Dear Nashua Board of Aldermen,

I'm writing to address the issue of the concrete barriers along Main Street in Nashua. The time for increased outdoor
dining into city streets has passed. The barriers are ugly, clog traffic, and block off tables that are almost always EMPTY.
Restaurants can continue their outdoor dining that already existed pre-covid. Perhaps they can add a few more tables.
Main Street has far more businesses that have been negatively impacted by the barriers and it’s not right they should
continue to suffer to benefit a few. Please, the time has come to end this unnecessary practice.

2) Tier 2: After Tier 1 is exhausted, MCAT to dispatch technician Co site

6am to 6pm Monday to Friday Response time 2 hours
6pm to 6am Monday to Friday Response time 4 hours
Saturday and Sunday Response time 4 hours

At the beginning of each contract year, MCAT shall meet with Customer to
plan a schedule of maintenance work under this Agreement (the
“Maintenance Schedule”). Where reasonable and where such delay will not
harm the Maintained Equipment or adversely impact the parties’ obligations
under this Agreement, each party will make reasonable accommodation to the
other where a change in the Maintenance Schedule is requested.

MCAT shall advise customer when MCAT will be performing any services
requiring access to the PGE. MCAT or its subcontractor(s) shall give at least 7
days’ prior notice to Customer of its intent to perform scheduled
maintenance at the Site, such notice to be given during regular business
hours on a business day. It is agreed that this notice is not required for
“unscheduled” events.

6. COMMUNICATION

A

At the beginning of each contract year, MCAT shail prepare a communications
plan with Customer that outlines contact information for primary MCAT
personnel or subcontractor(s) who will have responsibility for this
Agreement, listed in order of contact.

MCAT shall prepare a quarterly report and meet with Customer to discuss any
issues in the past quarter, including but not limited to:

1) Any unscheduled shutdowns, root cause and preventive actions
2) Current annual and quarterly % availability

3) Upcoming quarterly maintenance events

4) Scheduled Customer shutdowns

7. PAYMENT TERMS

MCAT shall submit monthly requests for payment for services performed under this
agreement in accordance with the values stated in the Agreement. Such requests shall be
supported by such data substantiating the right to payment as the City of Nashua may
reasonably require. MCAT requests for payment for services performed shall be submitted
as follows:

1 am writing to voice my firm opposition to the city’s proposal to continue using concrete barriers in the downtown area.
While | felt that it was an appropriate and necessary short term solution at the beginning of the pandemic, when
restaurants in particular struggled with severe reductions in allowed seating in order to meet distance requirements
between patrons, we are almost two years from those circumstances. With vaccines/boosters, therapeutics and natural
immunity now greatly reducing the risk of severe disease to the overwhelming majority of the population, what was
urgently needed in those early is no longer as urgent a matter. Non-restaurant businesses have needs as well, and
making parking less convenient and/or available disadvantages them, as does a more congested downtown.
Furthermore, as more people have returned to in-person work and are returning to some measure of normalcy, traffic
downtown is increasing towards pre-pandemic norms. The ability for emergency vehicles to proceed quickly through
downtown is hampered by lane reductions, especially but not only during high traffic periods. Finally, concrete barriers
(with or without “artwork”) looks like a slapdash, last minute solution to an unanticipated problem. Two years ago,
that’s actually what it was, and we all accepted it given that a last-minute solution to an unanticipated problem was
needed. But to make it an ongoing “solution”? Ridiculous! It as made our normally lovely Main St area look like a
construction zone tagged with graffiti. | have heard from residents, former residents, and visitors on how the city looked
when they ventured downtown, and their responses were uniformly horrified and/or disgusted. Does the city propose
moving towards a more pedestrian-centric downtown? First, put it on the ballot and see if a majority of the citizens of
the city agree. If they do, come up with an aesthetically pleasing way to do so that incorporates traffic and safety needs.
If you don’t, you will be driving people away from frequenting downtown, and all of the businesses will suffer.

Dear BOA,

| wish to offer input personally, against the extension of the Covid-emergency outdoor dining barriers for an additional
three year period.

| transverse this axis in the city multiple times a day, six days a week. Although it was a great aid to the restaurants
struggling in the initial Covid closures, there is no longer a need to reproduce indoor capacity outdoors. Already this past
year, they were often unused and rarely at outdoor capacity.

The traffic issues are enormous, frustrating and for me personally, a complete deterrent from frequenting any Main St.
businesses while they are up.

The poor planning -especially in front of Peddler’s- is one of the most tone deaf traffic patterns one can willingly create,
causing back ups going north all the way back to City Hall.

Please take the time to think of a proper master plan. Look at the head-in parking with alternate parallel parking
planning from decades past. But please don’t believe for one minute the “ghetto chic” urban look is a proper
representation of Nashua’s history, future, or remaining historic architectural beauty on Main St.

This can, and must be done, in a better way than simply continuing a contingency plan as if it was meant to serve for
years to come. Please do not extend this albatross of bad urban planning.
