| have six people who have signed up. Just so you know, you come to the microphone, you give your name and address
for the record, and you have a three minute time limit.

Yes, good evening Council. My name is Dana Springer. | live at 59 Factory Street. My Alderman is Alderman Lopez. What
| want to come to the Council for is | talked to the Mayor and Councilor Lopez about Pearl Harbor Day on the 5" of
December. | just wanted to kind of let the Council know that the country kind of went back and did some redoing of what
was done in the past. The first dedicated destroyer is named after an African American person and they’re breaking steel on
it. So it's going to be the first of its kind and that should be honored to us because during that time of segregation, we
weren't allowed to participate the same way that, you know, other folks participate. So it should be something that, you
know, throughout the country that we should honor.

| know | served almost 30 years and my father served in World War II the same is Doris Miller, which | told the Councilor and
the Mayor that I’d get back to him with the information. Pearl Harbor means, you know, things to our people, too. | don't
think we're really represented that way and | would like to try to be in the program on the 5" or at least be able to have
something ready for the program if I'm allowed to. That's all | have.

aldermen that represent the wards. | want to thank you for your service. It's all of you who help us have a functioning

democracy and a government that works and it's particularly challenging in this climate. So | want to thank you.

So again, thank you all. I'm here to speak to you about the 15 Bartlett Ave. property that Alderwoman Klee brought forward.
For the three of you who voted against the suspension of rules, you have an open invitation to walk the park with me at any
time and you'll see exactly what the encroachment of the development of this property is allowed to go forward. This
development does not address the needs of the city. It does not help with housing. It does not help protect the natural
resources of the city - that is Greeley Park - that has been in our care for 125 years. It does not address the other
requirements that the Board and the Mayor has laid out.

So these are expensive condos - $600,000 to $750,000. They're targeted 55 plus and it's a 44 unit dense, compact on 7,500
square feet. It is out of character with the neighborhood. It will be damaging to the park and once that land is lost, it is gone
forever. We cannot allow this to pave paradise and put up a parking lot. So | urge you to look seriously at the matter that's
been referred to the appropriate committees. This came forward very, very quickly with very little notice to the public. Ina
short period of time, less than four days, we've had 1,500 signatures and it's growing rapidly. So there is widespread
community support. There's an opportunity for public private partnership. We have $200,000 already committed to support
the purchase of this property and we believe we can work together to find a public private solution that addresses the needs
of all of the city and not for a developer that is out of State, has never worked in this area, and has no ties to Nashua. |
believe we need a local solution to our local challenges and | urge you all to take this matter seriously and look into this
opportunity. It's a once in a lifetime. Let's not lose this on our watch. Thank you.

My name is Kathy Lodi, 2 Bartlett Ave. | want to thank you all the people here who voted to suspend the rule so that we can
carry this forward. As my husband just said, 1,522 people sign this petition in five days. It has bipartisan support. So | just
want to thank you for allowing us to carry this discussion forward. It's something that's important to a lot of people. There's a
lot of points on both sides. We're not here to vilify anyone involved. | think there's an opportunity for compromise and a
win/win situation for the city and for its citizens. So | just want to thank you for moving it forward so we can have a
discussion on December 7". Thank you.

Tucker McGerald

Thank you. My name is Tucker McGerald. | live on 139 Hills Ferry Road. This is in regards to the property at 15 Bartlett.
On Hills Ferry Road even without this, there are already considerable traffic issues on that street. It is a pass through for all
the traffic coming to the intersection of Henry Bourque highway and Manchester Street not wanting to go that additional
distance on one lane and so they're using Hills Ferry Road as a cut through for any southbound traffic on Concord Street.
The traffic is aggressive. It's at least double the speed limit. Nothing has been done for that already. Adding these
properties is going to make the use of that pass through even worse and there are families with kids living on that street.
There needs to be solutions to the traffic there before we worry about packing more people that aren't going to care how fast
they're going through to get a neighborhood. That all | have.

