BYPASS PUMPING

Bypass pumping shall usually be made by plugging the upstream manhole and
pumping the sewage into the downstream manhole, or by pumping into an
alternate sewer system of adequate capacity to handle the additional sewage flow.
The pump and bypass lines shall be sized to handle the anticipated flows.

Contractor shall investigate and determine the purpose and source of all lateral
connections. Methods shall include, but are not limited to, internal inspections
within adjacent buildings, smoke testing and dye testing. Contractor shall record
location, size, material and relative invert elevation of each lateral connection with
respect to the pipeline. Contractor shall note presence of floor drains or other
outlet pipes in adjacent buildings. Contractor shall obtain written approval from
the Owner prior to any testing and/or building entry. Contractor shall verify that
lateral connections have been installed according to plumbing codes and have
traps to prevent the migration of odors into buildings.

3.02 INSTALLATION PROCEDURES

A.

INSTALLATION

Installation of the liner shall be through existing or new manholes. Excavation for
liner insertion shall not be permitted except to remove and replace the manhole
cones, if necessary and/or required.

WATER

Where water is used for insertion and curing processes it may be supplied from
existing fire hydrants. The Contractor shall make arrangements for obtaining
water.

RESIN IMPREGNATION

1. The Contractor shall designate a location where the liner tube will be
impregnated with resin prior to installation. The liner tube shall be
impregnated by vacuum or other approved means. The Contractor shall allow
the Owner and Engineer to inspect the materials and “wet out” procedure. A
resin and catalyst system compatible with the requirement of this method shall
be used.

2. Materials shall be transported to, and stored at, the site in such a manner that
they will not be damaged, exposed to direct sunlight, or result in any public
safety hazard. All materials shall be subject to inspection and review by the
Engineer prior to installation.

LINER INSERTION

The impregnated tube shall be inserted through existing or new manholes and the
application of a hydrostatic head, compressed air, or other means sufficient to fully
extend it to the next designated manhole. The liner shall be installed at a rate
greater than 3 feet per minute and less than 10 feet per minute.

The Contractor shall ensure that the pressure in the liner exceeds both the pressure
due to the groundwater head and any pressure due to sewage in laterals or
connecting side sewers

A pre-liner may be installed prior to liner inversion in sewers with infiltration or
missing pipe sections.

CURING

1. After insertion of the tube is complete, the Contractor shall provide a suitable
heat source and distribution system to circulate hot water, air, and/or steam
through the pipe as recommended by the manufacturer. The equipment shall
be capable of delivering hot water, air, and/or steam to uniformly raise the
temperature above that required to cure the resin. This temperature shall be
determined by the manufacturer based on the resin/catalyst system employed.

2. The heat source piping shall be fitted with suitable continuous monitoring
thermocouples to gauge the temperature of the incoming and outgoing curing
medium. The temperature of the curing medium shall meet the requirements
of the resin manufacture as measured at the heat source inflow and outflow
return lines. Additional continuous monitoring thermocouples shall be placed
between the impregnated felt tube and the pipe invert at the manholes. The
curing medium temperature in the line during the cure period shall be as
recommended by the resin manufacturer. Care shall be taken during the
elevated curing temperature so as not to over stress the liner materials.

3. Initial cure shall be deemed to be completed when inspections of the exposed
portions of liner appear to be hard and sound and the remote temperature
sensor indicates that the temperature is of a magnitude to realize an exotherm.
The cure temperature shall be held for the period recommended by the resin
manufacture, during which time the distribution and control of the curing
medium shall continue. Curing the CIPP shall consider the host pipe material,
resin/catalyst system, ambient temperature, moisture level, and thermal
conductivity of the soil.

COOL-DOWN

The Contractor shall cool the hardened liner to a temperature below 100 degrees F
before relieving the pressure in the section. Cool-down may be accomplished by
the introduction of cool water or air into the lined pipe to replace water or steam
and water being drained. Water shall be drained from a small hole made in the
downstream end. Care shall be taken in the release of the static head or air
pressure so that a vacuum will not be developed that could damage the pipe or the
newly installed lining. After the tube is cured, a cool down period shall be used
prior to opening the downstream plug and returning normal flow back into the
system.

SEALING AT MANHOLES

A tight seal at the manhole walls consisting of a resin mixture compatible with the
liner/resin system may be applied in accordance with manufacturer specifications.

FINISH

The finished CIPP shall be continuous over the entire length of any section
and be as free as commercially practicable from visual defects such as
foreign inclusions, dry spots, pinholes and delamination.

TESTING, INSPECTION AND ACCEPTANCE

A. MATERIAL TESTING

1.

