will cxplore options and opportunities for any federal or state funds that may be applicable to
a For-profit business performing Public Access duties. We will explore and implement a
‘donate’ function on the BRB TV website in which contributions can be made in exchange for
merchandise and support of the station. Reminiscent of other public broadcasting entities, a
‘donation’ or ‘commitment to the station’ would result in the donor recciving token items to
display and promote thc station such as decals, stickers, t-shirts, coffee mugs and the like.

Furthermore, we have a staff member assigned with promoting diverse viewership, who will
be assipned to assist with fundraising.

IV. REPORTING

We proposc to combine the several financial! and activity reports cited in the draft contract, as
follows

1. Monthly Activity Reports. Every month we will present to CTAB a report of the previous
month’s activities, to include a summary of in-studio and field programs broadcast that
month, equipment loaned to and programs submitted by Nashua residents, activities
completed last month and planned for the coming month(s), technical issues if any, and other
management and opcrational issues that may concern CTAB. We will report on any action
items assigned by CTAB that have not yct been resolved.

2. Monthly Financial Reports. Every month we will present to CTAB a report of the P-Channel
financials: funds spent last month, funds spent to date, and funding remaining under the
contract.

In addition, we will gencrate the following reports:

3. Recommendations. We will periodically present to CTAB, during its monthly meetings, our
recommendations, backed up with a written report, for expenditures for equipment and
services to improve P-Channel operations and extend viewership not currently priced in our
proposal.

4. Annual Survey. We will report on and document the results of our annual survey.

PART B. DETAILED COST PROPOSAL

Each year of our proposal is priced scparatcly, with details shown in the attached cost sheets.
These cost sheets account for all RFP requirements.

Combining the cost for each year totals $506,800 for the projected 3-year contract:

The difference between ycars 1 and 2 is that the trainers are no longer needcd while we provide
for increase in wages. The difference between years 2 and 3 is increase in wages.

Recognizing the contract is subject to final negotiation, we anticipate progress payment in cqual
quarterly installments at the start of each quarter.

For example, if the negotiated contract price for year onc is $175,000, for year 2 is $163,800 and
for year 3 is $168,000, with a contract start date of July [, 2022, payments would be:

= Year 1: $43,750 for each quarter beginning July!, 2022, and
* Year 2: $40,950 for cach quarter beginning July t, 2023, and
«= Year 3: $42,000 for each quarter beginning July 1, 2024.

None of these quarterly payments are tied to the completion of a particular task or deliverable.

PART C. EXPERIENCE AND QUALIFICATIONS

Staff Experience

We offer a staff experienced in broadcast TV and AM/FM radio. Their resumes are attached

Michael Hemeon, Project Manager. Mike has over 43 years of experience in the TV and radio
broadcasting industry. He held many technical and management positions, ranging from production
to maintenance of equipment. He holds several FCC commercial licenses and Is a certified
professional broadcast cngincer (CPBE).

Georve Russell, Technical Services Manager. George has been in broadcasting for 22 years and has
operated several radio stations across the state. Gcorge was also a regular TV guest on Fox and
Friends in NYC. George has won numerous NHAB broadcaster awards. in addition, George has
installed, maintains and opcrates local commercial FCC regulated AM/FM radio station
(WSMN1590), of which he is co-owner with Bob Bartis.

Bob Bartis, Engagement Manager. Bob is a licensed NH attorncy since 2000, became involved in
radio in 2015 as a regular contributor and NASCAR analyst for ESPN-NH radio. Bob is the owner
and operator of AM/FM radio station WSMN1590 since 201 7and has broadcasted of a multitude of
subjects, from various locations with countless guests. Bob is proficient in recording, monitoring,
mixing, editing and producing audio shows.

Gordon Jackson, Trainer. Gordon owned and operated a local FCC licensed low power television
station for 22 years (WYCN tv13). He is knowledgeable of the design, installation and maintenance
of a TV studio, and all aspects of camera, light and audio operations for live and recorded programs
in studio and field conditions.

Carolyn Choate, Trainer. Carolyn served as produccr and sales manager for WYCN tv13 for 22
years, with broad experience in development, strategy, human resources and public relations.
Carolyn produced three long-running programs and helped build WYCN tv13ftom financial ruin to a
million dollar asset. In addition, Carolyn is active in fundraising.

Art Colvin, Program Editor. Assist with the production, training, programming, editing, scheduling,
advertising and engineering for various AM and FM radio stations. Art received several NHAB
awards and studied communications with an emphasis in radio broadcasting and engineering. He is
currcnily developing his own wehcast radio.

Jasmine Torres Allen, Program Editor. Jasmine has produced radio and podcast programs for
NHPBS, Rivier University and WSMN1590. Jasmine is proficient in video and sound cditing,
photography and videography. She has 4 ycars of teaching experience.

