Hello!

My name is Irene Arevalo along with my husband Trevor Sanders who have lived in Nashua for almost 30 years, we
would like to share our opinion about the Main St. Barriers.

Although it is “nice” to have traffic flow, we believe there are many other alternative routes to use instead of Main St
with the cars.

We support allowing the space to be used for the restaurants in the area that have limited dining space within their
buildings, during the summer months.

We believe the city should consider purchasing something more aesthetically pleasing, maybe planter barriers or
decorate the barriers differently to match the style.

Hope that our voice is heard.

I love the outdoor dining available downtown but the barriers are ugly. Maybe we can reduce them & make them more attractive.

. Customer to make best efforts to pay invoices within 30 days. Any late payment
will not result in additional fees.

. The base payment due will be calculated at the rate set forth in Contract Pricing
attached as Exhibit D, based on the services required for the contract period
included in Exhibit A scope of work

. Additional payment shall be due for any items priced under a time and
materials formula, as well as regularly scheduled work performed outside of
regular business hours.

. Inthe event of any dispute regarding the invoiced amount, Customer shall not
be assessed a late payment charge on amounts disputed in good faith for which
Customer submits to MCAT a written, detailed description of the dispute within
ten (10) days of the date of invoice, provided Customer pays all undisputed
amounts and the dispute is resolved between the parties themselves without
arbitration.

. TERM AND TERMINATION

This Agreement commences on the Effective Date and terminates on the
sooner of the End Date or the date on which the hours of use for the Genset
reaches the Maximum Hours, unless terminated earlier in accordance with
Section 8(B).

8 The parties may terminate this Agreement at any time by mutual written
consent. Either party may terminate this Agreement for cause at any time by
giving the other party written notice with a detailed description of the
default(s) of the non-terminating party and fourteen (14) days’ opportunity
to cure.

Upon termination, any open work orders will be closed and Customer will be
provided final billings.

Dear Board of Aldermen,

| am writing to express my opposition to installing the concrete barriers along Main Street this year and in the years to
come.

The first year, we were told it was to expand outdoor dining areas because Covid-19 made it unsafe to gather indoors &
the City wanted to help the restaurants stay in business. We are in our 3rd year of Covid-19 and people are eager to get
back to some sense of normalcy. Citizens are tired of wearing masks and are not afraid to eat inside restaurants
anymore.

Main Street is a major thoroughfare downtown and the barriers interfere with traffic. Not everyone can “avoid using”
Main Street. Delivery vehicles are one example. As a letter carrier, | can tell you Postal routes use Main St. as their line of
travel to & from their deliveries each day.

There are businesses on Main Street that aren’t restaurants. These businesses need their customers to be able to park
close by. The barriers don’t allow for that.

We have a wheelchair van because Dad is in a wheelchair. Handicap parking is virtually eliminated along Main Street
when the barriers are used.

Please vote “no” on any proposal to install the barriers again.

Subject: Barriers - A Bad Idea for Safety, Business, and Residents

To the Board of Aldermen:

|! am a long-time Nashua resident and small business owner. While | do not currentiy own a business located on Main
Street, | did several years ago, and so | am personally familiar with the problems that the barriers cause for businesses
located there. In fact, the already seriously problematic parking issue that existed way back in 2005 is the sole reason
why my business is not located on Main Street anymore. The barriers present an issue for safety, business, and
residents’ convenience.

From a safety perspective, the barriers limit the ability of first responder vehicles to safely and expeditiously travel
through the Main Street area. The ability for building occupants to safely exit and disperse from the area of an
emergency like a fire is also of great concern.

Many current Main Street business owners have voiced distress over the access restrictions that the barriers put in place
for customers who wish to visit their businesses. The barriers present, as their name suggests, a serious barrier to access
for individuals who are not athletic enough to clamber over them, and who must instead walk a much longer distance
around them than they would otherwise have had to do. This applies not only to people we consider “disabled” in the
traditional sense, but also to individuals who are still able to get about town unaided despite having mobility issues
when presented with longer walks. These are the very individuals who are most inclined to shop from small stores
rather than big box stores which require a more vigorous trek.

With the lingering death of “mall culture” in America, and in New Hampshire, we have a unique opportunity at this time
to promote the revitalization of small business on Main Street. However, the barriers create a serious impediment to
this potential growth and improvement.

As a small business owner currently located on Amherst Street, | often speak with new customers who come in and say,
“| drive by all the time and see your sign, | finally decided to come in!” Visibility is a major boon for business growth,
However, Nashua residents are now conscientiously avoiding Main Street due to the congestion and inconvenience, and
instead choosing to drive around the entire city center on the highway when their destination does not require them to
pass through Main Street. While | could name several businesses that have been on Main Street for many years, |
couldn’t tell you the names of any that have moved or started up there in the past 18 months, because | have
completely avoided the area during that time.

Outdoor dining is fine, but there is no need for a business to expand outward onto the street. If a business requires that
much room, it’s time to relocate, rather than occupy taxpayer property that has been designated for travel.

| hope that you will take these concerns into consideration in deciding whether to continue the unprofitable, anti-
business, anti-community practice of the barriers.

My name is Lee M. Bowley and have resided at 29 Burnside St in Nashua for over 20 years and | am NOT in support of
the concrete barriers being set up on Main St again this year.

My reasons are:

1, the traffic congestion to get anywhere on Main St is horrible so | will not shop downtown when the barricades are
there.

2. They are an eyesore for the most part. The ones that have animals or cartoons on them are cute but the others look
strange and ugly.

3. Where are the police? Last year I tried supporting the outside dining etc.. and EVERY time | drove down/up Main St
there were the same 3 young males riding their bicycles knocking over the cheap plastic poles that were supposed to
mark the “walking” areas on the street, spitting at people eating, making crude comments to people sitting trying to
enjoy an evening dinner. | NEVER saw any police presence. We have police officers who ride bicycles and | saw them by
Canal St but never any further south than that.

4. There’s a disabled person in my family and not having street parking made taking him with us when we did go out
impossible.

PLEASE DON’T POLLUTE MAIN ST THIS YEAR.
