REPRESENTATIVE EXPERIENCE

Kristen Morin has served as a Quality Assurance (QA) Chemist at TRC since 2016. As a QA chemist,
Ms. Morin is responsible for providing QA/quality control (QC) oversight in support of a variety of
environmental investigations, including long-term monitoring programs, renovation and redevelopment
projects, and risk-based soil cleanups. Ms. Morin has provided this oversight under various federal and
state regulatory agencies.

Data Validation/Data Usability Assessments

Ms. Morin routinely performs data table QA/QC, data review, data usability assessments, and data
validation of aqueous, soil, sediment, and air matrices for a variety of analytical parameters, including
volatile organic compounds (VOCs); semivolatile organic compounds (SVOCs); pesticides;
polychlorinated biphenyl (PCB) Aroclors; metals; wet chemistry; specialty analyses, including gas
chromatography/mass spectrometry/selective ion monitoring (GC/MS/SIM); and various air analyses. Ms.
Morin has also created data validation worksheets in accordance with USEPA Region 2 Standard
Operating Procedures (SOPs) and USEPA National Functional Guidelines for Superfund Organic and
Inorganic Methods Data Review.

Analytical Laboratory Audits

Ms. Morin has worked in conjunction with other TRC staff to conduct a detailed on-site laboratory audit.
TRC utilizes lab audits to ensure that the laboratory staff members are technically competent in the
analytical methods they perform, are following proper QA practices, and are following the methodologies
being performed. The laboratory audit included interviews with staff, observations of procedures,
examination of SOPs and logbooks, and an inspection of the facility and equipment. Ms. Morin utilized
internal audit checklists, created by TRC, for an extensive list of preparation and analytical methods
(including the most commonly used SW-846 methods such as 8260, 8270, 8082, and 8081), as well as
general QA laboratory procedures. She was also responsible for compiling any findings and
recommendations into a detailed report and worked with the laboratory managerial and QA staff to ensure
any deficiencies were properly addressed prior to contracting with the laboratory.

Analytical Laboratory Experience

Prior to coming to TRC, Ms. Morin was employed as an analytical chemist for over eight years at AMRO
Environmental Laboratory. In this role, she operated and maintained several GC/ECD, GC/FID, and
GC/MS instruments for various organic parameters including SVOCs, PCB Aroclors, pesticides, total
petroleum hydrocarbon/diesel range organics (TPH/DRO), and extractable petroleum hydrocarbons
(EPH). She has extensive knowledge of many SW-846 methodologies including 8260, 8270, 8082, 8015,
8081, and various preparation methods. Ms. Morin also worked as an organic extraction technician and
was responsible for training new organic extraction technicians, managing overall laboratory production in
order to meet analytical holding times and rush turnaround times, and performing various wet chemical
methods. She worked in conjunction with the laboratory manager and QA manager to prepare client data
packages (including CLP-like deliverables), electronic data deliverables (EDDs), internal audits, and
SOPs.

Quality Assurance Project Plans (QAPPs)

Ms. Morin has assisted with creating QAPPs for several Brownfields Program and USEPA Region 1
projects. Specifically, she has created tables summarizing project-specific sampling and analytical
methods requirements, field and laboratory SOPs, laboratory equipment calibration, corrective action, and
QC requirements, and analytical sensitivity compared to regulatory criteria. Ms. Morin also has
experience in coordinating with laboratories to obtain project-specific information required for QAPPs.

Several Massachusetts Contingency Plan (MCP) Projects - USEPA Region 1 (QA Chemist: 2016 —
Present)

Responsibilities include preparing various tables for QAPPs, coordinating with laboratories to ensure
MCP requirements are met, performing Permanent Solution Statement (PSS) data usability assessments
(DUAs), and data table QA/QC for a wide variety of analyses in soil, sediment, groundwater, surface
water, and air, ensuring laboratory compliance with the analytical methods and Compendium of Analytical
Methods (CAM) for sites regulated under the MCP.

MassDEP Data Audits - USEPA Region 1 (QA Chemist: 2016 — Present)

Responsibilities include reviewing and evaluating data packages for VPH/TO-15 analyses from
laboratories selected by MassDEP as part of a Data Audit project to ensure laboratory compliance with
the analytical methods and CAM. Also responsible for providing final reports summarizing the findings
from the data audits.

