11. Existing Utility Locations - Contractor's Responsibility

A. The location of existing underground services and utilities shown on the drawings is based
on available records. It is not warranted that all existing utilities and services are shown,
nor that shown locations are correct. The Contractor shall be responsible for having the
utility companies locate their respective utilities on the ground prior to excavating.

B. _ To satisfy the requirements of New Hampshire law, RSA 374, the Contractor shall, at
least 72 hours, exclusive of Saturdays Sundays and holidays, prior to excavation in the
proximity of telephone, gas, cable television and electric utilities, notify the utilities
concerned by calling "DIG SAFE" at telephone number: 1-888-344-7233.

C. The Contractor shall coordinate all work involving utilities and shall satisfy himself as to
the existing conditions of the areas in which he is to perform his work. He shall conduct
and arrange his work so as not to impede or interfere with the work of other contractors
working in the same or adjacent areas.

12. Cutting, Fitting and Patching

A. The Contractor shall do all cutting, fitting, or patching of his work that may be required to
make its several parts come together properly and fit it to receive or be received by work
of other Contractors, as shown upon or reasonably implied by the drawings and the
specifications for the completed structure, including all existing work.

B. The Contractor shall not endanger any work by cutting, digging, or otherwise and shall
not cut or alter the work of any other Contractor, save with the consent of the Engineer.

C. All holes or openings required to be made in new or existing work, particularly at pipe,
conduit, or other penetrations not covered by escutcheons or plates shall be neatly
patched. All such holes shall be made completely watertight as approved by the Engineer.

D. Size and locations of holes required in steel, concrete, or other structural or finish
materials for piping, wiring, ducts, etc., which have not been located and detailed on the
drawings shall be approved by the Engineer prior to layout and cutting thereof. All holes
shall be suitably reinforced as required by the Engineer.

E. Workmanship and materials of patching and repair work shall match the adjacent similar
work and shall conform to the applicable sections of the specification. Patches and joints
with existing work shall provide, as applicable in each case, visual, structural, and
waterproofing continuity.

SECTION 01150

MEASUREMENT AND PAYMENT

PART 1— GENERAL

1.1

A.

SUMMARY

Under the price specified to be paid for each item, the Contractor shall furnish all
labor, materials, equipment, plant, and perform all operations to complete all work as
indicated and specified. All supervision, overhead items, bond and permit costs,
protection and precautions and all other costs, incidental to the construction work,
complete, and as specified, are also included.

A complete, finished, working job, as intended by the general nature of these
Specifications, shall be produced whether or not any particular wording or direction is
omitted or inadvertently not clearly stated.

Measurement for payment shall be by the Engineer, except where noted elsewhere in
this Specification. Measurement for payment for lump sum items shall be on the
basis of percentage of work complete and in place.

Each unit or lump sum price stated in the Bid shall constitute full compensation as
herein specified for each item of work completed in accordance with the Drawings
and Specifications.

The prices for those items which involve excavation shall include compensation for
transportation and disposal of surplus excavated material at the City landfill and
handling water.

. The prices for all pipe items shall constitute full compensation for furnishing, laying,

jointing, and excavation and backfill; and clean up.

In all items involving excavation, the price shall be based on doing the entire
excavation in earth. Where rock is excavated, the price thereof shall be in addition to
the cost of excavating earth, and no deduction will be made in the amount for earth
excavation.

Unit prices submitted for various items of work will be utilized for determining prices
of any additional work necessary during construction.

Owner reserves the right to delete any item or modify estimated quantities without
penalty. Contractor shall make no claim as to lost profits or added costs due to
quantity adjustments or deletions.

Sewer Rehabilitation Program — Engineering Services

To approve the engineering services contract amendment with Hayner/Swanson,
Inc. of Nashua, NH in the amount of $243,585 for professional services for the
Sewer Rehabilitation program. Funding through Department 169 Wastewater;
Fund: Bond; Activity: Sewer Infrastructure Improvements.