All material testing shall be performed by a registered independent, third-party
laboratory.

The Contractor shall provide test results of the short term properties of the
cured lining material in the quantity of one test per liner batch, or 3,000 feet of
installed liner, or as required by the Owner. The liner shall be in compliance
with the physical properties described in these Specifications. Flexural strength
and modulus shall be tested in accordance with the requirements of ASTM D
790. For pressure line, tensile strength and modulus of elasticity shall be
tested in accordance with the requirements of ASTM D 638.

B. INSPECTION

1.

After the work is completed, the Contractor shall inspect the pipeline by closed
circuit color television inspection and shall provide the Engineer with one
copy of a videotape or acceptable digital format recording of this inspection
log for the Owner’s records. Any repaired areas shall be re-televised.

C. ACCEPTANCE

1.

Prior to final acceptance, any defects that may affect the integrity or strength
of the pipeline is the opinion of the Engineer shall be repaired by the
Contractor at no additional cost to the Owner.

Pipeline shall be true to line and grade, with no visual bulges, sags,
protrusions, deflections, offset joints, leaking joints, or other visible
infiltration, or other defects that would impair the intended use of the
completed pipeline.

. Final acceptance of work shall not be granted until all defective areas are

repaired in accordance with the CIPP manufacturer’s recommendations and to
the Engineer’s satisfaction.

4. Any repairs required by the Engineer as a result of the post construction
internal inspection shall be performed by the Contractor.

5. Contractor shall perform a post construction internal inspection in accordance
with Section 02760. Final acceptance of the work shall not be granted until
post installation inspection has been reviewed and approved by the Engineer.

6. Contractor shall perform testing as specified. Final acceptance of the work
shall not be granted until the appropriately formatted testing results have been
reviewed and approved by the Engineer.

3.04 REINSTATEMENT OF SERVICES

A. SERVICE CUTS

All live services shall be reinstated as soon as practical after rehabilitation, testing,
cooling, and acceptance of sewer lines. Inactive services may be left unopened as
directed by the Engineer. It is the Contractor’s responsibility to locate all live
services prior to rehabilitation activities. Each service connection shall be noted
by its size, position from a reference manhole, and orientation with respect to the
circumference of the pipe. Reconnection shall be accomplished from the interior
of the sewer line by means of a television camera and a remote controlled cutting
device. No excavation will be allowed.

B. CUTTING AND BRUSHING
Holes cut through the rehabilitation liner shall be done in a two-step process. The
holes shall be first cut open with a router bit or deburring tool, and then brushed
with a wire brush to a neat and smooth surface. Holes shall reopen service lines to
a minimum of ninety (90%) percent of the service lateral. A one-step process that
accomplishes the same effect may be used if approved by the Owner.

PART 4 MEASUREMENT AND PAYMENT

4.01 Unless otherwise stated by Owner, measurement for payment shall be along the
intervening distance between the centers of manholes along a line parallel to the pipe
invert.

SECTION 02650A

SPECIFICATION FOR CURED IN PLACE POINT REPAIR

1. Intent:

It is the intent of this specification to provide for the rehabilitation of sewers by installation of a
resin- impregnated Fiberglas / carbon fiber patch into the existing pipe using an inflatable
element and air / steam pressure. Curing shall be accomplished by either ambient curing or by
steam to cure the resin / fiber glass / carbon fiber cloth to a hard, impermeable corrosion
resistant pipe within a pipe.

2. General:

a. Design:
A cured-in-place pipe installed in a limited portion of a partially deteriorated or damaged
existing underground, nonpressurized pipe designed to support hydraulic, soil and live loads.

b. General Procedures:
The installation of a pipe within a pipe shall be defined as the rehabilitation of an existing
conduit by the installation of a composite material tube (resin-impregnated glass fiber / carbon
fiber composite), which is first formed into a freely overlapping tube from a sheet and is then
pulled into the sewer by a winch.

After insertion, the tube shall be inflated using air pressure, then cured by ambient temperature
or steam to make the said composite material tube into a hard, impermeable pipe. The repair
shall extend a minimum of one foot past either end of the defect.

c. Corrosion Resistance:
The pipe within a pipe shall be fabricated from materials which, when cured, will be able to
withstand internal exposure to sewage gases containing hydrogen sulfide, carbon monoxide,
carbon dioxide, methane, dilute sulfuric acid, and external exposure to soil bacteria and
chemical attack which may be due to materials in the surrounding ground or sewage within.

