My last comment is that on September 23" | will be sleeping in a box to support the United Way’s United
We Sleep campaign. It is very important for me to recognize the people in need right here in our own
community.

Alderman O’Brien

The city clerk did a great job on the election but | was very disappointed with the turnout. | want to also
thank Alderman Lopez who in very short order organized a display to the Mosque and | just want to voice
my distain for actions on a house of worship to be disrespected. In general Nashua is not a city that
reflects that and it is probably an isolated event.

Alderman LeBrun

| too would like to thank the city clerk for the job she did at Ward 5 in changing the polling location.
Everything went extremely well except for parking and that was because school was in session. That will
not happen during general election.

Alderwoman Melizzi-Golja

In addition to expressing condolence to Griff Delainis and Mr. Latvis | would also like to express
condolences to the family of Michael Daley. Also | thank Alderman Lopez for his response to what was
certainly an unfortunate incident in our community. It was interesting to hear everyone say with regard to
the Welcoming City legislation how welcome they feel. Finally, | just want to express support for the idea
of having a student on the Conservation Commission. With another hat on | am in conversations with
foresters up north and they are constantly talking about the need for young people to understand forestry
and the environment.

| want to echo the thoughts on Election Day.

Alderman Siegel

| also would like to thank the city clerk and the poll workers. | would also like to single out my colleague
Alderman Lopez for doing a yeoman’s job and that’s what | call real leadership. | would also like to thank
Mayor Donchess and Chief Lavoie. No piece of legislation is meaningful, it’s what we do. | think the
people of Nashua feel welcome. The people that were hurt the most by it felt we were supportive and
that’s most important.

Alderman Caron

| too would like to say thank you to the city clerk. It is a yeoman’s job. Alderman Lopez did an excellent
job putting that together. | also want to thank Alderwoman Melizzi-Golja because a few weeks ago we
had Nashua Goes Back to School and we had about 1,500 children that came through and picked up
their bags. | send accolades to her as well as to Judge Katis for getting the money for us to buy the
supplies that we need.

The elderly RSVP, people who came by bus from Davidson’s Landing to work at the library that day and
they had a really good time.

Alderman Dowd

My condolences go out to the Delainis and Latvis families. | support the student member of the student
member Conservation Commission. The Board of Education has one student from each high school and
they do provide their opinions. You get a good insight of what is really going on in the high schools. We
did have a great election day but | was disappointed by how little people showed up. | really like the new
voting booths though. We have two candidates running in November who will be spending about $100
million to educate the students in the State of New Hampshire. People are tired of seeing negative
advertisement; it’s why people don’t come out to vote.

Alderman Deane

The Conservation Commission operates under their own rules and the only authority they have is to
issue recommendations could they not just take it upon themselves to appoint a student?

Mayor Donchess

That’s what | was basically suggesting. If the Board of Aldermen wanted to be involved then we could
propose legislation but | felt we could informally appoint the students.

appoint a student from each high school so be it.

My condolences go out to the Delainis and Latvis families but | also want to send condolences to the
family of Glen Marshall, my good friend. Glen was a mortgage originator like no one I’ve ever seen.
Glen helped countless numbers of Nashuan’s get their home for the first time or get a lower rate. He did
a lot of things for this community which some people might think are just business transactions but things
that we take for granted most of the time. He passed away unexpectedly in August and he will be
missed.

Committee announcements:

Alderman Dowd

There will be a Budget Review Committee meeting on Tuesday, September 20" at 7:00 p.m. in the
Aldermanic Chamber. On Thursday the 22™ is the School Construction Projects Committee and the
Joint Special School Building Committee will meet at Nashua High School North. JSSB will be
immediately following the CPC meeting.

Alderman Clemons

Personnel/Administrative Affairs Committee will be next Monday at 7:00 p.m. in these chambers.

Alderman Cookson

The Infrastructure Committee will immediately follow the Personnel/Administrative Affairs Committee on
Monday evening.

Alderwoman Melizzi-Golja

Since there was no business before the Planning and Economic Development Committee we have
cancelled the meeting for September 20".

Dear Mayor and Aldermen:

The Executive Board of Nashua Area Interfaith Council (NAIC), on behalf of the entire Council, would
like to express our wholehearted support for the legislation declaring Nashua a Welcoming City. As an
organization we strive to improve: community relationships, outreach to those in need and a dialogue of
respectful welcoming among the faith communities we serve. We also recognize that when a
community is inclusive, not only will its residents’ lives improve but that the social, and economic life
of the larger community is also enriched. It seems more than appropriate to write this letter of support
on the 15" Anniversary of 9/11.