Steve Dixon - 31 Columbia Avenue. Thank you for all your service. | couldn't do what you guys do. | just want to ask about
the density. When you go home tonight, when you pull off whatever main street you go, count 43 houses. Count 43 houses
and see how many you have there. | live on Columbia Avenue where the old water towers is. There’s not five blacks. You
can't park 43 houses. So when you go home count them. If that's something you want your neighbor, my suggestion is this
- 13 acres, 13 houses. They'll be nice houses. When | went to the meeting and he put these beautiful houses up there, oh
they were beautiful. | asked him are those the houses you're going to put in? Well, you know, you know. No. 13 acres, 13
houses. That would keep the footprint of the north end. 43 houses, again, I'll stop here. When you go home start counting
when you get off the street to your house, count 43 houses. The north end as the Mayor knows is that’s 5 blocks, 6 blocks,
that doesn’t make it. ’'m good. Thank you.

Denise Mucillio

Denise Mucillio, 611 Midhurst Road and I'm also here - this is my first meeting. So I'm very nervous but it should give you
some inkling as to how much Greeley Park means to me. | have been going to Greeley Park for 46 years. Four generations
of our family have enjoyed Greeley Park and | think that any further development, even 13 houses, would be too much.
There's a lot of children in the inner city that are able to take the bus to Greeley Park. They're able to see trees, animals, and
things like, hide and seek, and that would be stealing all of that land away from those children. | ask every single one of you
to think very hard about supporting Nashua buying that property. It’s a treasure. We've already lost quite a bit of land in the
southwest quadrant of Nashua by development between the school and soccer fields they're talking about and development
down there. It's ashame. Nashua should be very proud of Greeley Park and they should do everything they can to keep it
many visitors to the city. You know where should | go in the city tourist ask? Greeley Park is always on the top of the list.

Okay. Sorry, | couldn't find the button to put my hand up. Laurie Ortolano 41 Berkeley Street. | would just like to, you know,
make the Board aware of a couple things regarding this development. We have to be cognizant of the fact that the property
owner has the right to sell their property and enter into a contract to do what they're doing. | understand the homeowners on
the west side of Concord Street not wanting this in their neighborhood but | think we have to recognize what control and what
power we have and what we do. | think we have to be careful of setting a precedence here. | don't agree that we have to
expand Greeley Park that there's a space limitation in there and that this parcel is a vital part of Greeley Park. | think that
everyone should look at what the developer has proposed and anyone who says that, you know, we don't know what his
work or what he's doing, you know, look on the contractor’s site at the three developments that were done. You'll get a pretty
good indication of his work and it seems to fit in line with what was presented to us on Wednesday night.

So | think it's really important. | mean we have a development — the Camp Doucette was bought down at - purchase for $4
million at 132 - oh the road in South Nashua. It escapes me now. That was 20 acres of a Boy Scout camp for years, and
years, and years of old forest and that is all being cut down and turned into a, you Know, 40 unit or more property
development. We don't run in and scoop it up and save it. And you know, there's a reason we don't do that. So, and | think
there's some misinformation given out here. | would like to ask if the Mayor plans to recuse himself because he's a voting
member of the Planning Board and so is one of his or he can have a representative of his office and | think that since its
development in his neighborhood, he should recuse himself from voting on this just to be aboveboard on all of this. But, you
know, | want to caution you.

| happened to live in Litchfield. There were three developments that went in a 55 and older, a bike path that cut right through
my backyard with 20 feet of it taken, and a high school one street away, and | backed all of them. | know | was unusual to do
that...

| don't feel that my property lost value. That | made a bad decision. | wasn't popular at the time, I'll tell you that but it
(inaudible). | view the high school as a plus. | viewed a bike path seven mile path off the back of my house as a as a good
thing and the 55 and older was very cookie cutter not like this, and | didn't think it was going to harm the property and it
didn't.