Oscar Villacis, Diversity Services. Oscar is a professional radio personality on English and Spanish

spcaking stations. Oscar advises and motivates foreign born young professionals. He was appointed
to the Nashua Citizens Advisory Committee evaluating funding requests from jocal human servicc
agencies. Oscar took courses in computer science and engineering.

Dan Alpert, Esq., Staff Counsel. Dan counsels broadcasting clients with the acquisition of radio and
television stations, and with licensing and regulatory mattcrs before the FCC.

Project Experience-BRB Radio Experience

We have a proven history and track record of taking nearly a defunct AM radio station to a profitable
AM/FM station that continues to expand.

BRB has complied with all FCC rules and regulations, applied for construction permits with FCC
and was granted permission to expand to FM.

Obtained licensing for music from ASCAP/BMI/SESAC and contracted to be a licensed broadcaster
of NASCAR racing.

Built and maintaincd WSMN1590 website and audio stream via Stream guys.

Built from scratch and continuing to maintain a fully operational FCC Commercially Regulated
AM/FM Radio station, with three live studios:

(1) Studio A is sctup to broadcast audio and video LIVE to any Social Media outlet.

(2) Studio A has 4 Electro Voice RE-20 Microphones, scveral RCA, 3.5mm and 4” Mogami gold
plated cables running a few hundred fect. Studio B has 3 Electro Voice RE-20 Microphones,
several hundred feet of USB, Microphone, 4” and 3.5mm Mogami Gold Plated cables and a
Mackie 24 Channel digital mixing board

(3) Studio B has } Behringer 16 Channel Mixer, | Broadcast Tools manual switch and 2 SEC Pro
Microphones, several fect of 4’ and 3.5mm cables along with Mogami Gold Plated Microphone
cables. Installed 6 LIVE Logitech Brio Ultra HD Video and Audio streaming camcra’s with
adjustable wall mounts and active Mogami USB extension cables that are viewable 24/7.

(4) Added a new cquipment FM antennae, streaming audio and video equipment; use of OBS
software.

(5) Install includes several USB 1GBits 24 port Ethernet switches, several misccllancous and related
components.

(6) Installed and maintaincd NEXGEN Automation Software. Installed multiple KVB extenders
with over 500’ of Cat5 Ethernet Cables. Installed 1 Maverick 32 channel mixing board, 3
Broadcast Tools Switches, 2 Broadcast Tools automated switches. Electrically wired in auto
on/off air lights to coincide with mic on/off control on mixing board. Installed 4 Electro Voice
RE-20 Microphoncs, AGM Stands and over 70° of Mogami mic cables.

(7) Installed and setup 4 Microsoft windows computers with OBS software, Adobe Audition.
Wondershare Video Editing software.

lil. Corporate Qualifications

BRBTV, LLC was specifically created for this proposal/RFP. We cannot therefore offer a history of
corporate financials and previous corporate contracting experience. The strength for successfully
managing and operating the city’s public access channel lies not in corporate history, but in the breadth
of experience of those assigned to accomplish the job.

BRB TV, LLC is a two-member limited liability for-profit company formed in 2022 and is in good
standing with the secretary of state for NH. Its two members are Bob Bartis and George Russell, who
also own and operate Bartis-Russcll Broadcasting, LLC (BRB) since Scpt 2016.

BRB TV, LLC was created as a separate Icgal cntity from its affiliate BRB for the same reason Nashua’s
Public Access Channel is contracted instead of being staffed by city cmployces like the G- Channel and
the E-Channel, to limit mutual exposure to liability.

The BRB entity operates WSMN radio since acquiring owncrship of the station in March 2017. Since
that time, BRB has expanded their radio broadcasting footprint, created a new studio, added an FM
platform and has fully functioned as a self-funded, private radio station through the pandemic including
producing relevant and timcly broadcasts surrounding, physical & mental health, cconomy, politics,
veterans’ affairs, old time radio shows and quality and contemporary music shows.

We have since the formation of the BRB radio entity completely, cffectively and efficiently complicd
with all FCC reporting requirement whether it be Annual Reporting, Quarterly lags, Programs and
Issues Lists, Engineering reports for the tower and frequency, along with all licensing reports/fees and
annual broadcasting fecs paid to the FCC.

Attorney Dan J. Alpert of Arlington Dan has becn FCC counsel to BRB since 2016. Atty Alpert will
advise and assist BRBTV, LLC in this project. Attorney Alpert’s resume is attached to our proposal.

Mark Feraco of the CPA firm Brayman, Houle, Keating & Albright (BHKA, PLLC) in Nashua, NH has
been preparing our BRB corporate tax records and filings for both state and federal reports since 2017. .
BRB TV, LLC will continuc to utilize that firm to provide CPA services for this project. BHKA’s
