Subject: Barriers

Good Morning,
I’m writing to voice my opposition to bringing back the barriers.

At the beginning of COVID I feel the leadership of Nashua made
the absolute right decision to expand dining Downtown. There is
no doubt that action saved our downtown restaurants. With indoor
dining back, the expansion is no longer needed.

The argument to bring back the barriers is that people enjoy outdoor
dining, Nashua has had outdoor dining for years.

In the ordinance you’ re discussing, it states another reason to bring
the barriers back is the "positive economic impact”. This may be true
for the restaurants but definitely NOT so for the other 100+ businesses.

I can tell you the barriers have had a huge negative economic impact on my business!
My clients are constantly telling me they avoid downtown because of the parking and
Traffic issues the barriers cause. I’ve attached 31 signatures of these clients that
oppose bringing back the barriers.

As a Nashuan born and raised and a property/business owner downtown,

I have enormous love for this city and it’s amazing downtown. If the barriers come

back for another 3+ years, I don’t know if I'll have any choice but to look into relocating
my business which has been a downtown fixture since 1981,

Downtown Nashua needs to stay a healthy environment for ALL businesses to thrive.
Not just the restaurants.

Please vote no on bringing back the barriers!!

Sincerely,
John Chasse

Petition for PERMANENT
Removal of the Barriers

When COVID hit our community and strict mandates existed, our restaurants were struggling
and there was a need for intervention downtown. The barriers were incorporated to create a
safe dining environment and open the area back up for patrons and employees. As we have
progressed through COVID and people are back to work and restaurants are at full capacity,
the barriers are now a nuisance. The traffic, lack of parking, and inconvenience has shop-
pers avoiding the area, resulting in a significant loss of business. It is time to move forward

and permanently remove the barriers and support the hundreds of businesses that are now
nesatively affected.

Please be advised that | am not in favor of having these barriers. | am but a small cobbler shop on factory St. |
had to live with two concrete barriers in front of my store all summer and fall. Between the pandemic and the
barriers, | lost over $ 50,000.00 in business. When the barriers were removed my business returned to normal.
I service a lot of handy capped people; my customers and | should not have to sacrifice for the sake of
restaurants on main St. These barriers are also trash collectors and turn our city into a graffiti like place that
looks like a dump.

Subject: Barriers in Downtown Nashua

CAUTION: This email came from outside of the organization. Do not click links/open attachments if source is

Good morning,

I work at a law firm in downtown Nashua (and am a resident of Nashua as well) and wanted to make my
opinion known regarding the barriers placed on Main Street and East Pearl St. during March-November. It is
my understanding that there is an upcoming Board of Alderman meeting, and that during this meeting there will
be discussion and a vote on extending the barriers for three years.

I can understand and support the reasons why the barriers were put up in 2020 to allow the restaurants to expand
their outdoor seating areas. However, this past year they created many traffic issues and other problems for
downtown businesses. There is very little parking on Main Street for both the restaurants and other

businesses. As a result of the barriers, there is so much traffic congestion - almost every day between March
and November I would sit in traffic through several light cycles as a result of the four lanes being reduced to
two lanes. It is a huge safety issue as well, in terms of getting fire trucks and emergency vehicles

through. Luckily, the Main Street area has not had any catastrophic events during this time period, but if they
did, the barriers would greatly impede any progress they would make.

The restaurants that are currently open on Main Street have plenty of sidewalk areas for their outdoor dining
during the summer months. I completely support that. But to continue to place the barriers on Main Street and
surrounding streets (especially for three years!!), and reduce the traffic lanes on Main Street would create so
much difficulty for the other businesses as well as for people who work here or would like to shop

downtown. Please consider this my vote, both as a resident and a person who works in downtown Nashua,
against placing the barriers on Main Street.

Thank you!

Best regards,

Please forward to the Board of Aldermen.:

As a resident of Ward 3 who has enjoyed walking the trails in Greeley Park for over 40 years | am truly heartbroken that
our beautiful park will be destroyed by a development of condo units.

I think of the sign at the entrance road off Concord Street that reads: “a place to rest and enjoy nature”. | don’t see
how that will be true anymore after condo units are inserted into the middle of the park.

| know that it is private property and that I can only hope that if enough people express their disappointment in losing
this treasure then maybe the Barker family will consider selling the wooded portion to the city.

lam heartsick thinking of the wildlife that will be displaced and how the park itself will be irreversibly disfigured. if the
unthinkable happens then | will never be able to walk in the park again, preferring to remember it when it was
beautiful.

RE: Public Access Television Operations & Management Services
Bid Proposal of Robert J. Bartis, Esq. & George Russell

Dear City of Nashua:

It is an honor to submit this recommendation in support of my great friend, colleague and mentor
Robert J. “Bob” Bartis. First, and of most importance, Bob is an amazing person and a valuable asset to
the Nashua community. Over the past 20 years I’ve had the privilege of watching Bob rise in the legal
field to become a prominent lawyer who built a thriving law practice here in the city. In his role of
lawyer, Bob has (and continues} to help countless Nashua residents facing a vast range of assorted legal!
challenges with fairness, understanding, compassion and the utmost professionalism.