The Board of Aldermen recently approved a sewer bond resolution for continued
work in addressing the City’s aging sewer infrastructure. The Engineering
Department manages the City’s sewer and drain collection systems rehabilitation
work, including CCTV, pipe lining, and pipe and structures replacement, including
planning, design, bidding, construction administration, and field inspection during
construction. The effort is significant and requires outside engineering support, and
we propose to engage Hayner/Swanson, Inc. of Nashua, NH to assist us.

The scope of services includes but is not limited to assisting with selecting priority
sewers based on sewer pipe video, coordinating with utility projects and the paving
program, preparing plans and specifications for bidding and most importantly
providing construction administration to ensure proper construction methods are
followed by the City’s contractors.

HSI has broad experience in similar sewer work. HSI's current work on the City’s
paving program makes the coordination of sewer, paving and utility projects more
efficient.

J. Unit prices listed shall be the basis of cost adjustment for additional items of work
required by a change order.

All prices shall include transportation and disposal of excess materials at the City

landfill as applicable.

L. Unit and lump sum prices shall reflect salvage value of all pipe materials and
appurtenances removed as part of the work.

M. All prices shall include costs related to filing and obtaining applicable licenses and
permits from local and state agencies.

PART 2 - DESCRIPTION OF PAY ITEMS

2.01

A.

SANITARY SEWER AND DRAIN ITEMS

REMOVE AND REPLACE EXISTING SEWER, DRAIN AND SEWER
SERVICE LINES

Measurement:

The quantity to be measured under the various subdivisions of ITEM 1 (A thru
L) for removal and replacement of existing sewer and drain lines will be
measured, complete-in-place, by the LINEAR FOOT along the completed
actual length of installed pipeline.

Payment:
The accepted quantity of sewer, drain or sewer service pipe installed shall be

paid for at the contract unit price under the appropriate subdivisions of ITEM
1 (A thru L) and shall constitute full compensation for removal and disposal of
the existing sewer pipe and surplus material from the pipe bedding and sand
blanket, and furnishing and installing a new PVC pipe of the appropriate size
and material, including but not limited to handling of existing storm and
wastewater flows, by- pass pumping, excavation, pipe bedding and sand
blanket, backfill, removal and disposal of surplus and unsuitable materials at
the City landfill, testing and video inspections, furnishing all materials, labor,
tools, and equipment necessary to complete the work complete in place, all as
specified in these Specifications and as directed by the Engineer.

NOTE:

1. The restoration of the pavement and base course gravels shall be paid for
separately under the appropriate ROADWAY RESTORATION contract
items.

2. Removal and disposal of existing asbestos pipe shall be paid for under
ITEM 3 in addition to the payment under the various subdivisions of ITEMS
1 (A thru L).

POINT REPAIR OF EXISTING SEWER AND DRAINS

Measurement:

The quantity to be measured under the various subdivisions of ITEM 2 (A thru
D) will be the actual number of point repairs measured by the EACH,
complete-in-place, as specified in these Specifications and as directed by the
Engineer. The depth for pay items shall be measured from the existing grade to
the sewer pipe invert.

Payment:
The accepted quantity of point repair items shall be paid for at the contract unit

price under the appropriate subdivisions of ITEM 2 (A thru D) and shall
constitute full compensation for cutting, removal and disposal of the existing
damaged sewer or drain pipe up to 10 linear feet, the removal and disposal of
surplus material from the pipe bedding and sand blanket, the installation of a
new PVC sewer main of the appropriate size with specified couplings,
furnishing all materials, labor, tools, and equipment necessary to complete the
work, including but not limited to handling of existing wastewater flows, by-
pass pumping, excavation, backfill, removal and disposal of old pavement,
surplus material and other unsuitable materials at the City landfill, pipe
bedding and sand blanket, complete in place as indicated on the drawings
and/or as specified including all work incidental thereto and not specifically
included for payment under other items, all as specified in these Specifications
and as directed by the Engineer.

