Again, | want to just clarify that the ordinance does say that we have 15 minutes of comment period at the
beginning and at the end of our meeting. Tonight we welcome up Steven Elliott. Would you give your name
and address again for the record please.

Steven Elliott, 256 Pine Street

| just wanted to mention to my local government, | don’t know if you guys have been paying attention to current
events at the federal level and the world level, but today the S&P 500 went higher than the last record close
which happened 14 plus 17 weeks ago before that 20 percent drop. This doesn’t surprise me because all the
central banks have been pumping money into the S&P 500 or the markets around the world since December
24. This concerns me because the number one stock on the Dow is Boeing, and Boeing today is the number
one recipient of government dollars through the export-import bank at the federal level which is bi-partisan,
democrats and republicans almost vote 100 percent for it. I’m just really concerned about this because today
the number one buyer of weapons internationally country-wise is Saudi Arabia. The number one weapons
dealer is the United States. Almost 50 percent of the weapons they are buying is coming from us. Almost all of
it is coming from Boeing. So, this concerns me.

What else. The President has been bragging about these deals with Saudi Arabia. Last year, two years ago,
one of the biggest Saudi investors who owns the top floors of the Mandaly Bay Hotel and four percent of
Twitter and some Facebook ownership. He also owns a majority stake in the Citi Group. His name is Al-
Waleed bin Talal. Apparently he was thrown in jail under secret charges, put in a five-star hotel under secret
charges. I’m pretty sure that was all a lie, but if you look at the history in 1998, this Al-Waleed bin Talal
character, who is the richest man in Saudi Arabia aside from the king, had shareholder control of Citi Group
and his best friend as the CEO changed the Citi Group logo in 1998. Then in 1999, the Citi Group invested in
Boeing by taking control of their retirement accounts and probably doing some other deals that weren’t
exposed to people. That same year when the Saudis made this investment through Citi Group, they did a 12
percent stock buy-back and fired the head American. Then within two years once the Chevron investor,
Robert Mueller, was put in charge of the FBI, Boeing airplanes full of Saudis full into the twin towers. Since
that day up until right around Tesla delivered their first electric vehicle the value of Citi Group increased like ten
X, ten times. Then in 2007, the housing bubble peak, Al-Waleed bin Talal sold 25 percent of his stake and
then oil crashed. Then the market crashed once Tesla delivered their first electric vehicle. Then at the bottom
of the market S&P 666, Obama, who got more donations from Citi Group than any other candidate, in 2013,
we learned that Citi Group got the most bailout money from the TARP program secretly because the Federal
Reserve decided to keep it secret who gets the money. Apparently he said it was a good time to buy, and if
you did you probably made a lot of money.

But | think the risk that occurred almost unbearable at this point because we’re literally selling weapons to
Islamics. I’m an ex Muslim. According to Islam people who are ex Muslims should be killed. It’s in the Qur'an.
| only converted because | was a politician too. | became class president of my college, and | noticed all the
money is doled out to the student groups from the student government so | realized | should just convert to
Islam because their student group had the most members. The president of the school was Islamic too. |
didn’t do that for too long. After learning what their religion was about, | kind of kept away as much as | could
and decided to represent the math majors at my school.

About a year ago, | kind of figured out a lot of these things. At the same time | think | discovered some
interesting perspectives on economics based off of physics. It helped me kind of learn some of the possible
solutions to open physic problems. | didn’t sleep for six days. Then! was thrown in the mental hospital here.
Nobody even asked me how much | slept. Everybody misdiagnosed me. They thought | was crazy. | didn’t
take any of the pills they gave me. Once | got sleep, | was able to calm down.

Since then | just found out in the last month that the Energy Department of the United States has been
approving the transfer of secret nuclear technology to the Saudi regimen. About nine months ago | started
three companies. | have a patent that is pending on a portable solar battery system that also works with wind.
| have them set up in my house. | haven’t made the final design because | was worried about being hacked. |
spent the last six months building an encrypting file system that would make encryption algorithms that |
developed because | am a mathematician and figured out a way to do it. | created three companies that
hopefully will become very successful in the future.

