This letter is to inform you that the City of Everett has been working with Nesra
Engineering (Nesra) and Arsen Hambardzumian for over ten years on a variety of public
projects ranging from rail trails to parks and stadiums. Arsen and his team continue to do
great work for the City of Everett and our community. Some of the services provided to
date include Master Planning, Design, Permitting, Construction Administration, Resident
Engineering Services, Peer Review, and Owner’s Project Management Services.
Nesra has provided the design, permitting and construction administration services for
Glendale Park, Everett Memorial Stadium, Bike to Sea — Rail Trail, Madeline English
School, The Meadows (Phases I & II), Swan Street Park (Phases I & II), Staff Sargent
Herman A, Day Park, and Sacramone Park. From a Master Planning perspective, Arsen
has provided his services for 7 Acre Park, Glendale Park, 9-11 Memorial Plaza, Park
Road Plaza, Colburn Terrace, Beautification Way, as well as other projects. We have also
used Nesra’s expertise to provide Peer Review Services on projects like Florence Street.
In one of our most recent projects, Sacramone Park, Mr. Hambardzumian conducted
several rounds of community outreach, met with the neighbors, little league, high school
athletic director, coaches and other staff to evaluate the proposed use and designed the
facility to meet their needs.
As evident from the number of projects completed by Nesra Engineering, the City has a
great working relationship with Mr. Hambardzumian and his company. We continue to
use Arsen because of his excellent communication skills, design & creative prowess, and
his ability work well with our community members, Nesra continues to provide unique
and innovative features at each facility while addressing the needs of a diverse
community. We highly recommend Nesra Engineering and their services.

To Whom It May Concern:
The Taunton Public Schools recently installed eight new tennis courts on our high school
campus. As with many municipalities throughout the Commonwealth, a project of this scope
does not come without its critics. However, that was not case for us thanks to our close working
relationship with NESRA Engineering.
Working with NESRA Engineering and Arsen Hambardzumian, the Taunton Public Schools was
able to keep the general public well informed from of the project from start to finish. Arsen and
his staff were very hands-on, especially when it came to addressing the general concerns of the
neighbors residing near the campus. NESRA presented before our school committee and also
participated in several public outreach meetings. This level of attention to detail helped to garner
community support.
Arsen and his staff were on site daily to look after our best interests. This type of oversight
helped to make certain that the project was completed to our specifications and that no corners
were cut. However, due to an unforeseen land condition, a change order was submitted to
address a draining issue. Arsen and his team presented our administration with several solutions
to remedy the issue. For each solution, NESRA shared the pros and cons. This was very helpful
in helping to facilitate a well informed decision. Overall, the project did come in over budget due
to the change order, however, NESRA’s fee was within budget.
What I have found to separate NESRA Engineering from others that I have worked with is their
superior service and their ability to meet the needs of our community. Their willingness to work
hand-in-hand with our administration cannot be overstated. Please do not hesitate to contact me
should additional information be needed.

Nesra Engineering has completed multiple projects for the Town of Burlington, specifically, for
the School Department. As the Director of Finance and Operations | worked directly with Arsen
Hambardzumian, P.E. of Nesra Engineering on 5 projects, ranging from athletic facilities to ADA
accessible walkways, ramps, lighting, etc. All of the projects were completed through the public
procurement process. As part of the process permitting was required for the athletic facilities renovation
project as well as the pedestrian walkway and lighting project. Nesra prepared presentation documents,
notified the abutters, met with the abutters and the local conservation commission and presented the
project to the satisfaction of all parties involved. ’
Nesra assisted with the bids of the projects, contractor selections, and provided construction
administration. The projects were completed on time and on budget. We are extremely satisfied with the
completed work and would highly recommend Nesra based on our experience working with the company.

Can you please verify if the City is requiring a landscape
architecture firm to be the prime? Or is a civil engineering firm
acceptable to prime?
Please see Page 9 of RFP, Scope of Work (page 1 of 2) 2nd
paragraph:
Professional Services expertise shall landscape architecture
with a focus on athletics, civil engineering, and geotechnical
engineering. At this time architectural, survey, and electrical
engineering services are not anticipated. The LA/CE disciplines
should be able to provide general layouts of storage facilities,
etc. using past experience on similar type projects.
For the purposes of this project, a civil engineering firm is
acceptable to be the prime as long as they have performed this
work in the past and have examples and references for past
work.