NOTE:
1. The length of the repair up to 10 linear feet shall be shall be measured as 10
linear feet, and paid as one (1) point repair. If in the opinion of the
Engineer the repair requires more than 10 linear feet of new pipe repair,
then the unit price will be increased by 10% for every foot of new point
repair in excess of 10 linear feet up to 20 linear feet in length. If the repair
exceeds 20 linear feet, the first 20 linear feet will be paid as two (2) point
repairs, and the remainder shall be paid at the unit price per foot under the
appropriate subdivision of Item 1 (A thru L).
The restoration of the pavement and base course gravels shall be paid for
separately under the appropriate ROADWAY RESTORATION contract
items.

IN

REMOVAL & DISPOSAL OF EXISTING ASBESTOS PIPE (ALL SIZES UP
TO 18” DIAMETER)

Measurement:

The quantity to be measured under ITEM 3 for removal and disposal of
existing asbestos pipe will be measured by the LINEAR FOOT along the
completed actual length of pipeline removed and properly disposed of at the
City landfill.

Payment:
The accepted quantity of asbestos sewer, asbestos drain or asbestos sewer

service pipe removed shall be paid for at the contract unit price under ITEM 3,
and shall constitute full compensation for removal and disposal of the existing
asbestos pipe of all sizes up to 18” diameter by specially trained and
competent personnel including handling, bagging and disposal of asbestos
containing materials (ACMs) at the City landfill, furnishing all protective gear
for personnel, materials, labor, tools, and equipment necessary to complete the
work, all as specified in these Specifications and as directed by the Engineer.

NOTE:

1. Properly bagged asbestos containing materials (ACMs) may be delivered
and disposed of at the Nashua Landfill. The tipping fee will be waived for
disposal of this material.

2. Removal and disposal of existing asbestos pipe shall be paid for under

ITEM 3 in addition to the payment under the various subdivisions of
ITEMS 1 (A thru L) and ITEMS 2 (A thru D).

D. 6” PVC CHIMNEY
Measurement:
The quantity to be measured under ITEM 4 will be the actual number of 6”
PVC Chimneys constructed by the VERTICAL FOOT, complete-in-place, as
specified in these Specifications and as directed by the Engineer.

Payment:

The accepted quantity of 6” PVC Chimneys constructed shall be paid for at the
contract unit price under ITEM 4, and shall be full compensation for the
removal and disposal of the existing chimney, and the construction of the new
chimney, including all pipe, fittings, miscellaneous forming and concrete, and
all labor, tools and any other equipment necessary to complete the work as
specified and as directed by the Engineer.

E. SANITARY WYE OR SEWER SERVICE SADDLE OR CORED OPENING
Measurement:
The quantity to be measured under the various subdivisions of ITEM 5 (A thru
E) will be the actual number of sanitary wyes, sewer service saddles or cored
openings constructed and measured by the EACH, complete-in-place, as
specified in these Specifications and as directed by the Engineer.

Payment:
The accepted quantity of wyes, sewer service saddles or cored openings

constructed shall be paid for at the contract unit price under the appropriate
subdivisions of ITEM 5 (A and E), and shall be full compensation for
furnishing and installing wyes, including all labor, tools and any other
equipment necessary to complete the work as specified and as directed by the
Engineer.

F. REPLACE OR CONSTRUCT SEWER MANHOLE (4-FOOT & 5-FOOT DIA.)
Measurement:
The quantity to be measured under the various subdivisions of ITEM 6 (A and
B) for replacing or constructing new sewer manholes will be measured by the
VERTICAL FOOT as measured from the lowest invert to the top of the
manhole casting, complete-in-place, as specified in these Specifications and as
directed by the Engineer.

