Air Quality and Landfill Gas Testing

Matas Rudzinskas. Mr. Rudzinskas is an environmental scientist with TRC. He has 1 year of experience
including performing due diligence, regulatory compliance, site assessment, Investigations, and
remediation projects. Mr. Rudzinskas’ experience includes many field sampling procedures, Brownfield
investigations and analysis, contractor oversight with environmental monitoring and reporting experience
including Phase | reporting; as well as regulatory compliance status and completion reporting. He has
experience in site inspections at locations such as vacant lots, auto repair shops, residential, industrial and
commercial properties and has performed landfill gas and air sampling at the Shady Lane Landfill and New
Searles School.

Elizabeth A. Denly. Ms. Denly has 29 years of environmental consulting experience encompassing Emerging
Contaminants, Quality Assurance/Quality Control, Data Validation/Data Management, Field and Laboratory
Analyses, Consulting for Regulatory Agencies, and Field and Laboratory Audits. She has 24 years of
experience with applied chemistry consulting including conducting the following functions: defining data
quality objectives, preparing QAPPs, conducting data validation, oversight of data management, and
laboratory and field audits. She has 10 years of experience as a Quality Assurance Manager, responsible for
development and communication of quality initiatives within the organization. Ms. Denly has 10 years of
experience working in an analytical laboratory performing GC and GC/MS analyses.

Kristen Morin. Ms. Morin has served as a Quality Assurance (QA) Chemist at TRC since 2016. Asa QA
chemist, Ms. Morin is responsible for providing QA/quality control (QC) oversight in support of a variety of
environmental investigations, including long-term monitoring programs, renovation and redevelopment
projects, and risk-based soil cleanups. Ms. Morin has provided this oversight under various federal and
state regulatory agencies.

TRC is partnering with Eastern Analytical, Inc. (EAS) for the laboratory requirements of this program. EAI
has a special municipality rate that TRC will be taking advantage of for all analytical services under this
contract.

Since 1980, EAI has been providing professional laboratory services to engineers, consultant, municipalities,
businesses and industries throughout New England. They are employee-owned, headquartered in Concord,
NH, and accredited in all six New England states.

5.0 Similar Experience

TRC has been working on all aspects of landfill gas management systems for numerous clients over many
years. The types of landfill gas control infrastructure that TRC has experience working with include passive
gas vents, active gas extraction systems with flares, gas engines and gas turbines. In many instances, TRC
performs both the gas monitoring and well tuning activities and has provided clients with invaluable insight
into system repairs and operational updates to improve the overall effectiveness of the system.

Air Quality and Landfill Gas Testing

School sites under EPA’s Superfund program in the 1990s. TRC was the prime contractor for the EPA and
oversaw the construction of the new cap in 1994. TRC subsequently followed up with several years of
monitoring under the EPA contract for the new cap and the school confirming effectiveness of the
implemented corrective actions.

The City of Nashua and TRC have worked together on several projects. Two such projects were the
combined sewer outflow improvement projects 004 and 005 off of Bridge Street in Nashua with Hazen and
Sawyer. TRC provided environmental, geotechnical, and permitting support for these two important
projects along the Merrimack River. The work also included extensive coordination with various federal,
state, and local agencies as the work included tunneling under an Army Corps of Engineer’s asbestos-
containing flood control dike. TRC also supported the City of Nashua on one of their previous EPA
Brownfields Assessment grant programs. TRC provided crucial environmental and remediation support to
facilitate the development of the Rotary Common Park and Labyrinth along Main Street in Nashua.

Town of Manchester: Landfill Engineering Services for Manchester Sanitary Landfill - Manchester, CT

TRC was initially retained by the Town of Manchester to perform air quality assessments of potential Title V
sources owned and operated by the Town. TRC conducted site visits to evaluate each air emission premise
and to develop facility-specific permitting strategies that would minimize the need for Title V air permits
where possible. If identified as subject to these requirements, TRC developed the appropriate permit
application documents for agency review and approval.

After completion of this initial project, TRC assisted the Town with negotiations to finalize the construction
of, and operating air permits for, the Manchester Landfill gas odor control system. After construction, TRC
was retained to conduct the initial performance test of the landfill gas flare as required by the construction
permit conditions. TRC also conducted the required landfill gas sampling, surface monitoring for methane,
and a fugitive dust survey/roadway silt sampling. The landfill gas characterization sampling effort enabled
the Town to demonstrate that the non-methane organic compound (NMOC) emission rate was less than
Subpart WWW applicability thresholds and minimize long-term reporting requirements.

