Alderman Jette

| wanted to make several comments about things that we have tonight. Number one, the Special
Election, several people have talked to me about the Special Election and when | voted the people that
work at my Ward, several people expressed concerns about the way that we select people to replace
people who have resigned or where there is a vacancy. The people who work at the Ward are telling
me that, well we all Know that they work from 6:00 a.m. until 8 p.m., so that’s 14 hours, plus they have
to get there before to set up and they are after to take down. Some of them were looking for people,
they were short of people, so some people had to go to a training session, so they spent another couple
of hours learning how to do the job. These people are paid, but they are not paid very much, they are
volunteers, they do it out of a sense of civic duty. And they express to me how disappointed that they
were that so few people showed up. | don’t know why people didn’t show up, | don’t know if they didn’t
know about the election or if they knew about it and didn’t care. | don’t know if they didn’t care because
they don’t care or if they didn’t care because they felt that the two candidates were equally qualified and
it wasn’t that important to them which candidate won.

The fact is that city-wide only 3.38% of eligible voters showed up for this election and the City Clerk’s
office today couldn't tell me exactly how much it cost because they don’t have all the numbers yet. |
know before they talked about it costing over $30,000.00. So it’s $30,000.00 that we don’t necessarily
have to spend, plus the people who man the polls are spending a lot of time doing this. So the poll
workers asked me, “isn’t there some better way we could do this” and | don’t know, | don’t know if there
is or not. | know that a lot of people feel very strongly that the only way to elect people is to have an
election, where all the voters have a chance to express their vote. | want to acknowledge the people
who talked to me about it and wondered if there is some alternative way to select a replacement during
a short-term, until a regular election could occur. And | don’t know what the answer is but I’ll be looking
into it.

The other thing that | wanted to talk about is as I’m sure you all have received a lot of complaints about
pot holes. And | am the liaison to the Board of Public Works. | conveyed the fact that people have
complained about pot holes to them. They have gone through the explanation and it’s on the web site,
you have all heard it a million times about how pot holes are created and during the winter there is not a
whole lot we can do about it, other than patch because it’s cold, it’s a cold patch and it doesn’t last very
long. It’s not a good solution until the weather improves when more permanent repairs can be made.
But some people have said that their cars have suffered damage as a result of the pot holes and |
wanted to make sure that people knew that you can report pot holes . The Department of Public Works
has a place that you can on-line go to DPWREQUESTS@NASHUANH.GOV and report a pot hole.
You can also call them at 589-4797. There is also, if you go on the web site, you'll find a nice little
chart, it’s at yourgov.cartegraph.com and it’s a little map. And on this little map with your cursor, you
can pinpoint where this a pot hole and click it and it automatically reports it to the Department of Public
Works. | did it this weekend and | got an acknowledgement that my report had been received and
hopefully that will translate into those pot holes being filled. | wanted people to know about that. And if
you suffer damage, you can also report it to the City Risk Management Department and make a claim
that way.

| also wanted to comment, as a new Alderman, | am constantly amazed at how fast things happen here.
I’m sure people watching have kind of wondered themselves, “what just happened”. But | wanted
people to know we just awarded a contract to KRT Appraisal to do a revaluation. And | have concerns
expressed to me about the revaluation and | wanted to take this opportunity to try to explain and if |
don’t do it well enough Mayor, I’m sure you will correct me. The City has to revalue the properties
every five years. To do a true revaluation we would hire a company to come in and visit every property
in the City inside and outside to determine how that value might have changed over the years. That is
a very expensive process, millions of dollars it would cost. So instead of doing that, we are doing,
which is perfectly acceptable and something that we have done for years now, it’s a statistical
revaluation where we hire a company. KRT Appraisals is going to look at all the properties in town and
re-evaluate them according to recent sales, comparable sales they are called. So if your property has
been appraised at let’s say $200,000.00 and similar houses like yours in your neighborhood have sold
for $300,000.00 because the values have gone up, this company is going to say we value your
property, based upon those comparable sales at a higher amount.