REMARKS BY THE MEMBERS OF THE BOARD OF ALDERMEN

Alderman Harriott-Gathright

| just want to say congratulation to CFO/Treasurer John Griffin. I’d also like to mention that the agreement between the City
of Nashua Board of Fire Commissioners and Nashua firefighters that that monies is coming from within their budget. And
that was one of the things that the Deputy Chief enlightened us with.

Alderwoman Lu

Thank you. Two things | wanted to just talk on. It seems to - it scares me that before we have a clear design and before we
have a submission to our Planning Board on something proposal that someone is making to develop property that we have
so little confidence in our Planning Board and the process that our city has that we feel that we have to buy this land. So if
43 - if it's too dense, the development, then that will get worked out because City of Nashua has requirements and this is a
many step process.

But my understanding is this has not even been submitted to the city of Nashua. The full details of the - | know that there
was a meeting that apparently half the people from Finance Committee went to instead of going to our Finance Committee
meeting but, you know, | would just think why not let our planning group do their work and if this becomes a problem, | don't
know, | guess we could buy it if the citizens want to spend $2 million on a piece of property so that the north enders, you
know, feel more comfortable about their neighborhood. But it just it does seem very peculiar.

| also want to speak to - I'm only here for another month and | just hope that the members of the Board think twice before
they call as Alderman Clemons referred to the “crazies” because | don't think any of our citizens who care enough to be
actively communicating about their concerms are crazy. Even if they were, | think that's a terrible word to throw around. And
| hope that the voters will take note that that this kind of comment is made in reference to well-meant criticism. Thank you.

Alderman Lopez

Yeah, | just wanted to add to what Mr. Springer said earlier in public comment. Doris Miller served with distinction at Pearl
Harbor was there | believe in a custodial role. But, you know, when the gunner was injured he took the gun, he fought off the
attacking planes. He did more than he was trained for or was ever expected of him and that's a credit to him. It's my
understanding that the vessel that’s being named for him or is due to be named is a super carrier. So those are pretty
impressive, too. So | just wanted to add context to that as well.

And then | wanted to add to the challenge that was issued earlier to count houses. | would also challenge everyone on the
Board of Aldermen to look at the doorways and count people that are sleeping outside tonight. There is not a direction from
City Hall where you won't see some. So that's important too. The development being proposed at Greeley Park is not going
to serve them and I've been a very vocal advocate for making sure that when we talk about affordable housing, when we talk
about low income housing, we keep in mind what our priorities are and we remember who really needs this support and this
help tonight and this weekend for Thanksgiving weekend. It’s the longest weekend. It’s the least access to services you get
the entire year and there will be people outside unsheltered. We need to remember that. We need to keep that in mind.

Thank you. So | just wanted to tell everyone that the senior outing that was held at Stellos Stadium for the second year in a
row went over very well. Sorry Mayor that you weren't there. It was a nice day. They gave out about 200 meals. The staff
was jovial, they had a good time, everyone was happy, and | apologize because DPW did not send out the invitations to you
whether you could have come or not. | think it's important that we remember our seniors. They’re part of our community and
if this is the one way we can say thank you to them, | think that it's worth noting that this happens.

As far as me voting no on suspension of this particular resolution, | don't usually but | had a lot of concerns about it and
certainly | will be at all the events. I've lived at Greeley Park for 40 years when | worked there. So | Know how important that
facility is but we have to stop and make sure that we're not jumping the gun and buying things every time somebody comes
in. Because | have property near us that's all wooded and people use it and there's going to be about 15 houses going in at
the $500,000 to $600,000 range. I'd like to see us not have that develop but things move along and we have to look at it
realistically. | will always listen and make a decision based on what | think is important for the city as a whole.

