnipesaukee River. Other work is ongoing.

Triangle Club, Dover, NH (2016). Working on obtaining financing for buitding expansion
for this non-profit organization that hosts meetings of recovery support groups such as
Alcoholics Anonymous, Narcotics Anonymous, and Heroin Anonymous. Siatus:
Obtained $200,000 CDFA Tax Credit Award.

New Markets Tax Credit Consulting (2006 — Present}: See EXHIBIT A.

In summary, Mr. Cannon has been successtul in precuring over $300,000,000 in grants
and/or tax credits in support of over 50 economic and community development projects.
In each of these cases Mr. Cannon had prime responsibility for structuring the deal,
assembling documentation, and writing the application.

"The Gate City"

During the past few years, the IT Department has been diligently expanding the electronic storage capacity to meet the
growing needs of the City. We have been successful in moving the various storage needs to match different types of
storage systems available. This has included adequate space dedicated to performing disk to disk backups, storing GIS
maps, storing video camera streams, and manipulating the large files created by the CTV/PEG group. We have reached the
time where we now need to expand the high speed storage area network (or SAN) needs of the City’s infrastructure.

To accomplish this, an essential additional storage shelf for our Nimble SAN array is required, This will seamlessly integrate
into the existing system which has reached 65% of its 15 terabyte (1 TB = 1,000 GB) capacity. The new shelf will add an
additional 30 terabytes of storage. Providing adequate room to grow over the next five years. This purchase will also

provide the opportunity to retire the oldest SAN unit (by HP) as it approaches its End of Life.

We have obtained three quotes and wish to purchase this hardware from SHI for the amount of $34,696.73

SUBJECT: IMC Replacement

Nashua Fire and Rescue (NFR) is looking to replace the current computer aided dispatch (CAD) and records management
software (RMS) IMC (Tritech). The IMC software has become very unreliable and no longer meets the City of Nashua’s
current or future needs. A team of individuals from NFR and the City’s Information Technology Division have extensively
investigated what other Cities and towns are using and found Alpine RedNMx to be the one most widely used “fire service”
software suite that meets and in many cases exceeds their needs. The Alpine RedNMxX System will integrate NFR’s RMS
needs and requirements into one comprehensive package and provide additional functionality, improving the efficiency of
the Department and their ability to provide enhanced, quality data points. Data only needs to be entered once and many
system functions will become automated or require significantly reduced manual effort. This new software will also greatly
assist NFR by allowing the use of bar coding for asset tracking and management.

Thank you for your interest in the RedNMX Computer Aided Dispatch System. Enclosed are the following
proposals for the department based on functions requested during your demonstrations and discussions
with the data personnel:

° NSH-005. RedNMX Computer Aided Dispatch System. This also includes 70 hours of
online training and consulting. This training can be swapped if it all isn’t needed and used
for additional customization or out of scape changes. Any onsite training needed will be
quoted separately.

° NSH-006. RedNMX Mobiles. This includes all mobiles and licensing.

8 NSH-004. Estimated Data Conversion SOW. This outlines the steps involved in
converting Nashua’s IMC data and the cost

The RedNMX System will integrate Nashua Fire Rescue’s RMS needs and requirements into one
comprehensive package and provide additional functionality, improving the efficiency of the Department.
Data only needs to be entered once and many system functions will become automated or require
significantly reduced manual effort.

The modular design of the RedNMX System allows the Department to expand the system as additional
needs develop over time.

A scope of work summarizing what is proposed is included. A sample implementation plan is also
included. This would be updated based on Nashua Fire Rescue’s needs once the system is approved.

In addition, we have worked through SHI for Foxborough FD and Hyannis FD. We are looking forward to
