that to lose the opportunity to enlarge Greely Park would be a missed opportunity that would hurt generations

Ladies and Gentlemen — | cannot attend the upcoming meeting due to other commitments but would like
to express my support for the permanent removal of the barriers on Main St and surrounding roads. Now
that the barriers are down, you can see all the cars who are using the “normal” parking spaces.

The barriers were important when the crisis hit, but since al! restaurants are now open for business, it is
essential that we now allow a normal downtown to exist.

That would be one without barriers. As a new business owner downtown, the barriers caused too much
traffic and parking issues which in turn has a negative effect on the businesses.

Let's go back to how we always had sidewalk dining —! believe the sidewalks are wide enough to
entertain an adequate number of patrons for the businesses. It's worked in the past and should work in

the future.

I am unable to attend the meeting in Person nor by zoom. But would like to make statement.

As a former conservation commisioner, yrail steward for yudicky park,, and an avid outdoorsman I would to ask
that the city purchase this property, I am aware of the scarcity of buildable land and the need for housing, but
feel we also should balance those needs with the need to keep the city more livable, not just for the people but
also for the dwindling wildlife.

Green areas cleanse the air of pollution and mitigate alot of noise pollution that a burgeoning population
creates. It also makes the city more attractive and more user friendly. We are seeing more people walking and
biking , and less driving which is a good thing not just for pollution but for the general health and welfare of
the people. As the pandemic has shown us, our population. Has become too sedentary and less fit, along with
more and more indoor activities, all of which are detrimental to our health.

Once the land is developed, it's gone, never to return. I implore you to buy whatever available land you can , for
us all and for future generations.

I first met George Russell in October of 2014 to do a 20-minute interview about HVAC in the
Nashua area. J] had been listening to the show for years even when it was carried from the New
London Station. I was on the show a few more times before Joyce Cooling & Heating, Inc
became an advertiser. I have worked with George and Bob both on the air and off and am proud
to be affiliated with them.

What I found from our relationship was that WSMN was the only local media in town that
seemed to want to be a voice of Nashua same as when | was a kid. We were involved in a
mayoral debate, live broadcast of the Groundhog Breakfast in 2019, and several live remotes
around the city. In every instance we received positive feedback from our customers.

After George Russell and Bob Bartis had purchased the station and were moving it to an iconic
location looking out over Main St., WSMN1590 began to grow into a first-class radio station.
Running a radio station today is more complex than it was just 8 years ago. They have integrated
the station, so it has live HD cameras streaming in-house shows to the Internet.

One of their greatest strengths is combining Bob’s legal background with George’s media
experience. Over the years they have successfully faced adversity and numerous challenging
situations with a levelheaded professional manner.

In my opinion, they can deliver the operational and technical talent that will be required to run
Nashua’s Public Access Channel and make it a success.

o There was a study done by the Trust for Public Land “New Hampshire’s Return on Investment in
Land Conservation” that found that residential developments consume $1.12 in services for
every $1 in revenue generated.

o The same study also highlighted funding options for conserving this 13 acre wooded lot coming
from federal, state, local, private and nonprofit sources. These options need to be pursued and
could mitigate the cost of purchasing the lot.

2. Housing - One of the arguments made against R-21-202 is that Nashua needs housing stock and that
people will upgrade to these condos and will free up affordable housing for Nashuans.

o The argument that these condo’s will address the shortage of housing stock in Nashua is not
supported by the data

* The Thorndike Development condos will sell for an average of $675,000. To purchase a
condo in Thorndike’s Development a household income would need to be $159K more
than twice the median income

« Therefore its likely that the majority of the buyers will come from outside Nashua and the
homes they free up will still be out of reach for the average Nashua family

« The following data is from the 2019 US Census:

5. Greeley Park
o The park has been entrusted to the care of the City of Nashua for 125 years. The 13 acre lot at

15 Bartlett is surrounded on 3 sides by Greeley Park. The plan by Thorndike Development
shows condos right up against the property line to meet the minimum setback
requirenment. The condos will be visible from the majority of the west side of Greeley Park and
will reduce habitat for wildlife and the value of the park for all those that enjoy it.
= The benefit of spending time in nature are well known and I’m sure all of you are aware
of how essential having access to natural settings is to good health. Greeley has been a
family friendly natural setting for over 5 generations of Nashuans. The COVID

pandemic has taken a toll on the mental wellbeing of all of us but it especially been felt
by children with remote learning and complete disruptions of their lives. Spending time
in nature has been shown time and again to have both physiological, emotional and
mental health benefits.
6. Neighborhood
o These types of condo developments are not well integrated into their surrounding communities
are intended to be communities unto themselves. The developments amenities are for the sole
and exclusive use of the residents.
o The image below was taken at Red Mills (one of the developments Thorndike Developments
said was most similar to their plans for the property) and highlights that this development will be
an enclave and not an integral part of a neighborhood

In conclusion; This property presents a unique opportunity for the city to preserve, protect, and defend the
essence of Greeley Park for current and future generations of Nashua. There is no “undo” button, no 2nd
chance if this opportunity is lost. This wooded lot would be lost forever and every future generation of
Nashuans that walk the trails on the Westside will be forced to look at back alleys of a condo development

There are options for federal, state, private, and nonprofit funding for this that can mitigate the cost to the city
but these options need time to pursue and the only way to buy that time is for the city to send a message to
Thorndike of the intent to buy the land. Mr Geisinger (Thorndike President) stated on November 17th he would
step away if the city wanted to buy it or there was widespread opposition. There are 2,835 (and growing)
signatures on a petition opposed to the condo development. If the city also shows Mr Geisinger of the desire to
buy the land by passing R-21-202, and Mr Geisinger keeps his word and backs away, it will allow time to
pursue these other funding options and mitigate the need for a bond issuance.

The question for this Board is whether you want your legacy to be expanding Greeley Park and preserving this
natural resource for another 125 years or do you want to be remembered for allowing a high end condo
development that will be bought by people outside Nashua and may cost more in services than it generates?

| am writing to let you know that | am against the barriers being reinstalled for the next three years on Main St.

| was a proponent for these barriers during COVID and sent Mayor Donchess a picture of Winter Park Florida and their
success with these barriers for restaurant dining.

| have friends that both own restaurants and run businesses in downtown Nashua.

The barriers were unnecessary this year and caused many downtown businesses financial hardships.
| never shopped downtown this year as | usually do as | did not want to fight the horrendous backups, could not find
parking, and felt it was dangerous to exit my vehicle anywhere on the street or side streets .

Many of the seats outside Surf and other restaurants that were in the streets remained empty except for a few nights

during the weekends .
| have seen pedestrians almost hit trying to cross the street as drivers are not paying attention.

The small businesses have definitely felt the loss of customers walking on the sidewalks and shopping .
| will continue to avoid downtown shopping and dining if the barriers are reinstalled .

The barriers are creating a nuisance to both drivers and pedestrians .

Please do not vote to expand the barriers .
