BE IT FURTHER RESOLVED by the Board of Aldermen of the City of Nashua that the
“Broad Street Parkway” be renamed “Veterans Parkway”.

Re: FY22 Winter Road Salt Change Order #1 (Value: $75,000)

A. Motion: To approve Change Order #1 to the contracts with Eastern Mineral and Granite
State Mineral for a net change in an amount not-to-exceed $75,000. Funding will
be through Department 161 Streets; Fund: General; Account Classification: 61
Supplies & Materials.

Discussion: The original budgeted amount of $465,000 for winter road salt was split between
two suppliers — as we have done in the past. Subsequently, City Purchase Order
#168089 was issued to Eastern Mineral which invoices for both entities. The cost
of Salt for FY22 increased substantially from last year’s price of $49.50 a ton to
$72.00 a ton. Due to this increase we were only able to procure 6,458 tons of salt
compared to FY21 9393 tons for the same budgeted amount of $465,000.This
Change Order is for additional road salt in an amount not-to-exceed $75,000 due
to the icy winter we have been experiencing.

This winter has been quite challenging due to the fluctuation of temperatures
during winter events which created significant icing resulting in the need to
increase the application rate of salt to maintain safe road conditions. Due to the
frequency of icing events, the budgeted salt supply has been all but depleted. At
this point with weather uncertainty, the intent is to maintain the level of salt on
hand in the city salt barn. The additional salt procurement will be given to
whichever firm can deliver right away.

Change Order No. | in the amount of $75,000 is for the following:

Additional Road Salt: N-T-E $75,000

FY22 salt purchases were made pursuant to NRO §5-84 (A)(3), purchases which
can be procured through cooperative intergovernmental purchase agreements. The
State of New Hampshire also provides additional purchasing authority pursuant to
RSA 21-[:17.

Contract pricing of $72.00 per ton remains the same. With the approval of this

change order, total approved salt purchases will be a not to exceed value of
$540,000.

PURPOSE: Changing the name of Veterans Drive to Armory Drive, and
changing the name of the Broad Street Parkway to Veterans

related work. There are also wayfinding signs that reference
the Broad Street Parkway that would need to be changed.

ANALYSIS

This resolution changes the name of Veterans Drive to Armory Drive, and the Broad Street
Parkway to Veterans Parkway.

Pursuant to NH RSA 231:133, the city’s governing body (board of aldermen) may change the
name of any street at any time when in its judgment there is occasion for so doing. No street
name shall be selected which is already in use, or which is confusingly similar to any such
existing name, or which otherwise might delay the locating of any address in an emergency.
Such name shall be placed in at least two (2) conspicuous places on said street. Whenever a
name change is made, the city clerk shall make a record of the name change and shall forward a
copy of such record to the commissioner of transportation.

NRO Chapter 280 “STREET AND BUILDING IDENTIFICATION” provides that the overall
responsibility for the enforcement of that article shall be that of the fire department.

A companion ordinance (O-21-056 “Amendments to the ordinances relative to street name
changes of Veterans Drive and the Broad Street Parkway’) is being submitted at the same time
as this resolution. If this renaming resolution passes, then the companion ordinance is necessary
to change all the references in the NROs from the old street names to the new ones.

FROM THE STATE OF NEW HAMPSHIRE, DEPARTMENT OF HEALTH AND
HUMAN SERVICES FOR COVID-19 VACCINATION AID

CITY OF NASHUA

In the Year Two Thousand and Twenty One

RESOLVED by the Board of Aldermen of the City of Nashua that the City of Nashua is
authorized to accept and appropriate up to $1,500,000 from the State of New Hampshire,
Department of Health and Human Services into Grant Activity “EMD-COVID-19 Vaccination
Aid Grant” for the purpose of assisting the State with implementing New Hampshire’s
Coronavirus Disease 2019 Vaccination Plan. This funding is retroactively effective from
January 15, 2021 through September 30, 2021.

No local match is required. The Mayor is authorized to enter into any grant agreement or
other documents necessary to further the purposes hereof.

ANALYSIS

This resolution authorizes the City to accept and appropriate up to $1,500,000 from the State of

First Responder’s personnel costs related to assisting the State in vaccinating qualifying New
Hampshire residents against COVID-19 in accordance with New Hampshire’s Coronavirus
Disease 2019 Vaccination Plan.

NO PARKING ON CONCORD STREET FROM MOUNT PLEASANT STREET NORTH
FOR A DISTANCE OF 50 FEET

CITY OF NASHUA

In the Year Two Thousand and Twenty-One

The City of Nashua ordains that Part I “General Legislation”, Chapter 320 “Vehicles
and Traffic”, Article XII “Parking, Stopping and Standing”, Section 320-69 “No parking on
certain streets” of the Nashua Revised Ordinances, as amended, be hereby further amended by
deleting the struck-through language and adding the new underlined language in alphabetical
order as follows:

“§ 320-69. No parking on certain streets.

No parking whatsoever shall be permitted on the following streets, except as provided by

law:

In the Year Two Thousand and Twenty-One

The City of Nashua ordains that Part II “General Legislation”, Chapter 320 “Vehicles
and Traffic”, Article Til “Stop and Yield Intersections”, Section 320-4 “Stop intersections”,
subsection D of the Nashua Revised Ordinances, as amended, be hereby further amended by
adding the following new underlined language in the appropriate alphabetical order:

*§ 320-4. Stop mtersections.

D. The following intersections are hereby designated as stop or through streets, and
authority is hereby pranted for the erection of a stop sign at the corner so
designated in accordance with the tenor of this chapter:

ANALYSIS

This legislation authorizes stop signs on the Connector where it intersects with Concord Street
and with Manchester Street. There is an existing stop sign at the Connector and Concord Street
intersection, but no supporting ordinance language for the existing sign.

The erection, removal and maintenance of all traffic control devices must conform to applicable
state statutes and the latest edition of the Manual on Uniform Traffic Control Devices. RSA
47:17 VIII (a). The Board should consult with the city’s Traffic Engineer to determine if this
ordinance is in compliance.

ORDINANCE

AMENDMENTS TO THE ORDINANCES RELATIVE TO STREET NAME CHANGES
OF VETERANS DRIVE AND THE BROAD STREET PARKWAY

CITY OF NASHUA
In the Year Two Thousand and Twenty-One

The City of Nashua ordains that the Nashua Revised Ordinances, as amended, be hereby
further amended by deleting the struck-through language and adding the following new
underlined language, and in the appropriate alphabetical order when appropriate:

1. In Part I “Administrative Legislation”, Chapter 5 ‘Administration of Government”, Part 2
“Board of Aldermen”, Article II “General Provisions”, Section 5-9 “Standing Committees”:

“$ 5-9. Standing committees.

B. The President shall appoint Aldermen....

(4) One-member committees. One-member committees shall have an
alternate member appointed in the same fashion as the regular member.

(i) Broad-Street Veterans Parkway Liaison Committee, who shall be a
metnber of the Infrastructure Committee. This Committee shall
exist until the Bread Street Veterans Parkway project is
completed.”
