the database. STANTEC staff will update existing work history repair records including 2017
construction season.

QUALITY CONTROL OF FIELD DATA:

STANTEC will provide quality assurance of pavement survey data to ensure data integrity.
STANTEC will field verify 15 centerline miles of roadways for pavement distress, PCI, and
segmentation geometry. STANTEC will also verify existing GIS segmentation for location, street
name, to and from limits, and re-order so model plan ouiput is logically sorted.

PAVEMENT FUNDING IMPACT ANALYSIS:

STANTEC and DPW will review condition findings for pavements and discuss City repair treatment
polices with respect to preservation maintenance and particularly, integration with new
incoming sewer condition data to prioritize objectives for the City's 5 year capital improvement
paving program strategy. Afterwards, STANTEC will analyze 5 year funding models using
CartéGraph’s Navigator pavement condition analysis module. in order to determine precise
funding levels needed to maintain and improve city-wide pavement conditions, the following
actions will be done:

1) Treatments which were previously agreed upon will be considered with up to
date unit costs.
2) STANTEC will allocate funds based on:

a) The current percentage of pavement area which requires routine
maintenance, preservation maintenance, structural improvement, and base
rehabilitation.

b) Pavement management principles to emphasize turning “fair” condition
roads to “good” condition in an effort to prevent exponential future backlog
growth.

SUMMARY OF RECOMENDATIONS:

STANTEC will produce a written summary for City of Nashua officiais which will include tables and
a map showing citywide pavement conditions and up to date recommended 5 year plan of
suggested pavement repair treatments including crack sealing, micro surfacing, patch paving,
and alternative cost-effective treatments.

OPTIONAL SERVICES:

1. PAVEMENT MANAGEMENT SERVICES:

a. Data Migration:

STANTEC will migrate newer STANTEC generated pavement management
segmentation and history into the City’s OMS for future analyses. STANTEC will
coordinate with DPW IT staff to ensure PCI daifa from MDS Technologies resides in
Cartegraph OMS environment. STANTEC will also develop new GIS routing for divided
roadways.

System Configuration Meeting:

STANTEC will configure the City’s Cartegraph OMS setups for Scenario Builder
modeling to reflect local conditions, this includes deterioration curves; repair
alternative tables; adjust unit costs; and decision “triggers” such that future computer
generated models “act” as required by DPW.

2. PAVEMENT DESIGN SERVICES:

STANTEC will provide pavement sampling, evaluation, and design for selected pavement
section(s) to be rehabilitated. Tasks will include marking the pavement for testing, obtaining
DIG-SAFE permits, evaluating pavement and soil conditions by sampling and testing the
pavement substructure for possible reuse or recycling. STANTEC will utilize AASHTO
pavement design methods for each of the pavement sections found and prepare a
technical summary and recommendations that will result in long-term pavement service life.

a. Pavement Materials Testing and Soils Analysis:

STANTEC will evaluate the pavement and soils by testing through pavement test pits
and cores dispersed over the roadway in both distressed and non-distressed areas.
We will remove each of the material layers in the pavement struciure by layer
sampling, based on American Society of Testing and Materials (ASTM) techniques,
and bag and tag for shipment to a certified materials testing laboratory. The City will
provide labor and materials to perform test pits.

An evaluation of the pavement materials for depth, classification, quality of base,
subbase and subgrade will be made. We will provide AASHTO and Unified Soil

Classifications for the subgrade materials, including Atterberg Limits, all in
accordance with ASTM or AASHTO criteria.

b. Evaluation of Findings
STANTEC will conduct AASHTO pavement designs for the alternatives considered.
Recommended alternatives will be evaluated based on considerations of life-cycle
cost, maintenance, and rehabilitation or reconstruction options for each pavement
area, for a proposed twenty-year period. A technical Pavement Engineering report
will document the investigation, evaluation and recommendations for each
pavement section designated within project area.

Project-Level Evaluation/Pavement Design Task:

a) Test Pit (Equipment, operator, police detail
and traffic control to be provided by DPW) $750 each

b) 6” Pavement Core $175 each
c) Pavement Engineer $128/ hour

This task is intended for street segments where the City expects a high-level investment of
paving dollars and costly pavement markings, i.e. arterial and collector roadways.

PAVEMENT MATERIAL QUALITY ASSURANCE TESTING:

STANTEC will provide a field inspector/engineer to provide oversight of quality of materials
used this construction season. The inspector will monitor the placement of the hot mix
asphalt (HMA) materials and to check quantity of materials on a daily basis. The inspector
can be made available both in the field and at the plant.

In the field, temperatures of the materials, as placed, will be documented along with the
nominal compacted thickness. The base temperature and condition will be monitored, tack
coat, etc., will be reported. A report indicating material type, quantity, mix temperature,
and equipment condition will be provided.

