The change addresses alternates. When we had a meeting earlier this year we realized although we had new
membership on the committee we did not have a way to provide alternates so the business of the committee
could move forward so that has been added so we have the appropriately designated individuals there from
the different Boards, Committees, the Mayor’s office and the three committees from the Board of Aldermen,
Planning and Economic Development budget and Infrastructure.

Alderman Siegel

| did notice that there was a language change from “chairman” to “chair” and | didn’t co-sponsor that but |
would urge us to not try to purge that type of language. “Chair is an inanimate object and “Chairman”
indicates a human and we are all here as Aldermen expect for one Alderwoman so perhaps you might change
to Alderman Melizzi-Golja or we can all be Alderhuman but again, this is light hearted. | know what the intent
is but | think that stuff is not necessary.

President McCarthy

I'll just point out Alderman Siegel, that in the past | have dealt with Chairmen who seem to be inanimate
objects also.

| don’t think | actually requested that change but if | did that’s okay | will take credit for it.

Alderman Moriarty

| am greatly concerned at the elimination of all usages of “man” because it applies we have a heroic task
ahead of us fixing all of the aggressious errors in our charter and all of the ordinances. Now we have an
inconsistency with the resolution which eliminates all usage of “man” as a suffix. If you are an Alderwoman
does that make you an “Alderwo?” | am going to vote no on this.

There are amendments in there to the way the appointments of the alternates. The legislation as submitted
had the change to the vice chairmanship in there and as | said prior to the legislation there was no vice chair
named in the ordinance and that was one of the issues that it had.

Alderwoman Melizzi-Golja

| believe at the first meeting | chaired in July we had a discussion about, as we had talked about this with
Director Marchant and Director Cummings and we talked about strategic planning relating to budgeting . At
that meeting Alderman Dowd was elected vice chair of the committee.

Alderman Cookson

| recall having the discussion and electing Alderman Dowd as vice chair for this particular setting but | believe
that’s the way it should be conducted for all strategic planning. | don’t believe that we should designate a
particular individual or chairman of a particular committee to be chair or vice chair of a particular committee. |

think it should be up to the Board, whoever is present in that body to make a decision who they want to lead
and co-lead.

That would be inconsistent with every other committee, they are either defined by ordinance or they are named
by the president when the committee is appointed.

We had a very good conversation at the Personnel/Administrative Affairs Committee regarding this and a very
good presentation as to the necessity of the rate change. One of the things that came up in public comment
was that some people were surprised by this and | understand that. It came up after a lot of the condo
associations approved their operating budgets. While this is likely still going to go through | am hoping is that
this spring we can have a discussion to see if we can get these increases to be more systematic so folks will
know what to expect in the future without being blind-sided.

Alderman Deane

| don’t think anyone was blind-sided, the prior administration did not bring in the rate increase as was
recommended through the rate study and the expenditures associated with the system. The financial analysis
that was presented to us with our wastewater equipment reserve fund, with capital projects, operations and
maintenance we know full well that we are going to be looking at a 7.5% increase every year now. It’s not like
it was never discussed in a public setting. | think we do need to put a system in place and look at what we
have to do to cover the cost. This is by far the most important facility in the city. There were a myriad of
issues from in the past where our unassigned fund balances drained and we had to make up the difference on
that. Nashua’s rates are still low in that area comparably. Maybe in spring we should get a rate study done
and put an ordinance in and address it right then and there so folks know what the increases are going to be.

Alderman Siegel

| would concur with Alderman Clemons that it is very good. | would urge everyone to please review the
minutes and the presentation that Mr. Griffin gave. It explains very clearly why this isn’t optional.

Alderman Moriarty

It looks like the demand charges are going up by 15% and then there is a flow charge that goes up in two
steps, a 15% sort of retroactively and then it goes up another 15% in the beginning of 2017, is that right?

Yes.