I'd like to wish you all a happy Thanksgiving and don't eat too much turkey and enjoy the football games. Thank you.
Alderman Dowd

Yeah two quick things. 1) | appreciate any celebration relative to the Pearl Harbor and the Arizona Memorial. As a former
naval officer who's actually stood on the memorial and listened to the stories that are associated with this country owes a
great debt to all the people that served in that conflict. It was a sneak attack and fought it off as best they could. There were
a lot of people lost and | think any recognition we give to those heroes is well worth it.

The other thing is | am sponsoring the legislation on the Barker property. | think there are a lot of unanswered questions and
| think this came upon us very suddenly. | just want to ensure that all the questions get logical answers. Quite frankly having
been on the Chairman of the Zoning Board before him, I'm not sure that the Planning Board would allow what was being
proposed. But there's still a number of questions that we need answered before we allow that kind of a development in that
neighborhood because it's well out of character with the neighborhood.

Alderman Klee

Thank you, Madam President. A couple of things. First, I'm going to start with Happy Thanksgiving to everybody. For those
in the north, the football game on Thursday morning. | hope you'll be there and bring your canned goods.

I'd also like to congratulate CFO Griffin on his new position.

And then seeing that it's been discussed, I'm going to discuss the 15 Bartlett. It is not a 55 plus community. They're just
trying to entice people 55. That's how they feel that the build would be. It is also not in Greeley Park. There have been
some people who thought it was in Greeley Park. It is just surrounded mostly by Greeley Park and it would actually
purchase you would connect a piece up on Columbia and would kind of finish that corner of it.

But putting that aside, one of the issues is partly the neighborhood and the change to it. To me that was secondary and |
apologize for all those that live there that I've talked to them about. | know how they feel. | also know about how important it
is to have housing of all kinds, but especially affordable housing and this is not affordable housing under any circumstances.
Additional cars do create a safety issue. | think the plan that was put forward they showed a very beautiful plan. They
showed gorgeous homes. They invited people to go and look at some of their other things that they've built. | think that
would be very reputable and very good people. | have nothing bad to say about them. The gentlemen that I've been dealing
with and speaking with, he has been very honest and forthright and I've been very appreciative of that.

The issue with Greeley Park is the amount of forestry that will be destroyed on the Barker property. Mr. Barker - Alan Barker
used to pay people on a regular basis to clean that area. And truthfully, | think that area is probably even cleaner than
Greeley Park is. It didn't have any dead trees in it. Towards the end of his life, | don't think he was keeping quite up to it but
he was very proud of that property. He kept it as a conservation area. This will get rid of at least one side of Greeley. We
will completely get rid of all the trees, all the forestry. The homes will go right up against the border of Greeley Park. As you
walk through Greeley Park, and | think somebody had mentioned that, take a walk. As you walk by Greeley Park, you'll see
a barbed wired fence, kind of a ground stockade fence. You'll see houses there now. Even if they put certain pieces of tree
and foliage in, you will still see houses. The missions from the vehicles will affect Greeley Park. We have bears. We have
deer. We have raccoons. We have foxes. We have coyote. We have the little annoying squirrels and chipmunks but
they're adorable to look at. We have all kinds of flora and fauna in Greeley Park. This will affect it wnether people want to
agree to it or not, 43 homes that close together. They show this very beautiful, beautiful kind of park and you can see right

where Greeley is. You can see how close those homes are to it. It would be a shame. It would be a shame because those

trees, the outer trees, also protect the inner trees. The inner trees are not as strong as the outer trees are. Once we remove
that, we have wind shear issues. We have other things. We will destroy that portion of Greeley Park I'm convinced of it. No,
I'm not an arborist. No, | don't have that information but | have enough intelligence know what will happen and | do not want

to see that happen.

| agree with what Alderman Lopez said. Our key is to be looking at, you know, the people that are sleeping in doorways and
people are sleeping on the streets, the people that have been sleeping at Greeley Park at times. We've seen encampments
in there and so on. Those are the people we need to look for as far as homes and so on are concermed.