Since then you guys doubled my tax rate on my house here, and | don’t want to be part of that system. Over
the next two weeks | will finish all of the things | have developed. Well, | will finish putting something that | can
present. If you are all interested, | can demonstrate the products | am working on and creating. Forty years
ago the President got forty-year tax abatement in the city of New York City which expires this year. He also
was bailed out by Jamal Khashoggi’s uncle, the person who died. The Khashoggie guy who was killed, his
uncle was a billionaire arms dealer in Saudi Arabia. He sold a yacht to Trump, and Trump during a bankruptcy
decided to sell his yacht. | Saudi person bought that yacht from Trump at a much higher rate than the market
rate. This Saudi person ended up to be Al-Waleed bin Tala, the prince.

Tomorrow Boeing reports their earnings. | am very close to developing an automated trading system. | just
need to make my own graphical user interface platform so that the stuff that | build that | look at only | can see
it because of the encryption algorithms | can do. Hopefully within the next two weeks, you will consider giving
me the same benefit as Making America Great Again and give me a 40-year tax abatement. Thank you.

I’m here to make a formal complaint because | took the time to have a meeting with Mr. Griffin on March 29,
where | had several questions as far as the Assessing Department. | also followed it up with a letter of April
19" with additional questions. To date, | have not received any answer. It was Mayor Donchess who said |
think two board meetings ago that the City of Nashua was going to be very transparent with everything that
they are dealing with. | find that I’m coming up against a wall when I’m trying to deal with the Assessing
Department.

| need to know what my property tax card stands for. | need to know how it is figured out, and | am not getting
any answers. | want to know who is going to answer me on these questions. | think everybody in the City of
Nashua wants to know exactly how their property taxes are figured out. For me to pay $152 a square foot for a
968 home where somebody on Indian Rock is paying $84 a square foot for a 3,000, | want to know why. |
expect an answer from somebody so | can figure out why | am being charged what | am being charged. | don’t
think that is too much to ask. Thank you.

As with the last meeting | attended | have notes prepared but given the fact that we only have 15 minutes, I'll
just say a few things briefly. The City is considering raising the smoking age to age 21. There is going to be a
committee meeting coming up. During the last meeting there was a lot of talk back and forth. There was a lot
of public comment and input. | just wanted to add to what | said. | will come to the committee meeting and
express more.

One thing | wanted to point out is that the companies that make e-cigarettes vaping devices are all in favor of
raising the age to 21. As one of the aldermen who is not here tonight has mentioned in the past, the
companies that make the vaping devices or cigarettes or whatnot are putting on their packaging for e-
cigarettes for use of smokers or users that are at least 21 years of age. They have no authority to enforce that
because the government or here or whatever says you can smoke at 18 or vape at 18. With that in mind, any
members of the Board here tonight who are on that committee, keep in mind that tobacco companies are
behind raising the age to 21. As we see on their packaging, a lot of times it will say 21. But then again in a
place where the smoking age is 18, they can get away with selling at 18 because there’s no law that says,
obviously around here, that says you have to be 21 to buy them. I'll come to that meeting and I'll share more
of my thoughts on that as that committee meeting approaches.

| just wanted to share with the board also, really quick, that as most of you know | have been involved in public
service in the past. | stepped out for along time. As of July of last year, | became eligible to hold and serve in
public office. As of this month, | have formed a committee to explore options to get back into politics and city
government and whatnot. Over the years since | had to step away from the New Hampshire House and | had
to step away from being a selectman, | have always continued to engage politically. | have always tried to
engage in community service. Some people on this Board have seen me go to various events locally and live
stream them so that information can get out to the people. | will be coming back to more meetings and
learning more and getting to know and be more familiar with what’s going on since | have stepped away. It’s
nice to be back and nice to be eligible and try to make some sort of a comeback.