3. Application:

The application of this process is applicable in the repair of structural defects in pipes 4
to 30 inches in diameter and to repair defects 2 to 50 feet in length. Other sizes of special
requirements may be requested by the Owner's Representative and designed by the licenser
for approval by the Owner's Representative.

4. Reference Specifications:

The design, materials, method of installation, and test method shall be in accordance with
design criteria published by the licenser and supplied to the Engineer.

5. Materials:

a. The tube shall be fabricated from a resin-impregnated glass fiber / carbon fiber sheet
to a size which, when installed, will closely approximate the internal circumference

of the conduit specified. An allowance shall be made for changes in circumference
of the conduit by free overlap during inflation of the tube.

b. The minimum length shall be determined to effectively span the designated defective
section, plus one foot at either end. The lengths shall be verified in the field before
pulling the tube into the pipe.

c. The thickness of the pipe within a pipe shall be designed to conform to actual field
conditions.

d. Physical Properties: The cured repair material shall conform to the following
structural standards:

Flexural Modulus of Elasticity 1,200,000 psi

6. Preparatory Procedures:
The following procedures shall be adhered to unless otherwise approved.

a. Safety:
Safety shall be in strict accordance with all applicable OSHA standards. Particular attention is
drawn to those safety requirements involving entry into a confined space.

b. Flow Control:
As required for acceptable completion of installation, the sewage flow maintenance around the
sections of pipe designated for rehabilitation shall be carried out. The bypass shall be made by
plugging the line at a point upstream of the pipe to be rehabilitated and pumping the flow to a
downstream point of adjacent system. The pump and bypass lines shall be of adequate capacity
and size to handle the flow specified in the job specifications. When necessary, any bypass
pumping shall be arranged to prevent any backflow in the sewer system.

c. Cleaning:
Cleaning of the sewer pipe shall be carried out immediately before TV inspection.
d. TV Inspection:

TV inspection of the sewer pipe shall be carried out immediately before insertion of the tube
to ensure that the sewer is clean and that the pipe conditions have not changed.

7. Installation Procedures:
The process of installing a repair using the system involves the following steps:

a. Inspect fault in conduit using closed circuit television (CCTV) and record detail.
Estimate dimensions of fault and length of repair required. Wherever possible, flow
through a conduit should be interrupted during inspection and cleaning.

b. Clean conduit by whatever method is deemed suitable for the type of deposits /
debris encountered and condition of the conduit. High pressure water jet cleaning is
normally most effective.

c. Reinspect conduit using CCTV

d. Prepare epoxy resin and fiber glass and carbon fiber cloth using pre-measured kits.
The pot life of the resin can be adjusted and supplied to suit the ambient temperature
of the site. The resin can also be cured with steam.

8. Finish:

Mix resin and hardener and wet out cloth in accordance with manufactures
recommendations.

Place the wetted cloth around the deflated packer and tie into place with plastic strips.
Winch inflatable packer and repair material into conduit and accurately position.
Inflate the packer, which breaks the ties, and forms the resin impregnated cloth

to the inside of the pipe, excess resin being forced into cracks and open joints.

If steam is used to accelerate cure, start injecting steam and monitor temperature

and pressure. Cure for approximately one hour.

When the resin has cured, the steam is turned off and cold water is injected into

the packer to cool the pipe and repair sleeve. The repair be cooled to 60 F

When the repair has fully cooled, release inflation pressure and pump the water out
of the inflatable packer or expel it using compressed air, or vacuum.

Withdraw inflatable packer and inspect the finished repair using the CCTV.
Remove all equipment from the conduit and pack up.

The finished pipe within a pipe repair shall be as smooth as commercially feasible, with
a smooth transition from the host pipe to the repair pipe and either end. The repair shall
overlap past the defect by at least one foot onto sound pipe at either end.

9. Cleanup:
After all work has been completed, the Contractor will clean up the project area.

Excess material and debris will be disposed of by the Contractor.

10. Final Acceptance:

In addition to any specific acceptance criteria specified in the contract, the following
standards should be met:

a.

Finish:
The finished pipe should be continuous over the length of a defect plus two feet
and be free as practical from significant defects.

Defects:

Any defects which will affect (in the foreseeable future or warranty period) the
integrity of the installed pipe should be repaired at the Contractor's expense, in a
manner mutually agreed upon by the Owner and the Contractor.

Service Connections:
Reinstatement of all building sewer connections must be done neatly and smoothly.

11. Warranty:

Unless otherwise agreed upon prior to bid, the Contractor shall warrant the liner
installation for a period of one year. During the warranty period, any defect which affects the
integrity or strength of the repair shall be repaired at the Contractor's expense in a manner
mutually agreed upon by the Owner and the Contractor.

