Thank you, Madam President. What does this - as you all know as a past member of Nashua Fire Rescue of 35 years,
this agreement has always in some form had been there. But upon recently, they did through negotiations change go to a
24 hour shift. They are still working 48 hours a week but there was a question on how to pay people who do military
service. Currently right now, | think there is only three current members of the Department that are truly patriotic that give
of their extra time to satisfy their requirement as part of their military duty. So this will ensure that these firefighters will
meet their pay. It's very similar to what exists currently with the Police Department as well and | urge your support. Thank
you.

Thank you, Madam President. Currently, I'm very proud to report back to the full Board that the current BPW Retirement
System which currently exists of 108 retirees and 160 active employees is healthy. It is healthy to the point that the
current fund ratio for the pension fund is approximately 88%. That's better than what the city is getting off to State that we
do pay. So we do manage in the municipality, the pension system very well.

But unfortunately, within the pension system, we do not give COLAs or cost of living increases. So in every point in time,
we do look at the particular funding and if it is available and with the numbers that we're having right now of 88%, we'll
give the retirees a one check only. They did receive this. This was done in the past. | think that they received it in 2017.
So it's been approximately five years where they haven't received this additional check. That additional checks helps
them to compensate for what is being lost through inflation and other issues. So we do it around this time of year. It's a
nice little Christmas present to our people who collected our trash, plowed our streets, mowed our parks, and everything
else and | feel that they are deserving. So | urge your support. Thank you, Madam President.

Can | explain that briefly that amended changed? Thank you. Being a Trustee for the Board of Public Works, what
unfortunately happened everybody was in so joy and unison approving this, it seems by looking at a later date at the
particular meeting minutes that even though everybody, you know, nodded and was in full agreement, that there wasn't
truly a formal vote. | can testify in my good name as a member of the Board of Trustees. It has the unanimous support of

Counsel that we are proceeding okay here and we can do it. We're putting the kind of the cart before the horse and if
that's okay, that's fine.

So this is part of the new Department of Public Works building that's going to be constructed at the landfill. This is part of
the financing package. This $3,650,000 represents the proceeds from the sale of the Burke Street property. The Burke
Street property was purchased with the idea of converting the existing building there into a Department of Public Works
building. It turned out that it was not suitable for that so the city subdivided part of the land and reserved it for future
expansion of the wastewater treatment plant and also took part of the land and reserved it for conservation land around
the Salmon Brook and that little pond that's in that area. The remaining parcel was recently sold and this is the
$3,650,000. Those proceeds are going to be partly used for the building of this Department of Public Works building,
which was its original purpose. Thank you.

| concur with everything that Alderman Jette said but we amended it last night because it's FY2022 unanticipated
revenue. So the motion before us is to approve the money coming from FY2022. It was amended at the Budget meeting

last night.

Thank you. It would be helpful to me to have the question that was raised just clarified because |, too, had planned to be
at the Finance meeting in which we were told that there was a $12 point something million dollar limit on this project.

Well | simply said that it was...

Do you want me to clarify it again? The $12 million is the amount that's going to be paid to the construction manager.
Meaning the hard construction but as the memo that went to the Finance Committee, there was no meeting so. As the
memo said, the author is not me but the person is saying, | am requesting a not to exceed figure of $12,025,000 to be
used to approve this contract. This is the hard construction contract. This represent a construction budget of
$10,525,000 and a $1,500,000 contingency budget. These figures align with previous representations. In other words,
previous statements which have been made for a long time targeting a total project budget of $15 million. So the $12
million is just the construction - the hard construction and the construction management. But in addition to that, there's
design, other soft costs, there's testing, there's something called a commissioning agent, there are other things beyond
what's being paid to the construction manager for the construction. That's stated in the memo that would have been
discussed by the Finance Committee if that meeting had gone forward, which it didn't. So this will come to the next
Finance Committee meeting for the approval of that contract. If that contract is approved, of course, and now if the funds
are approved tonight and this contract is approved, then the job will go forward.

these have to do with immunizations, HIV prevention, tuberculosis. There's no matching funds for these grants but these
grants do have to go before the Governor and Council on their December 7‘ meeting and that's why they're asking for a
second reading this evening. There is no local match required for these. Like | said, they are tuberculosis, HIV,
immunizations, COVID-19, lead poisoning. So I'd like to have a second reading this evening. So to suspend the rules to allow
for a second reading.

Thank you, Madam President. I'm going to support these and I'm going to support the others for the reasons that you
indicated but | would like to say that when we're going to be asked to do something like this | mean obviously you knew
that they were looking for a second reading tonight. It would have been nice for the rest of us to have been alerted to that.
You know some kind of a memo explaining that that was going to be requested and what the reasons are. That would be
very helpful. | mean we're all trusting and we have no reason not to trust Public Health Department but it would it would
have been nice for us to be warned that this request was coming forward. | will support it for the reasons you've indicated.

| appreciate that and then next time | know this, | will send out a memo. | just learned this | think this morning. So yeah |

Just to contribute an observation at the last Board of Health meeting, they discussed anticipating these funds coming in.
At that point, they became aware that they were likely to with the timeframe of submitting them here and the timeframe of
the relative committees that need to be involved, there was concern that they might be close to the date. So |