Just a couple of things. Laura spoke a little bit about the difficulty in getting answers. At that meeting that she
went to with Kim and John Griffin, | attended with her back at the end of March. She asked a lot of good
questions. A lot of questions | didn’t know the answers to. The administration was pretty responsive to not
knowing the answers either. But, | do think there’s something to be said in getting a response or a timely
response. If it doesn’t come that somebody even lets us know that it’s being worked on and it will be coming. |
don’t know what you consider reasonable, but | think a couple of weeks is reasonable. If it is going to be a
month or two months, | think that people ought to know that because it’s a long time.

| can tell you right now there’s been a change in practice down in the office set up by Ms. Kleiner to restrict
information to the public. I’m not in favor of it. She isn’t allowing people to speak directly to the assessors.
You have to put it in writing, and it has to go to the assessor for an answer. That really is, | think, too
restrictive and not appropriate. | know | raised a question about three weeks ago to an assessor. | went in to
ask a question; | don’t ask many. | really don’t engage the assessors often, but | was asked to be a
representative for somebody on an abatement, an individual, and | had a question about basement valuations.
| was stopped at the counter and said: “Oh no, no. You have to put it in writing.” So | put it in writing and sent
the email to the assessor. It was two and a half week’s ago. | haven't received a response. Honest to God,
it’s a question that would take 60 seconds to answer. | know it’s that quick, and it is not responded to. | think
the reason is she’s trying to insulate the assessors from the public because they are concerned or nervous. |
just don’t think that’s the right way to go. | don’t think it’s how an assessing office should work.

Secondly, you can no longer access the data records, the public records in the Assessing Office directly. You
have to fill out a form and submit it and wait for them to comply with those. | Know Laura has been waiting for
data. She may have started to get some, but it took a while. | feel I’ve never abused it, and | am always willing
to work with them if they are busy and need a couple of days to do what. I’ve always done that in the past.
When this rule came about about three weeks ago, | didn’t put any cards in because I’d been working on a
huge swath of data — 800 data points that I’d be able to bring to the Board of Assessors to make a pretty
compelling argument to look at outsourcing the technical aspects of the department. | need to prove my data a
little bit by looking at files. | went in yesterday and dropped off a list of files | would like, and it was 50 which is
a lot for me. But, | said | will take them in groups of ten, however you can do them. But it’s different. I’m not
certain restricting is really the way to go and that’s what we were hoping to do. Remember, you folks in your
management audit report set up the department this way. Kim will say: “Well, we are short staffed.” Well that’s
because you chose not to hire a chief because you said you didn’t need one. Any other staffing issues that
were going on in that office, | don’t think were addressed. If the administration had brought you the five-year
staffing versus the current staffing you'd, | think, realize your short other positions. But that wasn’t presented in
the report. The short staffing can’t be put on the public to say: “Hey, you know, enough. Back off. We're not
going to give you information. We're busy. We're short” because it was your choice. There’s nothing we can
do about it. | think that’s important.

After the last meeting, | attended the coffee at JajaBelle’s. | asked the Mayor a question about outsourcing;
how he felt about it because several aldermen here spoke favorably about looking at that. | really do want to
look at that for a number of reasons, but | didn’t know what the Mayor’s position was. He was kind enough to
speak to it a bit. He did mention that when you do outsource, you lose control of the situation. It was an
interesting choice of words to me. It peaked my interest as to what he was thinking about, what control we
had. | did send him an email to ask specifically what he was thinking about, and | wasn’t able to get a
response. lI’d ask the aldermen or Trish, as my ward rep, find that out for me. That’s really important to me. If
you're going to have a discussion about this, | hope it’s in the public eye so whatever your concerns are and
anyone else’s, | can hear so if I’m too short-sighted | understand because it’s not something that I’m beating
myself over saying this is what you’ve got to do. | don’t know the right answer either. | just think it’s something
we seriously have to look at for a number of reasons.

The Administrative Services Director position when that was created as a high level position, you all know |
was concerned because the management in the office wasn’t addressed. | was also concerned at the time
when | took the microphone that it was such an elaborate position it would be hard to hire in from the outside.
Who do you hire? Who do you pick? Listening to the Mayor describe that position tonight, it’s very apparent
that when you brought this report forward, you knew that this was going to be an internal position. Just based
on the way you spoke tonight that you really can’t go outside. The others were internal. It will take six months
to look at applicants and another six months to screen. | feel like all along you were of the mindset that this
was an internal position. | feel we should be more forthright with that information because that’s not how | was
looking at it. | have some real concerns with promoting from within. There was a dialogue on a Facebook
page recently where people spoke. One of your aldermen, Jan, had posted the letter that the Mayor wrote and
it got a number of different responses from people expressing concerns, myself included. | Know Jan’s position
was: Ms. Kleiner, could we find anyone better? She’s so qualified, outstanding. Well, my position was the
only reason you say that is because you haven't looked at anyone else and you haven't screened any
applicants. How do you know? You haven't looked anywhere. Now | realize we’re really not going to look
anywhere probably.