Payment:
The accepted quantity of sewer manholes new or replaced shall be paid for

at the contract unit price under ITEM 6 (A and B), and shall constitute full
compensation for removal and disposal of the existing sewer manhole,
constructing new pre-cast sewer manhole, furnishing and installing 30”
diameter frame and cover, complete in place as indicated on the drawings
and/or as specified, including furnishing all materials, labor, tools, and
equipment necessary to complete the work, including but not limited to
handling of existing wastewater flows, by-pass pumping, excavation,
backfill, manhole bedding, removal of excess and unsuitable materials at the
City landfill, manhole vacuum testing, and all work incidental thereto and
not specifically included for payment under other items.

NOTE: Connecting existing pipes to new sewer manholes will be paid
separately under Items 6I.

G. CONSTRUCT SINGLE SEWER MANHOLE AT POINT REPAIR LOCATION
(4-FOOT DIA)
Measurement:
The quantity to be measured under ITEM 6C for replacing or constructing new
sewer manholes will be measured by the VERTICAL FOOT as measured from
the lowest invert to the top of the manhole casting, complete-in-place, as
specified in these Specifications and as directed by the Engineer.

Payment:
The accepted quantity of sewer manholes new or replaced shall be paid for

at the contract unit price under ITEM 6C, and shall constitute full
compensation for removal and disposal of the existing sewer manhole,
constructing new pre-cast sewer manhole, furnishing and installing 30”
diameter frame and cover, complete in place as indicated on the drawings
and/or as specified, including furnishing all materials, labor, tools, and
equipment necessary to complete the work, including but not limited to
handling of existing wastewater flows, by-pass pumping, excavation,
backfill, manhole bedding, removal of excess and unsuitable materials at the
City landfill, manhole vacuum testing, and all work incidental thereto and

manhole or catch basin will be paid separately under Items 6I.

H. SEWER MANHOLE INTERNAL DROP ASSEMBLY
Measurement:
The quantity to be measured under ITEM 6D will be the actual number of PVC
internal drop assemblies constructed by the VERTICAL FOOT, complete-in-
place, as specified in these Specifications and as directed by the Engineer.

Payment:
The accepted quantity of internal drop assemblies constructed shall be paid for

at the contract unit price under ITEM 6D, and shall be full compensation for
the removal and disposal of the existing drop assemblies, and the construction
of the new internal drop assemblies, including all pipe and fittings of the
appropriate size, miscellaneous stainless straps and anchor bolts, by-pass
pumping and all labor, tools and any other equipment necessary to complete
the work as specified and as directed by the Engineer.

I. MANHOLE INVERT RECONSTRUCTION
Measurement:
The quantity to be measured under ITEM 6E will be the actual number of
manhole inverts reconstructed measured by the EACH, complete-in-place, as
specified in these Specifications and as directed by the Engineer.

Payment:
The accepted quantity of manhole invert reconstruction shall be paid for at the

contract unit price under ITEM 6E, and shall be full compensation for the
demolition of the existing invert and the reconstruction of the new brick invert,
by-pass pumping, decanting and disposal of debris at the City landfill and all
labor, tools and any other equipment necessary to complete the work as
specified in these Specifications and as directed by the Engineer.

J. FIND, UNCOVER AND/OR REPLACE EXISTING SEWER MANHOLE FRAME
& COVER
Measurement:
The quantity to be measured under ITEM GF shall be by the actual number of
existing manhole frames and covers uncovered and raised to grade measured
by the EACH, complete-in-place, as specified in these Specifications and as
directed by the Engineer.

Payment:
The accepted quantity of existing sewer manhole frames and covers uncovered

and raised to grade shall be paid for at the contract unit price under ITEM 6F,
and shall be full compensation for excavation, backfill, removal and disposal of
the old pavement and other unsuitable materials at the City landfill; raising the
frame and cover to grade with brick courses, furnishing and installing if
necessary a new City standard frame and cover provided by the City, and all

K. CATCH BASIN CASTING (DOUBLE GRATE)
Measurement:
The quantity to be measured under ITEM 6G shall be by the actual number of
catch basin castings (Double Grate) by the EACH, complete-in-place, as
specified in these Specifications and as directed by the Engineer.