Equally impressive is Bob’s successful revival of our local community radio station WSMN 1590. In
March, 2017 Bob purchased WSMN, a local radio station that first aired in March, 1958. Through sheer
tenacity and determination Bob and George Russell transformed a one-time popular, but long defunct,
radio station into an all encompassing and inviting forum. Bob and George are the driving force, the
architect, behind the engaging programing and inclusive atmosphere fostered at WSMN 1590 radio.
Under Bob and George’s stewardship, local residents may tune in anytime and listen to a wide
assortment of relevant content — quality content that changes by the hour. For example, in the morning
one may tune inand listen to a lively political debate and, several hours later, one may tune in again and
listen to a sports program. Bob and George warmly invite groups from all walks and stations in life onto
the airwaves. In short, WSMN is the heartbeat of local democracy.

Bob are George are the most qualified candidate to transform public access television. For them, it is no
giant leap to pivot from resurrecting the local radio waves to rejuvenating the local television station.
With their proven investment of time and dedication to local programming (and, by virtue, our local
community), it is beyond all doubt that Bob and George will successfully transform community television
in the same fashion that he completely reinvigorated and revived WSMN.

Hello Donna.

My wife and I would like to express our support for resolution R-21-202. As long time residents of Nashua and
homeowners on Wellington street we would like to see the Barker forest land purchased by the city and
combined with Greeley park for the residents enjoyment.

Could you please forward this to the Alderman. We will be joining the meeting via Zoom, we don't feel
comfortable with the in person meeting because of COVID.

Thank you and have a great day.

Subject: Seasonal Road Closures and Elimination of On Street Parking for Outdoor Dining

CAUTION: This email came from outside of the organization. Do not click links/open attachments if source is

To the Nashua Board of Alderman:

My name is Gloria Henry and my husband James and | own Glorious Possibilities at 100 Main
Street. We are a home decor and gift shop. We relocated to this location in November 2020. Prior
to that we were located in the Chandler Library house for over eight years. We relocated to reduced
our overhead and survive during the peak of COVID19. During the last 17 months of COVID19, we
have been working nonstop to keep our business thriving. The second year of barriers has been an
impediment to our business. We do not support continuing the Jersey barriers for another three
years. Therefore we want the ordinance overruled.

As a 39 year resident of Nashua, | have never seen such chaos on Main Street. The barriers are a
logistical quagmire to the ebb and flow of commerce in my store. Customers constantly complained
about the lack of parking, traffic congestion and the unattractiveness of the barriers. We see
hundreds of customers each week and not one customer has ever supported having the barriers the

second year.

We believe that the Main Street restaurants, retailers, professionals and service based businesses
should all be allowed to thrive and not disproportionately given special benefits. The barriers have
definitely favored the restaurants and that was justified when COVID19 was at its peak. There is no
longer a need for such inequality.

All restaurants can still have outdoor seating utilizing their sidewalk blueprints prior to

COVID19. Restaurants can also make reasonable outdoor seating arrangements with nearby
retailers. We are not against restaurants, we order lots of food from local restaurants. Almost weekly
we send customers to the restaurants who are not familiar with the downtown area.

Since COVID19, customers want to shop downtown and support local and small businesses. The
city should not do anything to impede that desire. Therefore, we believe it is imperative that the
barriers should not be put back up and the ordinance be rescinded.

Subject: Support of R-21-202

Iam a student of history, and one of my favorite people from the last century is
Eleanor Roosevelt. She said something compelling.

Great minds discuss ideas.
Average minds discuss events.
Small minds discuss people.

What she meant by that was that the great minds who discuss ideas are the
visionaries. The visionaries see, what I call, “the cultural roadmap to our future”.
What will our country look like years from now? This is not because of how history
will judge them, but how history will recognize that what they did was the right
thing to do. In 1903, Theodore Roosevelt, on a visit to the Grand Canyon said,

“Leave it as it is. You cannot improve upon it. The ages have been at work on it, and
man can only mar it. What you do is to keep it for your children, your children’s
children, and for all who come after you, as one of the great sights which every
American should see.”

He never said, let’s put up 44 houses on the South Rim by the Kaibob Trail.

And Teddy Roosevelt saw a means of preserving the natural wealth of this country
and leaving it in its natural state rather than a land strictly for the economic benefit
of developers and entrepreneurs. He did the right thing, and history has borne that
out.

John Muir, conservationist, responsible for petitioning our government to create
many of our National Parks that we enjoy today, realized that protecting and
preserving these lands for future generations avoided catastrophic destruction of
majestic scenery that, once gone, was gone forever. He also did the right thing, and
history has shown that.

He never said, let’s put up 44 houses next to Old Faithful.
