Pursuant to NRO § 5-74 (B), which states that a contract that extends from the current fiscal year into
succeeding fiscal year(s) in which no funds have been appropriated nor otherwise designated for this
purpose shall be approved by the full Board of Aldermen before the contract shall become binding on the
City.

The Finance Committee approved and placed on file the notification of the award of the referenced contract
at their December 21, 2016 meeting. | am requesting the concurrence and approval of the full Board of
Aldermen for the award of the following contract:

This is notification of entry into a contract with Wagsys, LLC of Hueguenot, NY for award of Nashua
Licensing and Permitting Project. Attached please find Finance Memo # 17-074 regarding this contract. This
contract is for five (5) years.

Please see the attached communication from Bruce Codagnone, CIO/IT Division Director dated
November 2, 2016 for information related to this purchase.

Pursuant to § 5-78 Major purchases (greater than $10,000) A. All supplies and contractual services,
except as otherwise provided herein, when the estimated cost thereof shall exceed $10,000 shall be
purchased by formal, written contract from the lowest responsible bidder, after due notice inviting bids.

Pursuant to § 5-92 Information Technology Division participation in purchasing process. For major
purchases and contracts solicited in Accordance with § 5-78 which include computers or communications
equipment or related software, including but not limited to workstations, servers, surveillance equipment
and wired and wireless transmission equipment, the Information Technology Division shall participate in
the purchasing process, providing advice, input and recommendations, which are so noted on the
attached memo and spreadsheets from Bruce Codagnone.

The CIO/IT Division Director and the Purchasing Department recommend awarding this contract in an
amount of $136,500 to Wagsys LLC of Hueguenot, NY.

A regular meeting of the Board of Aldermen was held Tuesday, December 13, 2016, at 7:30 p.m. in the
Aldermanic Chamber.

President Brian S. McCarthy presided; Deputy City Clerk Judy Boileau recorded.

Prayer was offered by Deputy City Clerk Judy Boileau; Alderman Ben Clemons led in the Pledge to the Flag.
The roll call was taken with 15 members of the Board of Aldermen present.

Mayor James W. Donchess and Corporation Counsel Steven A. Bolton were also present.

REMARKS BY THE MAYOR

Mayor Donchess

| know that you are all interested in the Safe Stations Program. That's been operating for not quite 4 weeks
and it’s been quite successful. We've had incredible dedication from the fire department, Harbor Homes and
the Health Department, all of who have been involved in making this possible. In the first 26 days 29 people
have reported to a fire station, principally at Amherst Street or East Hollis Street and they have all been picked
up very quickly by Harbor Homes and have been referred into various treatment and other types of programs.
In addition to that, about that same number have called seeking information about treatment programs. Now
we have adopted in essence a two-pronged approach. First, the police department has arrested 700+ drug
dealers this year. Chief Lavoie says that the word on the street is that Nashua is not a place to deal or buy or
sell heroin so people are going elsewhere to get it. It’s less available and more expensive in Nashua than
elsewhere as a result of the activities of the police department. On the other side in terms of treatment and
recovery the fire department, through Safe Stations, Harbor Homes, through Safe Stations is giving people
who want to get out of a very bad situation a place to go so | think by using both of these tools we can make
progress with respect to the opioid epidemic in Nashua.

On the agenda tonight is the teacher’s contract which is a one-year contract for 1.3%. This was recommended
by the Budget Review Committee and | hope you will approve it. | think it is a fair contract. The teachers have
undertaken many challenges over the last few years, they have acclimated themselves and the school district
to the Common Core. They have implemented a new grading system through competency grading and faces
many new challenges related to some of the social problems that exist today, kids coming to school without
food, who aren’t properly fed or clothed, It’s very challenging to try to help children whose families are not
taking proper care of them or are unable to for a variety of reasons. | think they have shown great dedication
and our district pays about 50" in terms of average pay for school teachers in the state. Our average pay is
about $59,000. | think the 1.3% increase under all of those circumstances is very reasonable.