Payment:
The accepted quantity of catch basin castings (See Double Grate Detail on

Plans) shall be paid for at the contract unit price under ITEM 6G, and shall be
full compensation for furnishing and installing double grate catch basin
castings, and all labor, tools and equipment necessary to complete the work as
specified in these Specifications and as directed by the Engineer.

L. CONNECT NEW SEWER OR DRAIN TO EXISTING MANHOLE OR CATCH
BASIN WITH EXISTING HOLE

Measurement:

The quantity to be measured under ITEM 6H will be the actual number of
sewer line connections to existing manholes measured by the EACH,
complete-in-place, as specified in these Specifications and as directed by the
Engineer.

Payment:
The accepted quantity of sewer line connections to existing manholes shall be

paid for at the contract unit price under ITEM 6H, and shall be full
compensation for connecting new sewer line to existing manhole,
modifications to the pipe to manhole joint to form a watertight connection, by-
pass pumping, decanting and disposal of debris at the City landfill and all
labor, tools and any other equipment necessary to complete the work as
specified in these Specifications and as directed by the Engineer.

M. CONNECT EXISTING SEWER LINE OR DRAIN LATERAL TO NEW
MANHOLE OR CATCH BASIN
Measurement:
The quantity to be measured under ITEM OI will be the actual number of
connections of existing sewer lines or drain laterals of any size up to 18-inch
diameter to new manholes measured by the EACH, complete-in-place, as
specified in these Specifications and as directed by the Engineer.

Payment:
The accepted quantity of existing sewer line or drain lateral connections to new

manholes shall be paid for at the contract unit price under ITEM 6I, and shall
be full compensation for pipe materials, couplings and fittings of the
appropriate size to connect up to six (6) linear feet of existing sewer or drain
lateral to the new manhole, including necessary excavation, backfill, by-pass
pumping, decanting and disposal of debris at the City landfill and all labor,
tools and any other equipment necessary to complete the work as specified in
these Specifications and as directed by the Engineer.

Note: Pipe replacement in excess of 6 linear feet will be paid for under the
various subdivisions of ITEM 1 (A thru L).

N. REPLACE OR CONSTRUCT CATCH BASIN
Measurement:
The quantity of catch basins and leaching catch basins replaced or constructed
under ITEM 7A and ITEM 7B will be measured complete-in-place by the
VERTICAL FOOT as measured from the interior bottom of the structure
(sump) to the top of the frame and grate casting, complete-in-place, as
specified in these Specifications and as directed by the Engineer.

Payment:
The accepted quantity of catch basins replaced or constructed shall be paid

for at the appropriate contract unit price under ITEM 7A and ITEM 7B, and
shall constitute full compensation for removal and disposal of the existing
catch basin, constructing new pre-cast catch basin, furnishing and installing
specified frame and grate, furnishing and installing the specified oil/water
separator (The Eliminator®), complete in place as indicated on the drawings
and/or as specified, including furnishing all materials, labor, tools, and
equipment necessary to complete the work, including but not limited to
excavation, dewatering, backfill, removal of unsuitable materials at the City
landfill, and all work incidental thereto and not specifically included for
payment under other items.

O. CONSTRUCT LEACHING CATCH BASIN (4-FOOT DIAMETER) INCLUDING
STONE & GEOTEXTILE FABRIC

Measurement:
The quantity of leaching catch basins under ITEM 7C will be measured
complete-in-place by the VERTICAL FOOT as measured from the interior
bottom of the structure (sump) to the top of the frame and grate casting,
complete-in-place, as specified in these Specifications and as directed by the
Engineer.
