On October 2, 1968, it was President Lyndon B. Johnson who signed legislation
establishing the Redwood National Forest. Anyone who has visited this knows that
it was the right thing to do—preserve it for future generations. He did the right
thing, and history has shown that.

LBJ never said, let's cut down those redwoods and put up 44 condos.

Now, many of you who have read this far are probably thinking, “How can you
compare the Grand Canyon, or Yellowstone, or the Redwood Forest to a 13 acre
parcel of forest land next to a small park in a small New England city that most
people in this country have never heard of, and may never visit. Well, to us, to those
who live in this area, and to the nearly 3,000 people (most are outside of Ward 3),
who have signed a petition to have the city buy this property, and to all who do visit
here, it is our equivalent of the Redwood Forest.

History will show that buying this 13 acre forest and making it part of Greeley Park
was the right thing to do. There are numerous examples in our recent history where
the State of New Hampshire or the City of Nashua decided to purchase property for
the benefit of the people and future generations. When it comes to developing
property, just because you can, doesn’t mean you should.

Today, with all of the discussion around green space, climate change, pipelines,
deforestation, pollution, ad nauseam, it is hard to believe that this would be
anything but the right thing to do.

And remember, the expedient thing, and the right thing, are seldom the same thing.

Dear Alderwomen and Aldermen:
I am not in favor of setting out jersey barriers on Main Street for any more years.

They cost us a lot to buy, graffiti paint and place in and take away, every year. They are not good looking, they
are up for way more months than anyone wants to dine on a street amidst diesel idling, block non restaurants
from having parking in front of their offices or boutiques, they are losing us lots of parking meter revenue, there
is no more handicap parking on Main Street and the tar is really scuffed up this year. Restaurants cannot find
help, they can barely take care of diners in their restaurant and on our sidewalks dining to begin with, let alone
diners sitting on the street. Also was never fair to only assist restaurants on ONE of Nashua's streets, not
Roland's, Pine St eatery, Bobola's on Simon, all on DW Hwy South or Amherst street with a free street to set

tables on

The Firemen, Policemen and Ambulance drivers are not allowed to come and tell the city the impact these have
had on traffic, because they are city employees, but know they do NOT want them either. All the times there
are vehicle accidents on the Everett Turnpike, you all know traffic gets off and heads onto Main St to get north/
south. I went to Litchfield to get to Manchester a couple times.

Hello -

I understand that the topic of Main St. barriers is up for discussion at the committee meeting tomorrow
evening. I want to voice my position on this topic. The Main St. barriers were intended to be a temporary
mitigation of the difficulties encountered by some of Nashua's restaurants due to the restrictions caused by
COVID-19, It was never understood to be a permanent feature of Nashua's Main St.

If the barriers had only positive impact on some of Nashua's restaurant businesses with no negative effects,
consideration of making them permanent could have some merit. But, while the barriers may have had some
positive impact on restaurants, it is unclear how much of an impact, and it is clear that the barriers have negative
impact on any Nashua Main St. business that isn't a restaurant. These businesses need the parking capacity that
is lost to the barriers; these businesses are at least as important to Nashua as the restaurants. No consideration
of making the barriers permanent should be given unless and until all the other impacted businesses have had an
opportunity to express their views on the impact the barriers have had on their bottom lines. Additionally, the
negative effects on the efficient movement of traffic in downtown Nashua affects not only all the businesses in
downtown Nashua but all travelers attempting to navigate their way through the city.

In my view, the barriers have outlived their usefulness and should taken down permanently, and not be given
consideration for becoming a permanent fixture.

I am not in favor of we taxpayers buying a $2.5 million parcel of land near Greeley Park. The whole southwest
corer of Nashua near me is being developed, so too should this parcel be as the landowner family wants. We
keep hearing there is a drastic housing need in Nashua. Also, the land would then pay in property taxes to help
slow down the rise in those every year.

I write as a downtown business owner on Main Street. I have been a practicing lawyer on Main Street for over
twenty years and for the almost twenty years before that I was never more than a block oll Main St. I am aware
that the Board of Aldermen are considering putting the Jerscy barriers up again downtown next year. I write
because my schedule docs not permit me to appear in person at your hearing. While it was posilive to have them
in 2020 to allow the restaurants to have the greater scaling needed to survive when the Covid space requirements
were so strict, but things have changed and justification is no longer the same. Frankly, the barriers in 2021 greatly
impeded having adequate parking and traffic Mow, besides being distraction and deterrent to our downtown.
Other than the restaurants, I and many other businesses have seen a drain on daytime business life being greatly
reduced. The barriers have come at the cost of daytime business, Many downtown stores and businesses, mine
included, have been impacted regarding parking and access by the presence of the barriers. At this point it
appears that the downtown (non-restaurant) businesses have all the inconveniences of the barriers and don't even
have the benefit of many restaurants being open for lunch.

