SECTION 01310

PROJECT COORDINATION AND MEETINGS

PART 1 - GENERAL

PRECONSTRUCTION CONFERENCE

A.

CONTRACTOR shall not commence Work until a preconstruction conference
with representatives of ENGINEER, and OWNER is held. This preconstruction
meeting will be arranged by OWNER and is intended to establish lines of
communication between the parties involved. The time and place of the
preconstruction meeting will be determined at least one week prior to the start
of Work.

PROGRESS MEETINGS

A.

CONTRACTOR shall make arrangements for regular progress meetings. The
meetings will be held to review the construction progress, to discuss upcoming
work, to make necessary adjustments to schedules, to discuss submittals,
changes and substitutions, and to discuss other items affecting the Project.
OWNER or ENGINEER will preside at progress meetings.

Attendees at the progress meetings shall include CONTRACTOR, ENGINEER,
OWNER, major subcontractors, suppliers, and representatives from the New
Hampshire Department of Environmental Services as appropriate to discuss
agenda topics for each meeting.

JOB SITE ADMINISTRATION

A.

CONTRACTOR shall supervise, inspect and direct the Work competently and
efficiently, applying such skills and expertise to perform the Work in
accordance with the Contract Documents. CONTRACTOR shall be solely
responsible for the means, methods, techniques, sequences and procedures of
construction, and shall be responsible to see that the completed Work
complies with the requirements set forth in the Contract Documents.

CONTRACTOR shall keep a competent and authorized supervisory
representative at each work location during all working hours who shall act as
the agent of CONTRACTOR.

CONTRACTOR’s supervisory representative shall be a competent English-
speaking superintendent capable of reading and thoroughly understanding the
Drawings and Specifications, with full authority to fulfill CONTRACTOR’s duties
and responsibilities on the job. If, in the opinion of OWNER or ENGINEER, the
supervisory representative or any of his/her successors proves incompetent,

not conscientious, or not industrious, then CONTRACTOR shall replace the
supervisory representative upon written request of OWNER or ENGINEER.

D. CONTRACTOR shall only employ competent individuals on the job. Whenever

OWNER or ENGINEER notifies CONTRACTOR in writing that, in his/her
opinion, any individual on the job, whether employed by CONTRACTOR or any
of the subcontractors imperils the safety of others or is incompetent,
unfaithful, disorderly, or otherwise unsatisfactory, such individual shall be
discharged from the Contract work and shall not be employed on it, except
with the written consent of OWNER.

SECTION 01320

SURVEY CONTROL

PART 1 - GENERAL

1.1 SURVEY REFERENCE POINTS

A.

OWNER has established survey control points around the Site for construction
horizontal and vertical control. OWNER shall provide survey control point
information to the CONTRACTOR once the contact is awarded.

CONTRACTOR shall safeguard all survey control points. Should any of these
points be destroyed, then the replacement cost will be borne by CONTRACTOR.
CONTRACTOR shall assume the entire expense of rectifying work improperly
constructed due to failure to maintain and protect established survey control
points.

12 QUALIFICATIONS

A.

CONTRACTOR shall employ competent personnel to provide the surveying
functions necessary for the proper construction of the Work. CONTRACTOR
shall be responsible for the layout of all grid coordinate locations, lines, grades,
and levels necessary for the proper construction and testing of the Work called
for in the Drawings and Specifications, at no additional cost to OWNER.

13 SURVEY REQUIREMENTS

A.

CONTRACTOR shall make all measurements and check all dimensions
necessary for proper construction in accordance with the Drawings and
Specifications. During the execution of the Work, CONTRACTOR shall make all
necessary measurements to prevent misalignment of said Work, and shall be
responsible therefore for the accurate construction of the Project.

CONTRACTOR shall be responsible for providing a surveyor to measure
quantities for payment. Prior to submitting an application for payment,
OWNER’s field representative shall approve measured quantities for payment.
OWNER reserves the right to employ a surveyor to check CONTRACTOR’s
measurements prior to payment.

CONTRACTOR and/or CONTRACTOR’s surveyor shall keep and update Record
Drawings throughout the project, which shall be available to view by OWNER
and ENGINEER.

PART 3 - EXECUTION

3.1

GENERAL

A.

CONTRACTOR shall obtain as-built elevation information using the site
coordinate system and datum (in the New Hampshire State Plane coordinate
system, vertical datum NAVD-88, as indicated on the Drawings).

The survey equipment used shall have a precision to the 0.01 feet.

As-built information shall include horizontal and vertical coordinate

information for the following:

1. All gas collection and control system pipes (solid and perforated) at 50
foot increments, at all changes in grade, and at all fitting locations;

2. All vertical gas extraction wells installed;

3, Pipe connection locations; and

4. Road crossing culverts.

As-built drawings shall be prepared using computer aided drafting software
and saved in .dwg format. The electronic file shall contain the survey points
used to generate the drawing.

As-built drawings are to be provided within 30 days of issuance of a
“Certificate of Substantial Completion.”

CONTRACTOR will provide ENGINEER with required as-built survey data with
progress payment requests. ENGINEER will not approve applications for
progress payments for payment, if the required as-built data does not reflect
site conditions through the requisition period. Final payment will not be made
until the as-built survey data has been reviewed and approved by ENGINEER.

SUBMITTALS

PART 1 - GENERAL

DESCRIPTION

A.

This section specifies the general requirements and procedures for preparing
and transmitting data to ENGINEER for their information or review.
CONTRACTOR shall deliver all submittals to ENGINEER in a form acceptable to
ENGINEER.

