Please see attached communications from Daniel Hudson, City Engineer, dated March 24, 2022 for project
specific details related to this purchase. Below please find a summary of the purchase approval request:

Ordinance: Pursuant to § 5-78 Major purchases (greater than $25,000) A. All supplies and
contractual services, except as otherwise provided herein, when the estimated
cost thereof shall exceed $25,000 shall be purchased by formal, written contract
from the lowest responsible bidder, after due notice inviting bids.

A competitive bidding IFB for this project was issued on 1/24/2022 and the following bids were received:

2022 Sewer Replacement Project

To approve the award the construction contract for the 2022 Sewer Replacement Project
to SUR Construction West, Inc. of Winchester, NH in the amount of $2,135,950,
contingent upon bond approval. Funding will be through: Department: 169 Wastewater;
Fund: Bond; Activity: Sewer Rehab.

The annual sewer program addresses failing, aged sewers and associated structures and
piping. The 2022 Sewer Replacement Project will replace approximately 4,000 linear feet
of sewer mains along with associated drainage structures and pipes. The contract includes
work on Blanchard St, Clement St, Donna St, Fairview Ave, Kendrick St, Kern Dr, Pike
St, Sunshine Ct and 12" St, along with miscellaneous other locations throughout the City,
Construction is expected to start in May.

Four bids were received on February 10" as follows:

Jennings Excavation, Inc. of Hollis, NH $2,076,630.25
SUR Construction West of Winchester, NH $2,135,950.00
Defelice Corporation of Dracut, MA $2,687,820.50
N Granese & Sons, Inc. of Salem, MA $3,262,920.00

Jennings Excavation, the low bidder, is a well-established local contractor; however,
upon review of their bid concerns were noted with pricing on certain items. A meeting
was held with Jennings on February 22" to discuss the City’s concerns, and upon further
consideration Jennings requested to withdraw their bid on February 23". The City
approved withdrawal of their bid and release of their bid bond without prejudice.

The second lowest bid received was from SUR Construction West, who performed well
on recent sewer replacement projects for the City and we recommend proceeding with
award to them, contingent on approval of associated sewer bonding authority.

ADDENDUM No, 1

2022 Sewer Replacement Project

Addendum No. 1 is being issued to modify the work as depicted on Plan Sheet #4 (Clement
Street), and to respond to a question raised during the pre-bid meeting:

I. REVISED PLAN SHEET 4 of 17

Please be advised that Plan Sheet #4 - Clement Street has been revised to address
concerns related to the 16-inch water line installation, and the addition of a 12-inch
gate valve and air release assembly. A revised SHEET 4 of 17 is attached for use by
Bidders (See attached PDF).

2. MEASUREMENT AND PAYMENT ~ ITEM IJ

Please be advised that the description for Pay Item IJ has been revised. The revision
applies only to PAY ITEM IJ as follows:

2.01 SANITARY SEWER AND DRAIN ITEMS ©

MEASUREMENT AND PAYMENT FOR ITEM 1:

Measurement:

The quantity to be measured under ITEM 1J for partial removal and replacement of
existing sewer line will be measured, complete-in-place, by the LINEAR FOOT along
the completed actual length of installed pipeline.

Payment:
The accepted quantity of sewer pipe installed shall be paid for at the contract unit price

under ITEM IJ and shail constitute full compensation for removal and disposal of
portions of the existing sewer pipe and surplus material from the pipe bedding and sand
blanket, and furnishing and installing a new 18-inch diameter PVC pipe (ASTM F679
- PS115), including but not limited to handling of existing wastewater flows, by- pass
pumping, excavation, pipe bedding and sand blanket, backfill, removal and disposal of
surplus and unsuitable materials at the City landfill, testing and video inspections,
furnishing all materials, labor, tools, and equipment necessary to complete the work
complete in place, all as specified in these Specifications and as directed by the
Engineer.

In addition, Pay Item IJ shall include the following work related to the Pennichuck
Water Works (PWW) requirements for the shut down and proposed sewer crossing of
the existing 16-inch diameter water main as follows:

The Contractor shall submit a detailed Work Plan, Traffic Control Plan (TCP),
and a Schedule for review and approval by the City and PWW at least three (3)
weeks in advance of the work.

The Contractor shall furnish and install a 12-inch gate valve including necessary
pipe, fittings and couplings in the existing water main at a location approximately
100 feet south on the 16-inch water main crossing. The new valve is located in a
grass shoulder alongside Daniel Webster Highway, and shall be “cut-in” to the
existing 12-inch cast iron main. A 2-inch air release assembly is also required at
this location (See Detail).

Prior to crossing the existing 16-inch water main and after shut down, the
Contractor shall cut and remove a portion of the 16-inch water main. The length
of existing 16-inch main to be removed is approximately 30 linear feet, and shall
span the sewer trench excavation to a point 3-feet minimum beyond the limits of
the trench excavation on each side. The existing 16°x16” Tee shall be removed
and salvaged to PWW.

The sewer main shall then be installed and backfilled in accordance with the
project specifications. In addition, backfill under the 16-inch water main shall
conform to the details on the plan, and shall consist of crushed gravel (NHDOT
Item 304.3), compacted in 12-inch lifts to 95% ASTM D1537, Method C.

The water main shall then be reconnected with approximately 30 linear feet of 16-
inch Class 52 Ductile Iron (Zinc Coated) water main, bell clamps at all water
main joints, and two (2) solid sleeves.

Water main bedding, backfill and all materials and workmanship shall conform to
the requirements of “Pennichuck Water Works, Technical Specifications for
Water Main, Hydrant and Service Installation, latest edition”.

All work associated with the water main including the “cut-in” 12-inch gate valve
installation shall be considered incidental to and included in the 18-inch sewer
line unit price (Item 1]).

Any PWW fees shall be paid directly by the City.

Note:
« The restoration of landscape areas, and pavement and base course gravels
shall be paid for separately under the appropriate ROADWAY
RESTORATION contract items.

« Flowable fill of the remaining 18-inch sewer left in place shall be paid for
under Pay Item 8 - Flowable Fill for Pipe Abandoned in Place.