The comment, which | thought was a little curt that we had cancelled the Finance meeting because two people - well, | think
she said, the majority of the people went to that meeting. There were two and the bottom line is if the others had shown up,
it would not have had to been changed. But we have people that don't come to the meetings. So if you want to get a little
curt by it, talk about that. | apologize for being a little rude here, but | thought that was an unnecessary comment. There
were two people from the Finance Committee meeting - myself and the Mayor that went to their meeting. Both of us are
Ward 3 residents. | represent the people of Ward 3 and | should have been there. Whether you like it or not, that's where
my place was with the constituents of Ward 3. | was proud to be there. | was happy to hear this presentation. | had heard it
just days before because they were kind enough to show it to me ahead of time. We found out about this. It was not on the
market. It was within the right of the seller. The family has a right to sell to whoever they want and we as a city and the
citizens have the right to say we don't like it. It's not animby. It's not a thing of not in my backyard. It is don't hurt my park
that affects the entire city.

As was mentioned, we have well over 1,500 people that have signed the petition and they are not from Ward 3. They are
from all over Nashua. All over the State. They're all over the place because Greeley Park means a lot to a lot of people. If
you look on any Sunday when | go walking through there, there are people that are picnicking there on that side of Greeley
Park. A lot of the license plates are from Massachusetts. We get a lot of people that come here. So to just dismiss this -
and | do appreciate all of those members who said no to the suspension and | can understand that - | think you're right to
deal with what you feel is right and no one should be criticizing you. I'm glad it's moving forward. | think it is deserves its day
in court and we'll see what happens. No decision was made here today and no decision will be made at any single meeting

Thank you, Madam President. | would really would like to congratulate John Griffin to his new accepted duties. | wish him
the best of luck. | have known since serving this Board for six years work with him. My prior life being on the Fire
Department with the Fire Department budget. | know the work that he does and fully confident that he will continue in his
new position and service professionally.

And the final thing probably similar to what some of the other Aldermen said, oh, by gosh, by golly, it's time for mistletoe and
holly. Here we go right into Thanksgiving. So | want to first wish everybody a Happy Thanksgiving. Don't eat too much.
Remember the Pepto Bismol. Have fun, be careful driving, and everything. But also, too, keep in mind, this is the season of
giving as much as it receiving. There’s a lot of charities out there. We go to the markets, we'll see the guy with the kettle.
Maybe it's time to partake, open the wallet, and contribute.

Yes, Alderman Lopez is correct. At any given night, you can drive to by the portico of St. Patrick's Church and see people
sleeping right down on Main Street. That is very sad and that needs to be addressed. But unfortunately, not at this
particular time. So the best way that we all can compensate for that is to accept the season that was coming upon us and to
remember people who are less fortunate. If you are fortunate to make the proper contributions to the charities that will go
back to the ones in need. | thank you, Madam President. Thank you.

Alderman Clemons

Thank you, Madam President. In regards to previous speakers comments about what | said. If | referred to somebody as
crazy or | called people crazy, like that's because I'm crazy. So sometimes | can, you know, | Know one | see one. But what
| meant to say was the person not living in reality. And there's reality and then there a person's perception. If you think that
the city government is not a republic and you think that the city government is a dictatorship and you go around telling people

Committee announcements:

Alderman O’Brien

Yes in following some of the social media, there seem to have been some confusion. Tomorrow night was supposed to
be the meeting of the Committee of Infrastructure. | think looking at trying to get a quorum together. Everybody got pies
to bake and get in preparation for Thursday, the big day. Common sense allowed to reschedule it because of the holiday
approaching in December. We now are looking at December 8 at 7 pm here in the aldermanic chamber. So it's relatively
close. So believe me, we're going to be discussing Main Street so there should be no barriers to anybody in coming to
the particular meeting. | had to throw that in there. Thank you Madam President.

Alderman Caron

Thank you. Personnel will be meeting on Monday, December 6"", at 7:00 o'clock. As you saw, you have some new
ordinances coming up for Personnel.