I’m disappointed in that because | feel like it was a report done by the person doing the report who carves a
position for themselves in this management chain, which | don’t think that was what it was supposed to be. To
tell you the truth, | think the Alderman’s, Jan’s position was well, Laurie, you’ve spoken favorably of Ms.
Kleiner. | have. Just because | speak favorably and recognize that somebody works hard, doesn’t mean that |
would pick them for the management position to wear six hats. |’ve had some negative concerns too. Some |
keep to myself, some | don’t. But just because | didn’t come to the microphone to share the negatives doesn’t
mean that | am all on board with the title that you are lining up. | get concerned when people want to put words
in my mouth because | certainly think I’m a person who put my own words out there and don’t need that help.

The same was true at the coffee when the Mayor spoke about what was happening in the Assessing Office.
He really felt that the software issues were going to take care of the problems in the office and that | would
agree with that. | would not. Your budget in your Assessing Office is probably $600,000 in salaries. I’m very
concerned about people issues, and the people are the ones who create the cards. We don’t have magical
buttons in the software that do it. But the integration of the software is very important. | recognize that, and
there’s value in that in and there’s cost savings. The work that Ms. Kleiner is doing in there is great, but | think
the personnel issues are missed. | think we have nobody down there who can answer the technical questions
on assessing for when the public comes in. Nobody, because Kim doesn’t know that information and the
assessors are being isolated.

This last April 15, | attended a Carpenters Local 118 up in Manchester. It was about stand up to tax fraud.
Tax fraud today in the construction industry is a multi-billion dollar loss to cities and towns. It’s not a million
dollars for Nashua, but it’s a lot of money. Mayor Donchess was there because he thought it was that
important. Also the Mayor Joyce Craig up in Manchester was there. She put forth a resolution which I'd like to
pass out to the members and have you take a look at it. | would request that Mayor Donchess, if you approve
of it, and read it into the report, if he feels that it's a good idea to support Senate Bill 151, which deals with the
problem of tax fraud. A lot of money can be brought back into the coffers here when contractors play by the
rules.

You actually have people who live in Nashua better affected because they have worked for contractors.
People who live in Nashua who work in the area or in the state have had a problem with contractors not paying
them. That's a problem. When you don't get paid, it’s really bad. It’s not a union-non-union issue. It’s a
combined issued. We have contractors who actually work, and Mayor Donchess listened to them, that cannot
compete because they play by the rules. They can’t compete with people who don't play by the rules.

| would like to give this to you. This is a resolution from the City of Manchester. | know that Mayor Donchess
will make up his own resolution similarly maybe. Thank you very much.

| appreciated the Board’s approval tonight of the contract to keep baseball at Holman Stadium. It’s great
summer fun. Outstanding. Thank you.

Alderman Clemons

| just wanted to state for the record my full support of Kim Kleiner. | think she has done a wonderful job in her
position as the Mayor's Chief of Staff. | think that she is the best candidate for this position. | don’t feel that it
is necessary for the Board to go out looking for anyone else when you have the perfect person here. She has
my full support.

President Wilshire

| agree, Alderman Clemons. | think Ms. Kleiner has been quite an asset to the city. | think everyone here has
had an opportunity to work with her. She’s very competent and very nice.

Alderman Klee

Thank you, Alderman Clemons, for bringing that up. | would like to echo your comments. The truth be told, |
have spoken to a couple of people down there. Not many and not all of them, but it seems to be a much better
atmosphere. They all seem to be working much better under her tutelage or however you want to call it. |
agree. | think we are on the road to recovery, and thank you for pointing that out.

Tomorrow night, Wednesday, April 24"", at 7 p.m., the Infrastructure Committee will meet here in the
Chambers. All are welcome; lots of fun.