At the HMA production plant, STANTEC will sample random points from the proposed day’s
production, from which an extraction/gradation test shall be performed to ensure mixture
specified per contractor's job mix formula (JMF). Theoretical maximum specific gravity will

To approve the engineering contract with Hayner/Swanson. Inc. of Nashua, NH in the
amount of $ 245,000. Funding is contingent upon the approval of the bonds that will
be funding the muiti- year paving project. Department: 160 Admin/Engineering:
Fund: Bond; Activity: Paving

The Engineering Department is getting ready to execute $7.5 million per year in
paving. As the project is much larger than what DPW staff has experienced with on
an annual basis, a pavement consultant (Hayner/Swanson, Inc. [HSI]) with much
experience in the field of pavement will be hired.

Hiring the pavement consultant will not only assist DPW throughout the process of
bid specification and plan development, oversee, administer and inspect the
contractors work product but also will strengthen DPW’s internal skills. Prior to
starting the work, the network of roads will be re-assessed/evaluated using Stantec
who has developed the pavement management program for the city.

HSI will assist DPW with management, administration, design, bid phase support, bid
result analysis, construction observation, compilation of projects and administration
and support of the construction contract closeout process. In addition, they will
coordinate with privately owned utilities in advance of bidding as well as during
construction. They will also review existing conditions and utility concerns and assist
during construction start-up.

HSI has similar experience in other towns such as Brookline, NH; Lincoln, MA, and
Malden, MA. In addition, HSI has worked with City of Nashua on design and
construction of Broad Street Parkway, Harbor Avenue and Burke Street where they
worked in conjunction with City engineers and inspectors. HSI is local and is very
responsive to the City’s needs.

RESOLUTION

AUTHORIZING THE MAYOR AND CITY TREASURER TO ISSUE BONDS NOT TO
EXCEED THE AMOUNT OF THIRTY-SEVEN MILLION FIVE HUNDRED
THOUSAND DOLLARS ($37,506,000) TO FUND THE FIRST FIVE YEARS OF A
MULTI-YEAR PAVING PROJECT

CITY OF NASHUA

In the Year Two Thousand and Seventeen

RESOLVED by the Board of Aldermen of the City of Nashua that the Mayor of the City
of Nashua and the City Treasurer of the City of Nashua are hereby authorized to issue and sell
general obligation bonds of the City in an aggregate principal not to exceed thirty-seven million
five hundred thousand dollars ($37,500,000). The proceeds of said bonds shall be used for the
first five years of a multi-year paving project. The useful life of the project is 15-20 years.

Pursuant to Nashua City Charter §54-a, this resolution requires a “duly advertised public
hearing.” Also see N.H. RSA 33:9, which requires a 2/3 vote for passage of this resolution.

The bonds shall be general obligations of the City of Nashua, payable as to principal and
interest from ad valorem taxes, which will be levied without limitation as to rate or amount on all
taxable property within the territorial limits of the City of Nashua.

The bonds shall bear the manual or facsimile signature of the City Treasurer and the
Mayor. In accordance with Chapter 91 of the New Hampshire Acts of 2005, bonds issued
pursuant to this resolution shall not require an authenticating certificate of a bank or trust
company doing business in the State of New Hampshire or The Commonwealth of
Massachusetts, or the Commissioner of Revenue Administration.

The bonds are to be issued in fully-registered form by means of a book-entry system or
otherwise and shall have such terms and conditions and be in such form, subject to the provisions
of this resolution and applicable law, as shall be determined by the Mayor and the City
Treasurer.

RESOLVED FURTHER, that the Mayor is authorized to enter into the required
contracts therefor as well as any amendments to be made thereto or any other documentation
necessary for the receipt of said funds.

ASSIGNMENT:

FISCAL NOTE: Bonds will be issued over a period of years depending on the
annual status of the paving project. The first bond is anticipated to
be sold in FY18 with the first payment beginning in FY19.
Estimated interest rates are 3.5% - 4.0%. Each bond issued will be
in an amount not to exceed $7,500,000 for a total of $37,500,000.
Each bond will have a fifteen year term. Total bond payments are
estimated at $48,600,000 including interests. Bond payments are
anticipated to be made through the Special Road and Highway
Fund.

ANALYSIS

This resolution authorizes the Mayor and the City Treasurer to issue and sell general obligation
bonds of the City in an aggregate principal amount not to exceed $37,500,000 to fund a multi-
year paving project. The Division of Public Works has provided the following additional
information: The project will implement various pavement treatment and repair methods
including routine maintenance, preventative maintenance, structural improvement and base
rehabilitation. The project also includes work related to periodic pavement condition surveys,
analyses and reporting, management system updating, bidding documents, construction quality
contro] and material testing. The paving program followed by needed general maintenance
would extend the life of the road network by 20 years.

Pursuant to Nashua City Charter §54-a, this resolution requires a “duly advertised public
hearing”. Also see NH RSA 33:9, which requires a 2/3 vote for passage of this resolution.

This legislation should be referred to the Board of Public Works for its review and approval.
