Integrated Planning Framework (IPF): Reducing future costs

Nashua has developed an Integrated Plan Framework (IPF)
and has developed a Dynamic Sewer Rate Model to comply
with its Consent Decree with the US Environmental Protection
Agency:
¢ Prioritizes over 40 capital projects that best address the
most pressing system needs as determined by Nashua
using City-developed criteria. IPF includes all capital
projects linked to a Dynamic Sewer Rate Model
developed for the City by Consultant (Hazen).

¢ Defers capital projects that are determined to have fewer
benefits for similar investment costs.

¢ IPF smooths the “cost curve’ and can mitigate future rate
increases.

Conclusions

¢ Sewer rates need to cover the costs to finance the capital investments that are REQUIRED to
comply with regulatory permits and to avoid costly fines due to permit violations as a result
of failed infrastructure.

¢ Despite recently approved increases, Nashua’s sewer charges in 2023 will still be lower than
its peer utilities charge in 2021 and well below the 2021 NH State Average Household
Quarterly Bill.

¢ Nashua rates are and will remain affordable to all major household income brackets based
on EPA’s 2 percent affordability metric.

¢ Nashua has developed an Integrated Planning Framework to further reduce the rate impacts
of its required capital investments. This planning initiative will include all capital projects
linked to a Dynamic Sewer Rate Model to accurately forecast sewer rate increases well into
the future.

¢ No additional rate increases are proposed at this time. Rates will be reviewed annually to
determine if future adjustments are needed.

Vendor does not consider that any further examinations, investigations, explorations, tests, studies, or
data are necessary for the determination of this proposal for performance of the Work at the price(s)
bid and within the times and in accordance with the other terms and conditions of the RFP Documents.

Vendor is aware of the general nature of work to be performed by the City and others at the Site that
relates to the Work as indicated in the RFP Documents.

Vendor has correlated the information known to Vendor, information and observations obtained from
visits to the Site, reports and drawings identified in the RFP Documents, and all additional
examinations, investigations, explorations, tests, studies, and data with the RFP Documents.

Vendor has given the City written notice of all conflicts, errors, ambiguities, or discrepancies that
Vendor has discovered in the RFP Documents, and the written resolution thereof by the City is
acceptable to Vendor.

The RFP Documents are generally sufficient to indicate and convey understanding of all terms and
conditions for performance of the Work for which this proposal is submitted.

A, Vendor further represents that this proposal is genuine and not made in the interest of or on behalf of any
undisclosed individual or entity and is not submitted in conformity with any agreement or rules of any group,
association, organization or corporation; Vendor has not directly or indirectly induced or solicited any other
Vendors to submit a false or sham proposal; Vendor has not solicited or induced any individual or entity to
refrain from bidding; and Vendor has not sought by collusion to obtain for itself any advantage over any other
Vendor or aver the City.

5. The requirements of the New Hampshire Revised Statutes Annotated shall apply to this project. The Vendor