Confidential Client - USEPA Region 2 (QA Chemist: 2017 — Present)

On-going litigation support for a confidential project in New Jersey. Responsibilities include tracking
samples on a daily basis, reviewing chains-of-custody, tracking and storing laboratory data from multiple
laboratories, compiling a summary of exceedances based on several regulatory standards in a timely
manner, and data usability evaluations and data quality assessments under the New Jersey Department
of Environmental Protection (NJ DEP) Site Remediation Program and NJ Data of Known Quality
Protocols. Also involved in on-going coordination with TRC’s LSRP for the project, attorneys, and
laboratory in order to address and resolve issues as they arise.

On-going responsibilities include QA/QC of data tables for several matrices and parameters (including

Mr. Pearsall has conducted inspections and maintenance on USTs and petroleum storage/distribution

Mr. Pearsall has sampled monitoring wells using EPA low-flow techniques at the IBM facility in
Burlington, Vermont and the wastewater treatment facility on Nut Island in Massachusetts.

Greg has installed, developed and sampled monitoring wells at both the Mr. Pearsall facility in
Sanbornville, New Hampshire and the Gene’s Garage property in Clinton, Massachusetts.

Mr. Pearsall has used the bailer method to sample monitoring wells along the railroad in
Somerville, Massachusetts for the Green Line Extension project.

Mr. Pearsall has conducted geotechnical drilling oversight and soil sampling for proposed energy
storage facilities in Martha’s Vineyard and Provincetown, Massachusetts.

Mr. Pearsall has collected environmental and geotechnical soil samples at the Grand Manor
Condominium facility in Lowell, Massachusetts.

Mr. Pearsall has collected soil samples along the proposed Lawrence Rail Trail in Lawrence,
Massachusetts.

Mr. Pearsall has monitored ambient air mercury levels at the Schiller Power Plant in Portsmouth
New Hampshire during the demolition of the previous mercury boilers.

Approval of a contract with Chemserve Environmental Analysts to provide water
quality testing services at Nashua landfill sites.

To approve a three year contract with Chemserve Environmental Analysts of
Milford, NH for water quality testing services at Nashua landfill sites for the Solid
Waste Department in the amount not to exceed $129,797. Funding will be
through: Department: 168 Solid Waste; Fund: Solid Waste; Account
Classification: 53 Professional and Technical Services.

The Solid Waste Department put out an RFP in March 2021 for qualified firms to
conduct water quality sampling and analysis at five Nashua landfill sites.

The Solid Waste Department received five bids for review. Chemserve was the
low bidder and was also chosen because of their in depth knowledge of these
services and their previous experience at the subject sites and other City projects.
They have also provided the required certificate of insurance to accomplish this
testing.

the Finance Committee upon Board of Public Works approval, and is subject to
approval of the City’s FY22 budget.

The Solid Waste Superintendent and the Environmental Engineer recommend
awarding Chemserve Environmental Analysts of Milford, NH the contract for
these services.

and its successors, transferees and assignees (together “Independent Contractor”)

WHEREAS, the City of Nashua, a political subdivision of the State of New Hampshire, from time
to time requires the services of an Independent Contractor ; and

WHEREAS, it is deemed that the services of an Independent Contractor herein specified are both
necessary and desirable and in the best interests of the City of Nashua; and

WHEREAS, Independent Contractor represents they are duly qualified, equipped, staffed, ready,
willing and able to perform and render the services hereinafter described;

Now, THEREFORE, in consideration of the agreements herein made, the parties mutually agree as
follows:

1. DOCUMENTS INCORPORATED. The following exhibits are by this reference incorporated herein and
are made part of this contract:

Exhibit B—Melport Enterprises, LLC dba Chemserve proposal dated April 13, 2021

The Contract represents the entire and integrated agreement between the parties and supersedes prior
negotiations, proposals, representations or agreements, either written or oral. Any other documents
which are not listed in this Article are not part of the Contract.

In the event of a conflict between the terms of the Proposal and the terms of this Agreement, a written
change order and/or fully executed City of Nashua Purchase Order, the terms of this Agreement, the
written change order or the fully executed City of Nashua Purchase Order shall control over the terms
of the Proposal.