Currently, TRC provides continuous air compliance support services not only to the landfill, but to the Town’s
landfill premises, which includes the sewage treatment plant, highway department, fleet maintenance
operations, and the BOE Grange building. TRC is also responsible for addressing the conditions of the existing
Title V Operating Permit as well as the NSR air permit for the landfill premises to ensure continuous compliant
operations. This scope of services includes several Title V reporting requirements, Subpart WWW annual
reports, annual NSR permit reporting, NSR permit requirements for rolling 12-month emission and usage
records, NOx RACT recordkeeping, annual emissions statement submittals, quarterly methane surface
monitoring, and monthly wellhead monitoring. In addition, TRC currently assists Manchester with the
monitoring, recordkeeping and reporting requirements of 40 CFR Part 98 — Mandatory Greenhouse Gas
Reporting, initiated in 2010, which includes frequent methane measurements of the raw LFG from the
landfill.

Air Quality and Landfill Gas Testing

Energy Power Partners (EPP)

Epp owns and operates many landfill sites that collect landfill gas and burn it in engines to generate
electricity. TRC has tested both the landfill gas fueling the engines and the emissions generated by the
engines. In addition to the engines these sites also operate flares as emission controls if the engines fail.

Some of the EPP landfill sites that TRC has worked at include:

NH - Nashua

VT - Moretown

PA — Blue Ridge and Cumberland County Landfill
NJ — Vineland and Pennsauken

Fortistar Methane Group (FMG)

Fortistar owns and operates many closed landfills and specializes in renewable power. Fortistar uses the
landfill gas to fuel both engines and turbines to generate electricity. They have also converted many
landfills to solar farms. TRC has tested the landfill gas and emissions from the engines and turbines.

Some of the FMG facilities that TRC has worked at include:

MA — Taunton, Halifax, New Bedford, Brockton
VA - Richmond
NY — Albany

Casella

Casella is recovering landfill gas so it can be used as an energy resource. Casella and its partners are now
producing roughly 25 megawatts per hour of clean energy at five of the company’s landfills. This clean
energy is enough to power approximately 25,000 homes and results in substantial reductions in greenhouse
gas emissions. To capture the methane gas before it can escape to the air, a series of wells is connected to a
powerful vacuum which actively pulls it to the power generation plants where it is converted to electricity.

7.0 Cost

TRC proposes to perform each sampling event as a fixed price activity for a cost of $7,700 per round of
testing. This will make budgeting for project costs by the City easier over the next three years. It is also our
plan to maintain the same price for the sampling event for the duration of the contract. TRC's total price for
the project (nine sampling events) is $69,300.

This fixed price will include all travel, sample media, sampling time on site, consumables, analytical,
laboratory reporting, and QA/QC review.

The total analytical cost per round will be $5,841. There are nine sampling locations and a two blank
samples for each sampling event, one for landfill gas and one for indoor air, for a total of eleven analysis
per event. A breakdown of this analytical portion by method is as follows:

C. Vendor is familiar with and is satisfied as to all federal, state and local Laws and Regulations
that may affect cost, progress and performance of the Work.

E. Vendor does not consider that any further examinations, investigations, explorations, tests,
studies, or data are necessary for the determination of this bid for performance of the Work at
the price(s) bid and within the times and in accordance with the other terms and conditions of
the RFP Documents.

F. Vendor is aware of the general nature of work to be performed by the City and others at the
Site that relates to the Work as indicated in the RFP Documents.

G. Vendor has correlated the information known to Vendor, information and observations
obtained from visits to the Site, reports and drawings identified in the RFP Documents, and all
additional examinations, investigations, explorations, tests, studies, and data with the RFP
Documents.

H. Vendor has given written notice of all conflicts, errors, ambiguities, or discrepancies that
Vendor has discovered in the RFP Documents, and the written resolution thereof by the City is
acceptable to Vendor.

|. The RFP Documents are generally sufficient to indicate and convey understanding of all terms
and conditions for performance of the Work for which the proposals submitted.

Vendor further represents that this proposal is genuine and not made in the interest of or on behalf of
any undisclosed individual or entity and is not submitted in conformity with any agreement or rules of
any group, association, organization or corporation; Vendor has not directly or indirectly induced or
solicited any other Vendor to submit a false or sham proposal; Vendor has not solicited or induced any
individual or entity to refrain from bidding; and has not sought by collusion to obtain for itself any
advantage over any other Vendor or over the City .

The requirements of the New Hampshire Revised Statutes Annotated shall apply to this project. The