12. Measurements for Payments:

Payment shall be based upon an accepted bid price agreed upon prior to the work being
performed, and each repair shall be treated as a separate bid, unless other agreements are
mutually approved prior to commencement of work.

SECTION 02745

PAVING AND RECLAMATION

PART 1 - GENERAL

WORK INCLUDED:

Furnish all labor, equipment and materials required to install bituminous concrete
pavement courses, including sidewalks, driveways, temporary and permanent trench paving
and restoration of pavement markings as shown on the Drawings and as specified herein .

SYSTEM DESCRIPTION:

GENERAL

The type of pavement systems to be utilized on this project shall be TYPE 1.
TEMPORARY TRENCH PAVEMENT, and TYPE 2 RECLAMATION WITH CURB-
TO-CURB BASE COURSE AND OVERLAY.

TYPE 1. TEMPORARY TRENCH PAVEMENT

All trenched areas shall be paved with temporary bituminous pavement, 2-inches thick, as
soon as practicable after installation of indrvidual pipeline segments, but no trench shall be
without temporary pavement longer than seven (7) calendar days.

TYPE 2. RECLAMATION WITH CURB-TO-CURB BASE COURSE AND OVERLAY

The work to be done hereunder shall include but not be limited to the reclaiming of existing
paved roadway surfaces and the placement of new bituminous to the relevant provisions
under Section 306 of the Standard Specification of NHDOT and as specified in the Contract
Documents.

On specified streets, areas of existing pavement shall be pulverized together with the
underlying base course. The pulverizing operation shall blend the existing pavement and
base course into a homogeneous mass, using the bitumen contained in the pavement as a
stabilizer. The Contractor shall be responsible for reclaiming all existing pavement to a
minimum depth of 13 inches (+/-) or as directed by the Engineer. The quantity of material
mixed with the existing pavement shall be adjusted as necessary to meet the material

specification of Section 2.1.1. of the Standard Specifications of the New Hampshire
Department of Transportation.

Prior to scarifying and pulverizing the existing pavement, the Contractor shall locate and
protect existing drainage and utility structures and underground pipes, culverts, conduits
and other appurtenances to a depth appropriate to allow for the 13 inches (+/-) of
reclamation. If the upper section of utilities is removed to facilitate scarifying and
pulverizing the existing pavement, the remaining part of the structure shall be immediately
covered with a steel plate capable of withstanding a 36.5-ton truckload with impact. The
Contractor, at his expense, shall be responsible for removing and storing all frames, grates
and covers from existing or removed catch basins, manholes and water gate covers. The
Contractor shall be held responsible for the protection of the casting. The Contractor, at his
expense, shall replace any frames, grates or covers, damaged in any manner during the
process of the Construction with new castings. The Contractor shall make adjustment of
the structures to line and/or grade or both line and grade.

The Contractor shall reclaim only that area of pavement that can be processed and
compacted by the end of the same working day, at which time it must be open to traffic,
with the Engineer's approval. One-way traffic will be allowed only during working hours
with proper traffic controls. Two-way traffic shall be maintained at all other times.
Suttable ramping shall be in place at the beginning and end of each work zone to allow for
smooth and safe travel. This shall be considered incidental to the work for this item. The
required density shall be maintained until the bituminous concrete pavement has been
placed. Any imperfections discovered prior to the placement of bituminous concrete shall
be repaired, as directed by the Engineer, at no additional compensation. All unsuitable
material and/or excess reclatmed material shall be properly disposed of outside the
project limits at no additional cost to the Owner at the Nashua Landfill.

The Contractor shall compact nine inches (9”’) of reclaimed subbase to not less then
95 percent of the maximum dry density of the material as determined by AASHTO Standard
Method of test T-99, Method C at optimum moisture content without additional cost to the

Owner.

Type 2 requirements: The Contractor shall coordinate with the Owner and Engineer for
final grading with respect to roadway elevations and drainage. The Contractor shall
remove and relocate or dispose of material as needed to maintain the existing curb reveal.
Paved roadway surfaces shall be restored to existing grades where applicable with the
placement of 4 inches of new bituminous concrete, placed in three layers; 1 inch of Top
Course over 3 inches of Base Course (two equal lifts). The Contractor 1s responsible for
placing all new bituminous concrete in a manner as to follow the existing road profile.

All existing driveways shall be sawcut at the direction of the Engineer and all bituminous
concrete shall be excavated up to the face of the sawcut. The Contractor 1s responsible for
placing all new bituminous concrete in a manner as to meet existing driveway grades.

The Contractor shall be responsible for maintaining proper drainage of street runoff during

the Construction.