The program has been working very well; it’s used in the French Hill area and the Tree Streets, most being the
Tree Streets. French Hill has been less widely used with only 20 permits being issued. Not every street up
there is suitable for overnight parking but there are plenty of designated spaces. There are people that ask to
be given permission to park on an adjacent street because their street is too small and the change that we are
making is to add Orange Street and Whitney Street but since the legislation was originally submitted Atwood
Court is now added.

| am in support of this but | would like to take this moment to recognize Mayor Donchess who was the
originator of this when he was an Alderman. There was a lot of discussion on this in the old days. A
constituent had called me and said there was a suspicious looking car parked in front of his house and asked if
overnight parking was allowed where he lived and | knew that it was not because of this whole discussion. It
turns out that the car parked in front of his house was someone buying drugs down the street so it was a useful
way to identify that there was a problem of concern in that particular neighborhood.

| stand corrected regarding the public comment because it does say you can only address resolutions and
ordinances but that was a change.

Let’s talk about the cost of charter schools compared to the cost of the Nashua School District. | mentioned
the $86.5 million contract which you just adopted and represents about $1,000 for every citizen in Nashua.
That took about three pages of discussion at the Budget Review Committee meeting. Compare that with the
$90,000 item; a tax offset that doesn’t appear in the budget and represents $1.00 for every citizen and it took
nine pages of discussion. Alderman Siegel mentioned that there was a lot of rambling going on and if you look
at pages 18, 19 and 20 that Alderman Siegel was doing most of the rambling. The teachers at the charter
schools get paid $40,000 per year and that’s the maximum. Teachers in the Nashua School District make
$62,000 per year as their base pay, loaded it’s $88,000 per year. That is a lot more than the charter schools
and yet they produce a superior product. The Academy of Science and Design is rated number one in the

arranged for representatives from the Academy of Science Design and the Micro Society to be here. He asked
them if they had any problems. We are talking about $70,000 for ASD and $20,000 for the Micro Society. The
ASD guy we are okay but the Micro Society representative said that their lease is at $180,000 and it goes up in
$20,000 increments and they owe $170,000 and they have difficulty making the money and $20,000 would
certainly help them. They can’t go out and raise taxes or fees, they have to beg parents for money which can
be difficult for them to do. You wouldn't even allow them the $90,000. The teacher ratio is usually 20 to 1 and
the Nashua School District it's 14 to 1. | didn’t vote for Donald Trump but he appointed a staunch charter
proponent to be Secretary of Education. | did vote for Chris Sununu for Governor of the State. Chris Sununu
also says he is for charter schools. | hope we start proposing charter schools. The views on this Board
against charter schools is just unacceptable. It a bias. There’s 491 kids that reside in Nashua go to charter
schools. All the taxpayers in the state contribute $5600 to the student of a charter school. A cost of a student
in the Nashua School District is $13,000 a year. That’s a big difference. IEP kids in the schools are high. It’s
20 percent. | just checked with the school district this afternoon. One out of every five kids have an IEP. | find
that difficult to believe. One out of five kids is dysfunctional. I’ve used that word and I’ve been criticized for it.
We need to support charter schools. The school district is always complaining they don’t have enough money.
| mentioned it earlier and I'll go over it again. Since 2001, 2002, the state population went down by 2,218
students. That represents 17 percent of the student body. Most of the kids have come down in the elementary
schools and the middle schools: 1918 kids less. It keeps going down, but we still have the same number of
schools. This was recognized in 2007 when the school district sponsored a study. They didn’t draw a
conclusion; there’s no conclusion in the report. | find it hard to believe that they spent $100,000 or $40,000 -
$50,000 on a study and there’s no conclusion but they do talk about closing a school. Mount Pleasant was the
one most likely. You close Mount Pleasant down because they don’t need a school. They’ve got plenty of
space. They even have a gym at the Mount Pleasant School for free to a charter school. That’s the kind of
thinking that needs to take place instead of just looking at percentages. It’s never enough and they always
complain. | hope this carries a message. Thank you.

REMARKS BY THE MEMBERS OF THE BOARD OF ALDERMEN

Alderman Lopez

Next Wednesday, December 21, at 5:00 p.m. in front of the Main Street Methodist we are holding a vigil to
remember the people who have passed away that are homeless. It’s the longest night of the year so we
thought that was appropriate to remember them. On a slightly lightly note, we’re organizing the decoration of
the Delanis Hall, the veterans housing program. Anybody who has extra Christmas decorations, it would help
the veterans decorate their halls.

