A regular meeting of the Board of Aldermen was held Tuesday, June 22, 2021, at 7:30 p.m. in the aldermanic
chamber and via Zoom teleconference.

President Lori Wilshire presided; City Clerk Susan Lovering recorded.

Prayer was offered by City Clerk Susan Lovering; Alderman Patricia Klee led in the Pledge to the Flag.

Let’s start the meeting by taking a roll call attendance. If you are participating via Zoom, please state your
presence, reason for not attending the meeting in person, and whether there is anyone in the room with you
during this meeting, which is required under the Right-To-Know Law.

The roll call was taken with 13 members of the Board of Aldermen present: Alderman Michael B. O’Brien, Sr.,
Alderman Patricia Klee, Alderwoman Shoshanna Kelly, Alderman Richard A. Dowd, Alderman June M. Caron,
Alderman Benjamin Clemons, Alderman Thomas Lopez (arrived at 7:40 p.m.), Alderman David C. Tencza,
Alderwoman Elizabeth Lu, Alderman Ernest Jette, Alderman Jan Schmidt, Alderman Brandon Michael Laws,
Alderman Linda Harriott-Gathrght, Alderman Wilshire.

Alderman Skip Cleaver was recorded absent.
Mayor James W. Donchess, Corporation Counsel Steve Bolton, were also in attendance.
REMARKS BY THE MAYOR

Mayor Donchess

Well it’s great to see you Madam President and other members of the Board of Aldermen live and in the
chamber. We haven't been here for | was thinking 15 % months or so. Of course the newchamber looks
great. The technology | think is going to be a big, big help so thanks to all the people that contributed to
making this a much, much better space and | think in the end much more people and public friendly.

There were a few things Madam President that | wanted to mention. First, | thought! would update you briefly
on the vaccination status. The last figures we have suggested about 48,000 Nashuans have received at least
one vaccination. Of course, children 11 and under are not being vaccinated. Certainly kids from 12 to 17 are
probably under vaccinated. So probably 60 percent or more of adults 18 and older are vaccinated at least
once. 43,000 people have been fully vaccinated. So we are climbing but we need to continue to encourage
others to get vaccinated. Public Health is still working hard on this. | know Director Bobbie Bagley was out
before the meeting doing some in-home visits, catching people wnenever she can and of course other Public
Health personnel and nurses are doing the same.

| wanted to mention also the 4'" of July celebration. We will return to fireworks at Holman Stadium fully open at
full capacity. This year for us that have in the past celebrated in some of the suites upstairs, there willbe a
change because | thought the kids in the city have gone through a lot in the past year (audio stopped) VIPs or
city officials and others. We invited kids from several different organizations to use the suites. So we have
about 20 to 25 kids from the Children’s Home and about 20 to 25 kids from the Boys and Girls Club who will be
using the suites. Pm sure you all agree that that is a good use of that space and | hope for them it will be a
unique experience being able to see the fireworks at such a close proximity. | think that will be a very happy
event.

| just briefly wanted to mention R-21-149 which will dedicated HOME funds to Neighborworks to enable them
to build four affordable units on Ash Street. Of course four unitsis not a whole lot but on the other hand, four
more affordable units in a housing market as tight as this one where affordable units arein very, very short
supply is a great addition.

| wanted to mention the Farmer’s Market. That opened for the first time this Sunday and will be open from now
on Sunday until October. It’s interesting that | was talking with one of the people that has been working at the
Farmer's Market for some time. Last year they did a count because of the COVID protocols. People walk

through in one direction so it was easier to do a count. They got 300-600 people per Sunday during COVID.
The vendors all say they do very well at that Farmer’s Market and | think this year will be another good year for
them.

Finally Madam President | wanted to mention that | had the privilege of attending the Nashua North graduation.
| wanted to go to the South graduation as well but they had to keep rescheduling them because of rain. So |
had a conflict for South. The weather was really fantastic. It was held at Stellos. | thought having attended
some of up at the SNHU Center up in Manchester — | thought Stellos was a better environment when you've
got good weather outdoors. It feels really good. The kids are really happy and of course the families were all
there. | thoughtit was a great event. It was very inspiring. We heard speeches from the Valedictorian, the
Salutatorian, and the Class President. All were very, very good and in addition it was just overall | thought a
wonderful experience. We of course for our kids’ education is right not a privilege and this just marks the end
point at least for a public school education, secondary education for in that case almost 400 kids. So! think we
should be very proud of the young people that have graduated, and have grown up here, and of the teachers
and other educational staff that have dedicated themselves to making them very fine, young men and women.
That’s all | have Madam President.

| just want to say something to the Mayor. | really appreciate that you invited the children to watch the
fireworks from one of the suites. | know the kids where | work are really excited about it. So thank you so

Attachments: Bid Documents

Discussion: In June, the analytical testing services for the Industrial Pretreatment Program
, (IPP) was put out to bid. Four bids were received; one was disqualified per
purchasing guidelines. EnviroSystems, Incorporated was the lowest of all bids
received. They are an accredited laboratory through the State of New Hampshire

and capable of meeting our NPDES permit requirements.