CONTRACTOR’S DRAWINGS

The Drawings shall show the general arrangement and details as necessary to
provide a comprehensive description of the work to be performed.

As indicated below, CONTRACTOR shall prepare shop and working drawings,
for temporary and permanent work, and for the proposed methods of
construction as required under the applicable sections of the Specifications,
complete with all relevant calculations, descriptions, technical, and
performance data, as necessary to adequately perform the Work.
CONTRACTOR shall take responsibility for such drawings and for the safe and
successful construction of the Work.

Shop drawings shall be presented in a clear and thorough manner, complete
with respect to dimensions, design criteria, materials of construction,
manufacturer, and like information to enable ENGINEER to review information
as required.

Sheet size: 8% inches x 11 inches or larger, as required.

CONSTRUCTION PROGRESS SCHEDULES

A.

CONTRACTOR shall submit progress schedules in a format that displays the
timeframes for each Work item using individual horizontal bars. The schedule
shall include a separate bar for each major operation, identifying the first and
last workday of each operation. The schedule shall show the complete
sequence of construction activities, identify the Work of separate stages, the
projected percentage of completion for each item of Work at the time of each
Application for Payment, submittal dates for shop drawings, product data, and
samples, and product delivery dates, including those furnished by OWNER (if

any).

CONTRACTOR shall update the construction progress schedule every two
weeks during the project to reflect the Work completed and any changes in the
schedule.

C. The schedule shall account for ENGINEER’s Contract Administration and
quality control responsibilities.

PRODUCT DATA

A. CONTRACTOR shall submit copies of product data sheets as required in the
Specifications. CONTRACTOR shall clearly mark each copy of product data
sheets to identify applicable products, models, options, and other data.

MANUFACTURER'S INSTRUCTIONS

A. Where required in individual Specifications, CONTRACTOR shall submit the
manufacturer’s printed instructions for delivery, storage, assembly,
installation, adjusting, and finishing, in quantities specified for the product
data.

SAMPLES

A. Samples shall be clearly identified as to material, manufacturer, and pertinent
catalog numbers, and use for which intended, and shall be of sufficient size and
quantity to clearly illustrate functional characteristics of item, with integrally
related parts and attachment devices.

CONTRACTOR RESPONSIBILITIES
A. Review shop drawings and samples prior to distribution.

B. Determine and verify:
1. Field measurements;
2. Field construction criteria;
3. Catalog numbers and similar data; and
4. Conformance to Specifications.

C. Coordinate each submittal with the requirements of the Work and of the
Contract Documents.

D. Notify ENGINEER in writing, at time of submission, of any deviations in the
submittal from the requirements of Contract Documents. Any such deviations
permitted by ENGINEER will require modifications to the Contract Documents.

E. Begin no fabrication or Work that requires submittals until submittals have
been reviewed and accepted by ENGINEER.

SUBMISSION REQUIREMENTS

A. Submittals should be provided electronically. If a paper copy must be
submitted, then one copy may be submitted to ENGINEER promptly in
accordance with approved schedule and in such sequence as to cause no delay
in Work.

1.9 RESUBMISSION REQUIREMENTS
A. CONTRACTOR shall make any and all corrections or changes in submittals
required by ENGINEER, and resubmit revised versions. Submittals shall not be
accepted until ENGINEER reviews and approves of revised versions.
B. Shop drawings:
1. Revise initial shop drawings and resubmit as requested by ENGINEER;
and
2. Indicate any changes that were made other than those requested by
ENGINEER.

SECTION 01450

QUALITY CONTROL

PART 1 - GENERAL

1.1 GENERAL QUALITY CONTROL

A.

CONTRACTOR shall maintain quality control over the _ suppliers,
manufacturers, products, services, site conditions, and workmanship to
produce Work of specified quality.

CONTRACTOR shall comply with industry standards except when more
restrictive tolerances or specified requirements indicate more rigid standards
or more precise workmanship.

CONTRACTOR shall account for quality control practices in his/her bid pricing
and schedule. No adjustments to the Contract price or schedule will be made
for CONTRACTOR’s failure to provide the requisite quality control.

12 OBSERVATION AND TESTING

A.

The Work shall, at all times, be subject to the observation of OWNER and/or
ENGINEER. Observation or non-observation of OWNER and/or ENGINEER
shall not relieve CONTRACTOR from his/her contractual obligation to furnish
work and material as required, and properly complete the Work in accordance
with the Drawings and Specifications. If OWNER or ENGINEER considers that
the Work is not properly accomplished, then he/she may condemn or reject all
or any part of the Work and any materials or equipment incorporated in it. If
any material, equipment, or work is condemned or rejected by OWNER or
ENGINEER, then CONTRACTOR shall bear all expenses for removal and proper
replacement of such material, equipment, or work, and replacing any Work by
others that is adversely affected by removal and proper replacement of
improper Work by CONTRACTOR.

OWNER shall retain ENGINEER to perform limited construction observation.
These services will be performed in accordance with the requirements of
governing authorities to establish whether the Work is completed in
accordance with the Drawings and Specifications.

CONTRACTOR shall cooperate with ENGINEER during all testing and sampling
activities and furnish tools, equipment, samples of materials, and assistance as
requested.

CONTRACTOR shall allow ENGINEER ample time and opportunity for observe

the materials used in the Work. CONTRACTOR shall advise ENGINEER
promptly upon placing orders for materials so that arrangements may be