The problem that the Mayor has pointed out, is that for residential properties we have lots of information
about sales. During the past year there have been lots of sales and they compare your property to
recent sales of similar properties and determine pretty accurately what your property is worth, what the
fair market value of your property is worth today in today’s market. With commercial properties,
however, the information is not so readily available because there haven’t been many sales of
commercial properties. So the Mayor is afraid that while the residential properties are going to be
increased in value because of this new information, that commercial properties are going to stay the
same because we don’t have a lot of information about sales. He has proposed that KRT is going to do
this, they are going to look at commercial properties and re-value them not based on sales because
there is not a lot of information about sales, but rather based upon their income value. How much are
they renting their properties from or how much are similar properties being rented for and to determine
their value based upon their rental income. This appraisal company and the Mayor feel that this would

be a more accurate valuation of commercial properties. Hopefully the different between residential and
commercial won't be so different, so that when we finish the revaluation it will be more accurate and
fairer to everybody.

Unfortunately reports in the newspapers, the local Nashua Telegraph and the Manchester Union
Leader have featured this idea that residential property values may go up. In the Union Leader they
said 20%. So l’ve had a lot of calls and a lot of concerns expressed to me about our taxes going up
20%. Sol want to take this opportunity to explain that even though the value of properties may go up in
an ideal world, taxes should not change. The property values might go up but we divide the budget by
all of those property values and if all the property values go up, the tax rate, in fact, will in fact go down .
So even though your property value may go up, if your tax rate goes down, in an ideal world, your taxes
shouldn’t change. But the Mayor is anticipating because of this difference between residential and
commercial that | talked about, that the residential properties may experience a higher burden, a higher
share of the budget and the tax burden as a result. But hopefully with this evaluation process that won’t
happen and the Mayor has already proposed a budget which is less than what the spending cap would
allow and he is trying to keep the taxes down.

So at this point in time, we don’t know what the taxes are going to be. We don’t know what the budget
is going to be. We don’t know what the taxes are going to be and we don’t know if they are going to go
up or not. But! wanted to give that explanation. | don’t know if | did a very good job or not. But please
correct me if | didn’t do it Mayor.

The last thing | wanted to explain is we just passed a tax increment financing district in the area around
the Nashua River. And | wanted to explain to people that this is a financing district. We are anticipating
and we have adopted a River Front Master Plan to make a lot of improvements along the River. The
River is an asset that this City has. It’s a gem that we want to take advantage of so the Master Plan is
proposing a lot of improvements along the River. And the question of how we are going to pay for that
comes up. We have implemented this tax increment financing district in the riverfront area where that
area, we are establishing a kind of base tax value or tax assessment value for those properties. As
those properties increase in value, the taxes that we get from that increased value is going to be used
to pay for the improvements in that area. It deserves a lot longer explanation but | just wanted to give
people who may not have seen the Planning & Economic Development Committee presentation that
was made there, they may not understand what that was all about. | just wanted to give them an inkling
as to why we did that and how this is going to enable us to make improvements to the River Front area
and increase the value. After those improvements are paid for, the tax increment financing district can
be terminated and the increased value in that area, the taxes from that, will return to the General Fund
and benefit the City as a whole.

Thank you. Just in comment to add to something about the election, | also heard some of the
comments probably Alderman Jette heard about, how we do this. The other thing | heard from people
was that they felt like there wasn’t good communication with the committee about the election even
happening. Someone said to me “Well it wasn’t in the paper until Tuesday morning” and someone else
commented that maybe we could have put it on Channel 16. | think that we need to also look at how
we communicate these unusual out-of-timeline, expected time-line kinds of elections.

Two things that | just wanted to remind people about — | don’t know if all of you received an e-mail from
NRPC regarding a transportation survey. If you did, | hope you will complete it and | hope you will also
pass it along via Facebook, E-mail, word-of-mouth, however it works best for you, so we can get as
many responses to that survey as possible.