The IPP program back charges these testing services to the industrial users
through the wastewater billing department.

B. New Hampshire Code of Administrative Rules, Env-Wq 704, Design of Sewerage.

1.04 SUBMITTALS:
In accordance with requirements of the General Specifications submit six (6) sets of
manufacturer's literature of the materials of this section shall be submitted to the Engineer for
review.

PART 2 - PRODUCTS

2.01 MATERIALS:

A. PVC NON-PRESSURE SEWER PIPE:

PVC non-pressure sewer pipe 4-inches through 15-inches diameter (SDR-35) shall be solid
wall and conform to ASTM - D3034. PVC non-pressure sewer pipe 18-inches through 48-
inches be shall be solid wall and conform to ASTM F679, PS 46 or PS 115. All pipe shall be
as specified and meet the following requirements.

1. PVC non-pressure sewer pipe shall be furnished in standard lengths.

2. One pipe bell consisting of an integral wall section with a solid cross section rubber ring,
factory assembled, shall be furnished with each standard, random and short length of pipe.
Rubber rings shall be provided to the requirements of ASTM D3212.

3. The rubber ring shall be retained within the bell of the pipe by a precision formed groove or
recess designed to resist fish-mouthing or creeping during assembly of joints.

4. Spigot pipe ends shall be supplied with bevels from the manufacturer to ensure proper
insertion. Each spigot end shall have an "assembly stripe" imprinted thereon to which the
bell end of the mated pipe will extend upon proper jointing of the two pipes.

5. PVC fittings shall be provided with bell and/or spigot configurations with rubber gasketed
joints compatible with that of the pipe. Bend fittings with spigot ends shorter than the pipe
recess bells will not be allowed. The shorter spigot end would not allow proper seating of
the spigot in the mating bell and would permit undesired contact between the mating bell
and the outside of the fitting bell.

6. All pipe delivered to the job site shall be accompanied by independent testing laboratory
reports certifying that the pipe and fittings conform to the above-mentioned specifications.
In addition, the pipe shall be subject to thorough inspection and tests, the right being
reserved for the Engineer to apply such of the tests specified as he may from time to time
deem necessary.

7. All cutting of pipe shall be done with a machine suitable for cutting PVC pipe. Cut ends
shall be beveled when recommended by the pipe manufacturer.

8. All couplings for connecting pipes of various sizes shall be FERNCO STRONGBACK

PROFESSIONAL ANALYTICAL TESTING SERVICES

RFP0378-062617

The City of Nashua, NH, Division of Public Works, Wastewater Treatment Facility invites

qualified firms to submit a proposal for Professional Services to perform analytical testing.

INSTRUCTION TO BIDDERS:

The City is now accepting bids electronically via Bid Express. Please review the attachments,
Bid Express Vendor Guide and Vendor Set-up Guide for more information. If you choose to
submit a paper bid it must be submitted in triplicate (one (1) original and two (2) copies) in
sealed envelopes clearly marked “Nashua WWTF -- Professional Analytical Testing Services”.
Regardless of the method of submission the bid must be received prior to 3:00 pm on

Monday, June 26, 2017. Paper bids must be submitted to the Purchasing Department, 229 Main
Street, Room 128, Nashua NH 03061. Bids will be publicly opened and read aloud at that time.
Please do not submit an electronic bid and a paper bid. Results showing all bidders’ identities
and their respective bid amounts will be available on our website, www.nashuanh.gov, under
Services; Bid Opportunities; Bid Results. This will also be available on Bid Express, (Refer to
Document RFP0378-062617), within twenty-four (24) hours after the opening. Postmarks or
other timestamps will not be accepted in lieu of actual delivery. The firm can use whatever
delivery mechanism it chooses as long as it remains clear that the firm is responsible for

submissions prior to the date and time.

A sample of the City’s contract is attached. Final terms and conditions will be negotiated

between the City and the selected finalist prior to the time of award.
