Purchase of Pipeline Inspection Camera System

To approve the purchase a R.S. Technical Inc. Pipeline Inspection Camera System
from H.P. Fairfield, Pembroke, NH price of $138,600.10 pursuant to the Huston-
Galveston Area Counsel (HGAC) contract SCO1-15. Funding will be through
Department: 169 Wastewater; Fund: WERF - Collection Systems; Account
Classification 81 Machinery & Equipment.

R.S. Technical Inc. quotes.

The camera system currently in use is 15 years old and showing signs of age.
Reliability has become an issue with the breakdowns of the camera, carriage, and
the software is out of regulatory compliance.

The proposed camera system from R. S. Technical Inc. was the choice of the
pipeline camera crew after demonstrating four systems over the last year. R. S.
Technical will outfit a van with a portable office with everything necessary to
record and document findings, clean up equipment and environmental controls.
One of the biggest benefits of this system over the others is part availability;
common repair parts for the camera carriages are available at local hardware
stores instead of having to order everything. The video cable is a steel armored
single conductor and easily repaired in the field with the tools supplied. Other
systems have a cable with 7 smaller wires. Additionally, should a camera fail, R.
S. Technical will send a loaner camera while repairs are made.

3. Proposed Work Plan

The COVID-19 pandemic has had a tremendous impact on all aspects of communities across the United States, and the residents
of the City of Nashua are no exception. The strains caused by COVID-19 have been felt by individuals, families, small businesses,
schools, and even local governments. While federal aid (like the aid presented by the Amencan Rescue Plan Act) can provide relief
from pandemic tensions, it is important to first have a proper plan in place to ensure such relief programs reach their fullest potential.
Our approach to program delivery has been honed over decades of practical experience to deliver maximum efficiency — so
assistance reaches those in need quickly.

Like the inital release of the Coronavirus Aid, Relief, and Economic Security (CARES) Act CRF funds, our team anticipates that
ARPA guidelines wall continue to change. The final rule has yet to be released and a significant number of comments were received
at the July 16" deadline, Our team has agency relationships and expenence in changing expectations with federal funding, including
in our current partnerships in the federal goverment and a deep understanding of the grant management and program
implementation of COVID-19 relief programs, including the CARES Act, ARPA, and FEMA PA. We stand well-equipped to advise
the City of Nashua on speedy adjustments as guidance for this program is released and continues to evolve.

Henri Burque Pedestrian Bridge
Engineering Services

To approve the contract for engineering services for repairs to the Henri Burque
Pedestrian Bridge to CLD Consulting Engineers of Manchester, NH in the amount of
$17,107. Funding will be through Department: 160 Admin/Engineering; Fund:
Capital; Activity: Bridge Rehabilitation.

The Henri Burque Pedestrian Bridge provides connectivity from the Pennichuck Middle
School to surrounding neighborhoods east of the school. Routine inspections by the
NHDOT stated the deck has a rating of 6 (satisfactory) and the superstructure has a
rating pf 7 (good). However, the substructure has a rating of 3 (serious) primarily due to
the deterioration of the pier caps at the point where it sustains the bridge bearing pads
over which the steel superstructure rests. The nature of the distresses requires
specialized technical expertise in bridge repairs. Engineering has negotiated a contract
for $17,107 with CLD Consulting Engineers of Manchester, NH, who recently provided
engineering services for the Manchester Street Bridge project, to provide the design for
bridge repairs. This includes development of the specialized detailed drawings and
contract documents, bidding assistance and construction engineering. Sole servicing
these services to CLD is preferred because of CLD’s experience with various bridges
and retaining walls in the city as well as their fee rates are reasonable.

Pending approvals, design would be carried on during the winter with construction
repairs in the spring.

WHEREAS, it is deemed that the services of a Professional Engineer herein specified are both
necessary and desirable and in the best interests of the City of Nashua; and

WHEREAS, Professional Engineer represents they are duly qualified, equipped, staffed, ready,
willing and able to perform and render the services hereinafter described;

Now, THEREFORE, in consideration of the agreements herein made, the parties mutually agree as
follows:

1. DOCUMENTS INCORPORATED. The following exhibits are by this reference incorporated herein and
are made part of this contract:

Exhibit A--General Conditions for Contracts
Exhibit B--Scope of Services, Contract Time, Fee Schedule

The Contract represents the entire and integrated agreement between the parties and supersedes prior
negotiations, proposals, representations or agreements, either written or oral. Any other documents which
are not listed in this Article are not part of the Contract.

In the event of a conflict between the terms of the Proposal and the terms of this Agreement, a written
change order and/or fully executed City of Nashua Purchase Order, the terms of this Agreement, the
written change order or the fully executed City of Nashua Purchase Order shall control over the terms of
the Proposal.

2. WORK TO BE PERFORMED Except as otherwise provided in this contract, Professional Engineer shall

furnish all services, equipment, and materials and shall perform all operations necessary and required to
carry out and perform in accordance with the terms and conditions of the contract the work described.