Tomorrow we have a legislative breakfast and if some of you could come that would be great. We are going to
be talking about some of the major issues facing the city including the downshift in the pension cost, the opioid
epidemic, school aid and other subjects. We do have 3 bills pending now to address the pension problem.
The first one is sponsored by a representative on the sea coast to restore part of the state’s subsidy or the
original commitment that the state had for the municipal pensions. Second and third bills proposed by
Representative and Alderman LeBrun and Representative McKay that would fix the assumed rate of return at
7 % as opposed to 7 % and the other would extend the deadline by which the state pension system must reach
100%. | want to thank Alderman LeBrun and Representative McKay for their help with those bills. We met last
week and there were a few other participants there, Tim Twombly, David Cote and Carl Siedel. | think we are
working together as a delegation and a community to try to take care of the downshifting that will have a
negative effect on Nashua services and Nashua taxpayers.

Also on the agenda we have the holiday parking ordinance and | hope you will pass that because | think that’s
worked well over the past couple of years.

We have the ordinance sponsored by Alderman Schoneman to make permanent the overnight parking
program and to add a few more streets. That’s been on a one year at a time trial basis up to now and has

worked very well. The City Clerk was just telling me that we have 325 people who have applied for and
received overnight parking permits. This is of great value to them and to the landlords and tenants alike. It
makes living in the more congested areas of the city a lot easier. | hope you will pass that tonight.

Finally, | have a proclamation for Mr. Ken Young. This is for the school bus driver of the year. School bus
drivers are responsible for the safety of thousands of kids every day and Ken was selected by students and
parents alike.

PERIOD FOR PUBLIC COMMENT RELATIVE TO ITEMS EXPECTED TO BE ACTED UPON THIS EVENING
Mr. Fred Teeboom, 24 Cheyenne Drive

| want to comment on the teacher’s contract. The teacher’s contract represents $86.5 million for one year. It
represents a cost of about $1,000 for every citizen of Nashua. If you look at the details of this contract it
represents about $62,000 in salary cost average per teacher per year. It’s an $88,000 loaded cost; the
additional loaded cost represents 41% overhead, $26,000 additional per teacher per year. It represents
medical, dental, life insurance and retirement costs. Every teacher right now costs us $88,000 on average.
There is not too much complaining about the teacher’s contract except the teachers union and some of the
members of the school board saying that there was not adequate compensation, particularly that there was no
increase in the step schedules. Compare this contract to the $90,000 on the tax rate for charter schools. That
represents a $1.00 cost per citizen and not $1,000. The discussion about the teacher’s contract covered three
pages in the Budget Review Committee minutes of 28 November. The $90,000 item covered nine pages of
discussion, that’s pretty unbalanced. The $90,000 for the charter schools is not even in the budget, it’s a tax

offset. It appears in a tax calculation somewhere that you may or may not see but it does not appear in the
budget.

There is no action anticipated on it, you can speak on it at the end of the meeting in the second public
comment period if you like.

Yes and comment at the first public comment period is reserved to resolutions and ordinances on which action
is expected to be taken. That resolution is not on the agenda.

No, it does not. If you would like | will look it up for you and send you a copy of it. It does not allow comment
on that resolution or on the minutes of the meetings at this public comment period. If you wish | will call upon
you in the second public comment period and you can speak to it then.

I'll look at it again.

Let me talk about attendance in the Nashua School District. It has steadily declined. Since 2001/2002 it has
declined by 17% or by 218 students. The biggest decline in the school district is in the elementary and middle

schools, K-8 which represents a 1,918 student drop since 2001, that’s 17% so if you really want to save some
money why not close a school.

President McCarthy

Again, that’s not related to the teacher’s contract.

Mr. Teeboom

It affects the cost of the school department.

President McCarthy

It is not related to the piece of legislation that’s on the agenda.

Mr. Teeboom

Okay, I'll conclude by saying you should look at the significant cost savings other than looking at percentages
changes in the contract. This contract represents just percentages. The school department always
complained about not having enough money and one place they ought to start looking at is closing an
elementary school for a significantly large savings.

The bottom line average percentage increase per employee is .8% and it almost identically matches the
inflation rate that we’ve had in the past couple of years. It seems very much in line with the economy and I’m
going to support it.

of the union. To address Mr. Teeboom’s concerns about the amount of discussion versus the size of an
element of any expenditure, | think the real test is whether or not the expenditure was done in the best interest
of all parties concerned and having property vetted it | think it didn’t warrant pages and pages of discussion
because it was fairly clear based on the amount of information that we had that was fair so to just decide that
we are going to ramble on for a certain number of pages depending on the size of the expenditure is really not
how we would most constructively do business here.