I am grateful that many of the restaurants did make it through the huge problem, which was Covid in 2020, and I
think it is line to Iet the restaurants continue to have scaling on the sidewalks as they have had for years. But we
need to return to the earlier policy and keep downtown Nashua [ree of the barriers. There were some innovalions
with the pandemic that were and are good to consider keeping in some fashion, but the barriers are not one of
them.

Tonight, the Infrastructure Committee is considering an ordinance relative to outdoor dining in the downtown area. I'm
hoping this can be tabled in committee but if it does make it to the full Board, it is my hopes it will be tabled until the
new BOA is sworn is. This is a substantial ordinance that effects Downtown for three years, a “lame duck” BOA
shouldn’t take this up.

I feel i need to voice my concerns over the downtown barriers and traffic problems due to the barriers. The flow
of traffic being the biggest problem from my point of: view. We were hearing it from our customers on a daily
basis.

What usually taken only a few minutes to drive thru and into downtown is now taking 15 to 20 minutes and
worse during the 2 rush hour times as well a the lunch time. Although i am not against trying to help our
downtown

restaurants i am against doing it at the expense of other businesses. Putting up the barriers has a negitive effect
on many of us.

Please DO NOT put these road barriers back up upsetting the flow of traffic.

The negitive effect is to all of us. It would be my belief that it really effects every single business in downtown.

Question/s.... Has anyone asked every restaurant that has these barriers if they even want them ?

This would include large as well as small restaurants.

The sidewalks are wide. For the ones that want them could they just use the sidewalks and not effect the
roadway and parking ?

Is this not what Surf , MT Local , Peddlers and Marthas have been doing for years ? Using the sidewalk with
no barriers.

These are just 4 of the great restaurants in town. Has anyone asked them if they want the barriers ?

Can these restaurants handle the extra capicity with what so many people are calling lack of workers?
If you go into most restaurants you can see the signs..... please be patient , please be nice ... we are short
staffed.

Basically saying Please forgive us for being so slow due to not having enough people to work.

It seems that almost every restaurant and store is hiring and cannot find help.

How else can we come to a solution that works for all without effecting the flow of: traffic?

There are other things to consider also as others have indicated...

Emergency vehicles for one.... Those few extra minutes for Fire / Police / Ambulance coming down Library
hill...... Those minutes ARE CRITICAL for emergency vehicles

Yes they know they are there Yes there are electronic signals for the lights ... but dropping down the traffic
lanes and putting up the barriers DOES effect them.

Minutes count to emergency vehicles.

I love the great ideas and art work on the barriers... | know those people put in a lot time and effort into
designing and painting. They spent many many hours getting them done from start to

finish,but as a downtown business does it really look professional ? Tremendous art work by some very
talented people. It just seems out of place to me as a business owner in Downtown Nashua.

I love my downtown Nashua but some things NEED to change when it comes to these barriers.

The time for them has gone by. They are no longer needed in my opinion.

Parking ??? Lets not go there. ok lets for 2 short sentences.... ITS A PROBLEM. I WISH I HAD THE
ANSWER.

One more thought that should probably go to DPW ? The NO RIGHT TURN ON RED SIGNS from most of
the side streets onto Main street.

Why are the signs located where they cannot be seen when you are at the light ?. Why are they not up in the air
at the red/yellow/green signal

in front of you where they can be seen. Park street for instance coming down the hill from the library.

TO WHOM IT MAY CONCERN:

We are not in favor of the concrete barriers on Main Street in any manner at any time. Nashua taxpayers spent millions
building the Broad Street Parkway and we still have congestion problems downtown. We once witnessed several police
cars trying to get down Main Street in an emergency and they were thwarted by the barriers and the extra traffic they
caused. Furthermore, what gives the city the right to pick the winners and losers of Nashua businesses? Why do the
Main Street restaurants get special privileges, while other Nashua restaurants do not? Lastly, these barriers are
expensive and they're an eyesore! I’ve never been so embarrassed by our formerly lovely downtown Nashua. The
graffiti “art” on the barriers makes the downtown area look like a 3" world location. Because of these conditions, we
have chosen not to patronize the Main Street businesses who are receiving favored status. There’s no issue with any
restaurant participating in sidewalk dining, but let’s keep it out of the streets.

Please permanently rid our downtown of these hazardous and ugly barriers!