This legislative act is more than ornamental to the lives of people in Nashua. As our partners at United
Way have also affirmed, research has shown that 40% of the health outcomes for an individual are based
on factors related to social inclusion. When people are not isolated, they are less likely to need
emergency or other costly medical services. As a result, both the individual and the community benefit
absent the burden for those costly services.

Other research centers around economic development; demonstrating that immigrants bring needed
skills and job creation to our community. In fact, the foundation of what Nashua is today was built by
immigrants and in order to sustain growth into the future we will continue to need to welcome and
effectively include immigrants in our community.

Since the 1980’s NAIC has represented a collective effort to improve our community through
partnerships and coalitions. We also have established efforts that support people in need, such as: Ann
Marie House, the Greater Nashua CROP Walk and most recently, Circles Greater Nashua. Therefore,
we embrace this legislation as the next step in affirming what is good about our history and common life
and we encourage you to pass it with your fullest possible support.

Nashua Area Interfaith Council.

OPENING DOORS FOR ADULTS STAND CHILDREN

Dear Mayor Donchess and Aldermen,

The Adult Learning Center is proud to support the Resolution affirming the City of Nashua as a Welcoming
City. As the largest ESOL program in the State of New Hampshire we know that immigrants are good for our
community. The United States was founded on principles of freedom and opportunity for all people and it is part
of our rich heritage to welcome newcomers, help them assimilate into our midst and embrace our civic culture
and political institution. America was formed to function as one nation from many people — ¢ pluribus unum.

The immigrants of today are no different than the immigrants of the past, many of whom are our own parents,
grandparents and great grandparents. The immigrants of the past helped to build our community and have
contributed immensely to our economic development. Our new immigrants are looking for the same
opportunities to provide for their families and they, too, are willing to work hard. The Nashua community is
good for immigrants and immigrants are good for our community.

From September of 2015 through June of this year, 1,108 immigrants from 72 countries took classes in English,
reading, writing, and math here at the Adult Learning Center. They also participated in workshops on writing
resumes and interviewing. They took citizenship classes, attended Mayoral forums, took field trips to City Hall,
and participated in mock elections. They did all of this, while working jobs and caring for their families, because
they very much want to assimilate into our culture and become productive members of our community.

Over the years many of our students have gone on to begin their own businesses. They own landscaping
companies, restaurants, and cleaning services, to name a few. Many have worked round the clock to send their
children to college and some have even come back to teach here at the Adult Learning Center.

We invite anyone from the community to come by for a visit while classes are in session. You will see hard
working, grateful, happy, and hopeful people. Most of all, they will welcome you warmly.

Thank you for considering the Welcoming City Resolution.

R-16-055

Expendable Trust Fund for the NH Holocaust Memorial
Rotary Common

On your agenda this evening is R-16-055 which establishes an ETF for the NH Holocaust
Memorial at Rotary Common Park.

Following your adoption we will deposit several thousands of dollars into this ETF to pay for
maintenance, including the water irrigation system that is now being installed by the city.

We have several outstanding monuments in this memorial, which The Telegraph declared to be
one of the finest memorials in the Northeast.

I should note that the monument we emplaced in the spring of his years is an approx. 9,000
pounds solid granite monument into which is carved the 48-inch tall life-sized image of a little
girl taken from a photograph from the Auschwitz Album, a collection of photos of 424,000
Hungarian Jews deported to Auschwitz over a period of 8 weeks in 1944. Her photo can be seen
on the card available to visitors from the brochure dispenser placed near the entrance. We hope
to have captured her indescribable expression, shortly before she was murdered in a gas
chamber. Above her image are engraved the words from Genesis Chapter 4 Verse 10, “iVhaz
have you done, the voice of blood cries out from the ground.”

There are no additional monuments planned for this memorial; it is complete.

With this ETF, we will transition ownership and maintenance of the memorial to the city of
Nashua, consistent with R-10-43. We hope the city will soon construct a foot bridge across
Salmon Brook, connecting what former Mayor Lozeau called the “sad part with the happy part.”
Eventually we expect to see Rotary Common become an integral part of Nashua downtown,
extending from Library Hill past Simoneau Plaza.

We hope to see public and private donations and grants deposited into this Expandable Trust
Fund.

I thank the city for its sponsorship of this memorial, and I thank in particular former Mayor
Lozeau, Director Lisa Fauteux, Nick Caggiano, Bob Genest, Andy Patrician, and many others in
the Department of Public Works who supported this memorial 100% and assisted with its
construction.
