The Nashua Police Department has received notification for funding from the State of New
Hampshire, Department of Justice, F¥Y2022 Coronavirus Emergency Supplemental Funding in
the amount of $18,795 pending Governor and Council approval. Since this is below the $25,000
threshold of NRO5-132C, we are requesting the Board to provide a first and second reading of
the resolution to assist in meeting a grant end date of January 20, 2022. No matching funds are

required.

SUBJECT: Proposed Nashua Ward Lines to Allow for Two NH Senate Districts

Good Day:

The Map-a-Thon Citizen Mapping Project is an all-volunteer corp of engineers, GIS mapping
specialists, database specialists, data analysts and other citizens who are working for fair
voting districts in New Hampshire.

Recently, NH Senator James Gray brought a challenge in Nashua to our attention. If the
wards in Nashua were equal in population, it would not be possible to have just two NH
Senate districts in Nashua given the 2020 population changes and the population math with
nearby communities.

Understanding that Nashua has not yet drawn its maps, we are submitting a balanced ward
population combination that meets the necessary deviation, yet allows the Senate
Redistricting Committee to cover Nashua with two Senate districts. This change is
compatible with Nashua’s NH House seats as well.

Attached is a second document with the specifics of our proposal.

Nashua Wards & NH Senate Redistricting

Recently, Senator Gray raised an issue that if Nashua wards are drawn with equivalent or near
equivalent populations, Nashua will have to be split into 3 Senate districts. The Map-a-Thon
mapping team has outlined the problem below, along with a potential solution.

The example below shows possible Nashua Senate districts if wards were drawn with
equivalent population, but it involved districts with several towns outside the city limits.

Our goal, however, is to reduce this to two NH Senate districts representing Nashua. Our
solution is to balance and draw the Nashua wards within acceptable deviation so that combined
populations will allow for two Senate districts.

Here are the relevant numbers:
* 2020 Ideal Senate Population: 57,397
* Allowable 2020 Senate Populations: 54,528 — 60,266
* Nashua Population 2020: 91,322
* Number of wards: 9
¢ Ideal Population per ward: 10,147

¢ Allowable Population per ward: 9,639 — 10,654

We're proposing the following 2020 ward populations for the City of Nashua:
® 3 wards with populations of 10,390 -10,650 (Wards 3, 7 & 8 + Hudson)
* 6 wards with populations of 9$,900— 10,025 (1, 2, 4, 5, 6, and 9)

It results with this map of Nashua with two NH Senate districts, one of which includes just
Hudson, rather than a string of smaller towns along the border. It's also important to note that
this ward map does not damage Nashua's NH House districts; each ward would still receive
three reps and be within the +/- 5% deviation range.

Temporary Policy on Leave due to Coronavirus Disease COVID-19
Starting Tuesday, October 26, 2021 employees who meet the following criteria will be paid their
regular wages without requiring the use of personal leave time, such as vacation, sick, or earned
time for quarantine due to COVID19:

1. Provide proof of vaccination for COVID19

and

2. Submit medical proof of a positive COVID19 test
Employees who are isolated or quarantined may be required to perform work remotely, as
directed by their supervisor, and to the extent they are able to do so. Guidance to help
employees decide if they should isolate or quarantine can be found on the City’s website @
https://www.nashuanh.gov/1334/For-Citv-Emplovees.
This policy will be effective immediately. The Mayor is authorized to set an end date for this

temporary policy.

Re: Canvas of Returns of November 2, 2021 Municipal General Election
Request for Recount of Votes Cast for Ward 1 Alderman Race

To the Honorable Board of Aldermen:

In accordance with Charter Section 23, attached please find the Record of the Returns for the Municipal
General Election held November 2, 2021. A total of 14,200 voters turned out on Election Day. The names
of 49,159 Nashua residents appeared on the checklists at the polls’ opening; another 415 residents
registered to vote at the polls on Election Day. Thus, voter turnout was 28.6%.

Please be advised the Office of the City Clerk has received a request from Jan Schmidt for a recount
of the votes cast in the race for Ward 1 Alderman. Under Section 26 of the City Charter, the Board of
Aldermen is required to conduct the recount at the meeting during which “the returns are to be
canvassed” (that is, November 9") or at a meeting “specially held for that purpose within one week
thereafter...”

Accordingly, with the exception of the race for the office of Ward 1 Alderman, | would request that the
Board of Aldermen canvas the returns of the November 2, 2021 Municipal General Election at its
November 9, 2021 regular meeting and that a special Board of Aldermen meeting be scheduled for
Saturday, November 13, 2021, at 9:00 a.m. in the City Hall Auditorium for the purpose of conducting a
recount of the ballots cast for the Ward 1 Alderman race. Thereafter, the Board shall declare the results
of that recount, “which declaration shall be duly recorded by the city clerk and shall be final and
conclusive.”

In closing, { would like to express my gratitude to the schools that hosted our polling places, the public
works crew that assisted in setting up and tearing down, the City Clerk’s staff, and ail of our election
Officials. Their continued dedication and commitment to our city assures that our elections run smoothly
for our citizens.
