dated October 24, 2019 for information related to this purchase.

Pursuant to § 5-78 Major purchases (greater than $10,000) A. All supplies and contractual services,
except as otherwise provided herein, when the estimated cost thereof shall exceed $10,000 shall be
purchased by formal, written contract from the lowest responsible bidder, after due notice inviting bids.
The Superintendent of Street Department, Board of Public Works (July 30, 2019 meeting) and the

Purchasing Department recommend the award of these purchases in an amount of $223,754 to Tenco
USA of Barre, VT.

Discussion: The Street Department went out to bid for upfit packages for one six-wheel dump
truck in September 2019. The bid was for complete upfitting of the six-wheel cab
and chassis purchased in July and expected delivery in mid-November.

Five vendors responded to the RFP. All are qualified truck builder/fabricators
however not all met the bid specifications.

The bid from Tenco offered a stainless steel body, nose and wing plows with
hitches, power tarp, 7.8 yard stainless steel spreader equipped with a pre-wet
system and a liquid anti-ice system with a 925 gallon tank and 3 booms. All the
equipment will be controlled by a Certified XDS Control System. The package
comes with a 3 year warranty. The next lowest bid from Viking-Cives did not
meet the bid specifications on several items.

The Street Superintendent, Parks Superintendent, Fleet Manager and Fleet
Foreman met and discussed and recommend the purchase from Tenco.

6 Wheel Dump Conventionai Body

Intent: it is the intent of these specifications to upfit two & wheel chassis for use as a dump truck equipped

with a nose and wing plow, stainless steel spreader equipped with a pre-wet system and ail necessary hitches,
valves, hydraulic cylinders and controls. The following sre the minimum acceptable specifications. Any

exceptions must be clearly noted in the column titled "Manufacturers specs”.

, Manufactures Specifications

A2) Conventional 9.5 cubic yard, 10’ body shall be offered
for Streets.

10'-36"-42" #304 SS Body, 1/4” Floor and
Tailgate with 3/16" Sides and Front.

2) Conventional 5-7 cubic yard, 10’ body shall be offered
to Parks.

- 10'-27"-27" #304 SS Body, 1/4” Floor and
Tailgate with 3/16" Sides and Front.

B.1). Body 1 shail be painted Omaha Orange same code as
the host cab for Streets

No Paint, #304 SS Body

2) Body 2 shall be painted Black for the Parks vehicle.

- No Paint, #304 SS Body

C. Headboard shall be minimum of 39” high constructed of
10 gauge steel with a % cab shield, equipped with an
electric cab controlled load tarp.

DB. Body floor will be constructed of %’ AR steel,

- 1/4" #304 Stainless Steel

E. Cross members shall be 4” | beams. Long sills 6” { beam.

- No Crossmembers, 8" | Beam Longsilis

F. Body shall have a dirt shedding boxed top rail with
vertical side bracing. Straight vertical sides will be of 7
gauge steel and a dirt shedding lower rub rail.

- 3/16" #804 Stainless Steel

G. Tailgate plate shalt be constructed with %” AR steel. It
shall have perimeter box bracing with 6 panel bracing made
from 10 gauge material. There shall be two 3/8” grade 30
galvanized spreader chains. 3 asphalt doors will be
standard.

The Parks body will only have THREE, (3)
panels due io the reduced height. It will
have the Three, (3) coal doors.

H. 1} Body 1 sides shall be 36” minimum, tailgate 42”
minimum for Streets.

2) Body 2 sides and tailgate shall be 27” maximum for
Parks.

1. Bodies shall be equipped with a safety braces.

N. Bodies shall be equipped with a Mailhot 20 ton
telescopic hoist, on a trunion mounting and a safety brace.

O. AH grease fittings shall be easily accessible without the
need for tools.

P. Bodies shall be equipped with stop/turn lights, clearance
lights, reflectors, front and rear mud flaps and an electronic
back up alarm. Ali lights shall be LED design where
applicable.

2. Body shall have spot lights mounted so as to illuminate
the wing plow and rear V box spinner and warning
lights/beacons on the bodies 4 comers.