Alderman O’Brien

Over the last month of December, we lost two retired firefighters. Artie Paine did a lot of good years of service
to the community and the fire department. Another, Lt. Michael Dolan, who upon his retirement sought a
second career and worked very hard with the Salvation Army and gave a lot of himself to that organization.
Both of these people are wonderful human beings that will be sorely missed. | would like to thank everybody
on the board the best of the holiday season and to all the constituents and citizens of Nashua the same.

| do want to apologize | missed last Tuesday’s Planning & Economic Development Committee and | forgot to

bill that they wanted me to submit to name the painted turtle the official state reptile. | took them up on their
challenge and | submitted the bill today so it will go through the due process. Also, | wish everyone a Merry
Christmas, and a Happy, Safe and Prosperous New Year.

Alderwoman Melizzi-Golja

| would just like to join my fellow aldermen in wishing everyone a Merry Christmas. For those who celebrate
Hanukkah, Happy Hanukkah and best wishes for the New Year.

Alderman Schoneman

This past Sunday we had Santa in the Park. It was a very successful event. | want to thank the Parks and
Recreation Department for all the work they did helping to get the gazebo set up and the Friends of Greeley
Park, many of whom volunteered their time. A special thanks to Ed Lecius and Lynn Magee who agreed for
Santa and Mrs. Claus to make an appearance. Best wishes for a Merry Christmas and Happy New Year to the
Board. | appreciate Mr. Teeboom's comments. | think as we move forward in the new year, we have to take a
look at some of the challenges that we’re looking at in education and try to find some solutions. While the
charter schools may not be appealing for a lot of reasons, often political reasons, | think to say there is no merit
there | think would be a mistake. | think we can look to their example, look at some of their activities and see
some benefits to the taxpayers. Thank you.

Alderman Siegel

Vis-a-vis Mr. Teeboom’s remark, | might point out that in fact the legislation was tabled. It was nto disposed.
We have not come to a final decision on what’s going to be done. A lot of the reason why it was tabled was
because the legislation was meant to attract charter schools or prevent them to leaving as a consequence of
financial hardship. There was no demonstration that either there was a charter school coming in that could
take advantage of it and would make a decision to locate in Nashua as a consequence to that or at least in the
immediate future that a charter school was in jeopardy of closing as a consequence of not adopting it so it was
tabled for the time being. We will revisit it. As to whether or not | was rambling or not, that’s a matter of
opinion. We tried to vet the legislation. There was a lot of discussion. There were members of the school
board and also the acting superintendent there. To a certain extent they were blindsided because they didn’t
expect that to come off the table so they weren’t really in a position to discuss it. It wasn’t blindsided in a
malicious sense, they just weren’t prepared to really have the level of discussion. Secondly, God bless
everybody and have a Happy Holiday.

Alderman Caron

Thank you, Alderman Lopez and Alderman Dowd, for coming to the First Annual Breakfast with Santa at the
Senior Center. Mayor Donchess, we were all excited to see you. Santa Claus had a good time condemning
City Treasurer, David Fredette’ s gingerbread house. The fire department decided to put a caution tape across
it. He did a terrible job, but he stepped up to the plate and really did a good job. The Nashua Senior Center
staff and the Board of Directors again would like to thank the Board for giving them the $25,000 to do
continued maintenance to the primary location for the senior center. As you know that building is a little over
ten years old. The money comes in very handy to do the things that they cannot do with the small budget they
have. We really appreciate it. If you have a chance, please come down. We have a new member of the Senior
Center, Alderman Dowd. He’s going to take advantage of the gym class. On that note, | would like to wish
everyone a Happy Hanukkah, Merry Christmas and Happy New Year.

The Charron Avenue/Amherst Street intersection is coming along, although nowhere near as far as we had

hoped. Through efforts of the city and the Mayor you can now take a left turn off of Charron Avenue onto
Amherst Street. It has improved the traffic flow somewhat. As soon as we get through the snow season, they
