APPENDIX I Innovative Options

We propose several optional innovations which aim to dramatically increase the P-Channel audience.

These options are not included in the basic proposal, but are proposed in response to the Q&A in
Addendum 1 concerning options we would like the city to consider.

These options are not currently priced. A cost will be provided for any of the following options the city
may wish to exercise.

1.

Initiatives to Promote Viewership.

We propose to rebrand the channel and edify the community with local people, local stories, and
local content. It can be watched locally and worldwide on BRB TV App. We will teach the
community what Public Access is and how to use it and how the citizens can embrace it within and
for their community.

Part of our rebranding efforts will be to include fresh, vibrant and new content and rebrand the
concept of public access to lose the stigma of an archaic, boring content channel with little to no
viewership to become a legitimate TV station with a new concept: “BRB TV-where you want to be”.
Viewers will be able to watch on their local TV cable channel, on the internet, and on the BRB App.

We propose to use the public access channel to bring edifying content to the community and provide
sense of inclusion through content. We will combine uplifting radio shows with live TV and utilize
the radio to promote TV shows. The cross promotion of TV and radio is unique aspect to our
proposal.

Rather than a plethora of repeated shows, it is our goal to provide fresh content on TV on regular
consistent weekly basis, with innovative and creative editing and promotion of shows, and upcoming
events.

We will develop diversity programming-bilingual shows, and seek content for all nationalities and
ethnicities.

We will have channel 96 as source of information for city-content weekly interviews/shows with
Health Dept., DPW, NPD, NFD, Aldermen, Mayor, and Showcase City Employees/Depts.

We will create Educational programming on TV with content to include reading, math, history,
literature, comedy, music, vignettes, hobbyists, children's programming, puppet shows and kids
hosting show for their local school news/sports/events.

We will need to obtain music licensing for ASCAP/BMI/SESAC so programs have bumper music,
music shows (i.e. Sundays with Sinatra), to have music played while billboards are displayed and
ticker scrolls. We will seck to broadcast on multiple platforms such as Roku, Apple and FireStick,
Amazon. We anticipate broadcasting with close captioning and with translation services given our
bilingual members on our team.

We will explore the use of and utilize local colleges (SNHU and Rivier) for staffers, journalists,
anchors. We will explore ‘content for credit' with academic institutions within the city and explore
college course curriculum and use of the BRB TV studios.

The Nashua Legal Offices Abuse of Seniors

Senior citizen newcomers to Nashua filed an abatement on their 2016 residential
property assessment believing the assessment unfair. The City denied it. The couple
appealed to the Board of Tax and Land Appeals (BTLA} and lost the decision. The
folks did not understand the NH appeal process and did not present the required
evidence to win the appeal. However, the BTLA kept the door open and would not
rule in favor of the city on several points.

With the release of the 2018 assessments, once again, the couple believed the
assessment, set at $535,000 was incorrect. The property owner filed a 2018
abatement and determined the market value should be $485,000. Once again, the
board of Assessors denies their abatement. An appeal was filed to the BTLA.

During this time, the BTLA ordered the City of Nashua to a hearing and opened a
docket to “investigate concerns regarding the legality and proportionality of the
“City’s assessments. The Board’s concerns arise, in part, from a property tax
appeal: Corazzini v. City of Nashua, BTLA docket No. 28712-16PT (September 13,
2018}...” This is the property issue of this article.

The legal office paid Horizon Associates to provide a written appraisal for this
property. The appraiser determined that the market value was $495,000 very close
to the Corazzini’s abatement market value of $485,000. The assessment should be
$463,000 not $535,000. This would reduce the property tax bill by over $1500.

The assessors, according to written office policy, are to mediate and negotiate
residential property appeals. This light duty work does not require the use of City
Attorneys. However, Attorney Bolton and Attorney Leonard snagged this appeal,
harassing the elderly couple, ensuring they would not be treated fairly. The
attorneys repeatedly demanded entry to the home for an inspection, and
unprecedented request not required by law. The couple refused entry to the City
Attorneys. When the couple was called in to mediate, the city did not disclose the
paid appraisal.

The couple was unaware that their market value was very close to the appraiser's
market value. Attorney Bolton was not willing to correct the property to fair value.
Instead, he hoodwinked the elderly couple, keeping the property over assessed and
pocketing $1000 of their fair refund. The assessment is now at $510,000 rather than

$463,000.

Attorney Bolton’s win at any cost mentality is unethical, has no place in determining
property equity and wastes taxpayer dollars. Most seniors on fixed incomes watch
their money closely. Gaming 80 year old people on their tax bill is not cause to
celebrate.

We just finished a busy campaign season where the Mayor wanted us all to believe
that the Police Department needed to be under his control and personal agenda.
Given the Mayor’s personal agenda to sic attorney’s on citizens, perhaps we should
focus on a campaign to reduce funding to the Nashua legal office and closely
consider the powers given to our Mayor.

Graham, Donna

From: Laura Colquhoun

To: Wilshire, Lori

Ce: Board of Aldermen; Graham, Donna
Subject: It is time to permanently remove the barriers

CAUTION: This email came from outside of the organization. Do not click links/open attachments if source is
unknown.

Dear Board members,

I am in favor of permanently removing the downtown barriers. I believe the barrier provided an
important function in supporting our restaurants during the COVID pandemic however the
pandemic is over. It is time to open main street back up, back to 2- North/South lanes and allow
all of our businesses to have storefront parking. This will allow all residents to go downtown
and visit any store of their choice.

There are solutions to expanding restaurant seating that would not involve the seasonal or
permanent placement of barriers that should be explored by City leadership.

Thank you for your attention to this important City Matter.

Please place this email/letter in the Next Board of Aldermen Meeting Packet.
Very truly yours,

Laura Colquhoun

The City received a petition dated August 31, 2021, for submittal to the Board of
Aldermen requesting that the Board consider rezoning relative to Gateway Hills. The Petitioner
also submitted $900 for a filing fee, see NRO 190-267, A(4). Additional fees may be required
under 190-267, A(6), regarding abutter notifications as any zoning change that affects less than
100 properties requires abutter notification, see RSA 675:7 I-a.

It appears the petition was submitted pursuant to NRO 190-276.

NRO 190-132 contains the City’s procedures for zoning amendments. The ordinance
requires a referral to the Planning Board and the Aldermanic Planning and Economic
Development Committee (PEDC). PEDC is required to conduct a public hearing with prior

notice to the public.

It is the opinion of this office that petitions to the Board of Aldermen do not expire with

the end of the session.