R. A 900-1000 gallon liquid anti-ice tank and applicator
system equipped with a low liquid level sensor shall be
included and controlled by the spreader control in the cab.

~ 1,035 USG capacity

S. Parts and shop manuals shall be included.

Nose Plows for 6 Wheel Truck

A. Astee!l 11‘ power angle trip edge plow with %” mold
board, no less than 40” high, punched to AASHO standards
12” on center with caster wheels shall be standard.

B. Plow shali be complete with a carbide cutting edge and
cover plate

C. Trip edges shail be punched to accept a 132” standard hi-
way punch cutting edge

D. The moldboard shall have 2 curb shoes (one each end of
cutting edge), each curb shoe shall not be less than 1-3/8”
thick.

E. 2 Caster wheels per plow shail be supplied.

| F. The drive frame and reversing mechanism shall consist of
an “A” frame, a truss frame, and 2 single acting 3-1/2”
hydraulic cylinders with a 16” stroke.

3" Diarneter

G. Maldboard and truss frame shall pivot about the “A”
frame on a removable lubricated pin not Jess than 3” in
diameter and up to 37 degrees to either side of chassis
centerline.

iH. The “A” frame shall be fitted with a3 point lift chain
arraignment, this shall accommodate plow reversing
operations.

Wing Plows For 6 Wheel Trucks

A. Wing plow shail be a right hand 11’ long trip edge plow with
%” moldboard, curb guards and non-trip arms.

8. [t shall include 2 mounting locations for a 1-1/2” pivet
{slider} bolt.

C. The pivot holes shall be reinforced %” plate washer welded
to the skin plate.

'D. The moldboard shall be fabricated with a 1” thick plate
nosepiece.

| E. The arm-attaching bracket shail be bolted in place and
adjustable in position.

F. Wing blades shall be punched on 12” center.

G. Piow intake shalt be no less than 32” intake, discharge 39”.

H. Overall plow length of 144”.

Nose Plow Hitch Frarne

‘A. The front plow hitch mast shall be of a fixed design.

B. Hitch Specifications:

The front mast is constructed with two 4” x 4” x 4” angle
vertical members reinforced by 5/8” x 9” plates. There shall be
a 4” x 4"x 4" horizontal top angle with a 4” x 4” x 1/2” cylinder
base angle and a 3” x 2” x %” lower base tube. There shall be
sufficient reinforcement gussets to carry the induced
asymmetrical loads. The plow attachment pin points are on 31”
centers with three 1-1/4" diameter pin locations at 15-1/2”,
18”, and 20-1/2" heights. The lift arm shall be fabricated fram
1” flame cut steel plate and braced with two 4" x 2” steel flats.
The hitch shail provide 16” of lift with a 4” diameter x 10”
stroke double acting piston type cylinder having a nitrided rod

of 1-3/4” diameter. The hitch shall allow the installation of a
wing system without madification of the hitch. The cross-tubes

shalt be 6” x 4” x 3/8” tubing with the lower tube forming the
eft side bumper.

Cc. Lift arm Specifications:

The lift arm shall have a triple point chain hook allowing elther
single or double chaining. The front mast shall be pinned to the
mast support frame with four 1-1/4” steel pins. The support
frame 1s in turn welded to 3a 5/8” steel bumper plate. The
support frame shall be adjusted in height during installation to
accommodate varying frame heights and chassis models. The
front bumper shall be balted to the chassis frame through two
front frame brackets of 4” steel plate and two lower cheek
plate of 5/8” steel plate.

- Specific drawings will be provided if needed.

D. Cheek plate specifications:

Mast shall be mounted in a fixed manor to the front of the
chassis frame extension, and include 4” plate steel cheek
plates wrapped around the outer side of the frame extension
including upper and lower frame extension flanges. Cheek
plates shall be boited te truck frame extension. Mast and cross
tubes for front wing post mount to include ample supports of
2-1/2” schedule 80 pipe strut maunted at either end with ball
foot castings. Struts mounted from top of mast to chassis
frame extension must allow for hood to tilt open for engine /
chassis service while maintaining an upright fixed position of
hitch mast.