The last thing, again transportation related - Tuesday August 3rd the New Hampshire DOT will be here
regarding the widening of the Everett Turnpike. They will be up in the Auditorium from 5:00 to 7:00 p.m.

with an open house so you can just come up and look at what they are proposing to do and ask
question. Then they will be doing a formal presentation at 7:00 p.m.

| am sorry if | did. No way do | want to get to August this quickly. Once again, it’s a public event, |
would encourage members of the public who are interested to come. The proposed widening is from
Exit 8 North to, | believe, the 293 Interchange. Those of us who have driven that way during rush hour,
either morning or afternoon, understand the importance of that. Once again, everyone is invited to
attend. Thank you.

Alderman O’Brien

Thank you. On what the Alderman brought up, | too received a flyer, but it is interesting to note they
said in Bedford they were going to tape it but they didn’t say a taping here in Nashua. Perhaps if our
system could look into that because it would behoove the citizens that cannot make the meeting that
they can see it in future on the tape.

Alderman Klee

Yes | too got a lot of the comments about the election and | think many of them wanted us to change
our charter and so on as to how we go about when we have less than a year to go. | think they just
need a little bit more understanding. | also think, you’re right, we need to transmit the information a little
bit better.

| also wanted to talk about that this weekend | attended the Nashua Challenge of the Badges and |
would like to congratulate the Police Department on a good win and great effort by our Firefighters. |
am not a basketball person and | really had a good time. | didn’t think | would but there was a lot of
exciting plays and so on and they all did a great job. There was the cutest little dancer during the half-
time program.

Alderman Tencza

Just briefly to touch on one thing that Alderman Jette mentioned before about the speed at which things
happen here at the meetings. | think one of the things that the City does a very job of is keeping
minutes of the Committee Meetings. | will just point out a lot of the work in questioning of these Bills,
Ordinances and Resolutions happens at the Committee level. | don’t want people to think that people
aren't doing their jobs before we are voting on these things and | don’t believe that anyone does.

Those meetings are also available for people and the minutes are available for people to review either
before these meetings — The Board Of Alderman Meetings or to even come to those Committee
Meetings for public comment. | think there is ample opportunity for people to comment on all the
proposed resolutions and ordinances.

The only other thing | will say is for the folks who are celebrating Easter this weekend, | just want to
wish everyone here and in the City a Happy Easter. | hope you have a great day with your families.

Alderman Dowd

| just want to mention that the Budget Committee is evaluating the Mayor’s Budget. We have had a
couple meetings so far and many other meetings are scheduled. The schedule is on the web site and
the entire Mayor’s budget is on the web site if anybody wants to get on and take a look at it. The
schedule, while | would like it to be locked in concrete, is not quite that solid. | found out tonight that we
are scheduled for the Board of Education’s budget, | believe it’s the 2" if | am not mistaken and | don’t
think they are ready. We won't know until tomorrow night. So | would keep an eye on the schedule and
| will let the Budget Committee members know that the schedule changes, if it changes. The schedule
is also available on-line for anyone that would like to see when the budget meetings are.

President McCarthy

With respect to Alderman’s Jette’s question about the election. The process of having special elections
is recent. For the previous 100 years or so, the process was that the Board, either this Board or the
Board of Education got to elect members to fill in for unexpired terms. In my humble opinion, in that
100 years, the world did not end because of the process nor did we spend $30,000.00 on a special
election. So we might want to start looking there at a mechanism to go back.

Yes, Strategic Planning is meeting Tuesday, April 3° and Ms. Lovering has told me that we do have a
quorum and we will be meeting at 5:30 in Room 208 which my hope is that that will then allow people

an opportunity at 7:00 to go up to the presentation. So Strategic Planning, Tuesday, April 3, 5:30 in
Room 208.

Yes, Infrastructure, Wednesday, tomorrow night the 28" 7:00 p.m. in the Aldermanic Chamber. All are
