SCOPE OF WORK FOR City of Nashua

This proposal presented by Tyco is being provided at the request of City of Nashua to successfully
meet the specifications of the Nashua Fire Dept E Hollis St Access 7-6-16 Project at the 70 E Hollis
St, , Nashua, NH 03060 location.

We propose to install and maintain a Access system which will consist of the following:

1. Contact Information: Please contact Nick Miseirvitch at (603)
589-3305 or at
MiseirvitchN@nashuanh.gov

2. System Operation: The scope of work for this project shall
include the following:

A. Furnish and install (1) Kantech KT-400
control panel in the conference room near
the LCD Monitor. The KT-400 will be tied
into the local area network and will be
accessible via Entrapass software from City
Hall. The Door Strikes will be powered by
the on-board power supply.

B. Add (4) Doors of Access Control to the
system which will include the following
components: a combination card reader
and keypad, door status contact and
request to exit motion detector.

C. Furnish and install all cable necessary for
each component to communicate with the
control panel.

3. Service Bay to Office Door
4. Engine Bay to Office Door

C. Program system to tie into existing
Entrapass software at City Hall

D. Train end-user on basic use of the
system after installation

Dear Madam President:

As Mayor of the City of Nashua, I am writing relative to the hearing to be held on September 22, 2616 by the
New England Association of Schools and Colleges regarding Daniel Webster College.

The City of Nashua requests that you allow time for Daniel Webster College to develop a transition plan to
new ownership prior to taking any action affecting Daniel Webster College’s accreditation. The City of
Nashua is encouraging non-profit institutions of higher learning to merge with or acquire Daniel Webster
College in a way that will keep the Nashua campus open. .

and want to make sure that they can continue their education i in an’ uninterapied fashion.

Furthermore, for decades Daniel Webster College has been an important educational institution in Nashua.
This was particularly true. before the college was acquired by ITT. We hope that by returning Daniel Webster
to a non-profit status with a strategic merger or acquisition with a strong public stitution, that long tradition

can be continued.

Daniel Webster has a strong. Aviation Sciences program and. long term association a with the Nashua Airport. It
is a pivotal player in educating qualified candidates for jobs i in the aeronaitical and engineering fields. These
jobs are with employers such as BAE o jati traffic: controllers and airport personnel.
The biggest concern expressed bye em : finding qualified people to fill skilled
Positions. With its strong programs, in aviation. scienvees ‘and engineering, Daniel Webster can be a key player

All of the funds of the City can be divided into three categories: governmental funds, proprietary
funds, and fiduciary funds.

Governmental Funds

Governmental funds are used to account for essentially the same functions reported as
governmental activities in the government-wide financial statements. However, unlike the
government-wide financial statements, governmental fund financial statements focus on near-term
inflows and outflows of spendable resources, as well as balances of spendable resources available
at the end of the fiscal year. Such information may be useful in evaluating a government’s near-
term financing requirements.

Because the focus of governmental funds is narrower than that of the government-wide financial
statements, it is useful to compare the information presented for governmental funds with similar
information presented for governmental activities in the government-wide financial statements.
By doing so, readers may better understand the long-term impact of the City’s near-term financing
decisions. Both the governmental fund balance sheet and the governmental fund statement of
revenues, expenditures and changes in fund balances provide a reconciliation to facilitate this
comparison between governmental funds and governmental activities.

The City maintains 29 individual governmental funds. Information is presented separately in the
governmental fund balance sheet and in the governmental fund statement of revenues,
expenditures and changes in fund balances for the General Fund and Debt Service Fund. Data from
all the other governmental funds are combined into a single aggregated presentation. Individual
fund data for each of these nonmajor governmental funds is provided in the form of combining
statements elsewhere in this report.

The City adopts an annual appropriated budget for its general fund. A budgetary comparison
statement has been provided for the General Fund to demonstrate compliance with this budget.

Proprietary Funds

Proprietary fund reporting focuses on the determination of operating income, changes in net
position (or cost recovery), financial position, and cash flows. The proprietary fund category
includes enterprise and internal service funds.

The City maintains two different types of proprietary funds. Enterprise funds are used to report the
same functions presented as business-type activities in the government-wide financial statements.
The City uses enterprise funds to account for its Wastewater and Solid Waste operations. Internal
service funds are an accounting device used to accumulate and allocate costs internally among the
City’s various functions. The City uses an internal service fund to account for its self-insured
programs. Because this service predominantly benefits governmental rather than business-type
functions, it has been included within governmental activities in the government-wide financial
statements.

Proprietary funds provide the same type of information as the government-wide financial
statements, only in more detail. The proprietary fund financial statements provide separate
