REQUIRING DISCLOSURE OF CONTRIBUTIONS AND EXPENDITURES IN LEGAL ACTIONS
AFFECTING THE CITY
Given its first reading; assigned to the PERSONNEL/ADMINISTRATIVE AFFAIRS COMMITTEE by President
McCarthy

PERIOD FOR GENERAL PUBLIC COMMENT — None
REMARKS BY THE MEMBERS OF THE BOARD OF ALDERMEN
Alderman Wilshire

| wanted to bring to the Board’s attention after the incident last Friday in the area of Beard and Fletcher
Streets, the Nashua Police Department had deployed the BearCat. During that operation, the BearCat failed
on them. It’s the third such time this piece of equipment has failed on the police department. It was removed
from the Budget this year. I’m just putting this on everyone’s radar. It is a very integral piece of equipment. As
you know it is an armored vehicle, and it keeps our front line people safe. They had to actually tow it from the
scene after everything was said and done. They called Manchester down to bring their BearCat down because
that is a vital piece of equipment in such scenarios. So, just wanted to put that on your radar. Thank you.

Alderman Caron

Last week, the City ran its annual Health Fair at the Nashua Senior Center. | just want to say | have gone over
the last four or five years and the staff did a fantastic job. HR’s committee put a great program together for city
employees and retirees. Hopefully you all have a chance to go there. The executive director at the Senior
Center said that the staff that she worked with from this committee was very good and worked well with them
to make sure that they didn’t lose some of the programs in order for them to set up for the day’s event. | think
they did a fabulous job, Mayor, and | think you should tell them that if you have a chance. Thank you.

Alderman Schoneman

| just want to give an update on some legislation that’s been pursued up in Concord. Some months ago this
Board passed a resolution endorsing House Bill 124, which was to reform the aircraft registration fee schedule
to make the state once again more competitive with surrounding states, particularly Massachusetts. | think that
would be very good for Nashua as so much business seems to leave Nashua and just go 18 miles south down
to Bedford. That resolution, and all the testimony that was made before the various committees, has enabled
this bill to work its way through. It went through the Transportation Committee with an ought to pass. It was
sent over to the Ways and Means Committee. It was assigned to a subcommittee. It was tabled in the spring.
A lot of times when something is tabled it means it is killed forever. The chairman of that subcommittee was
very reassuring that that was not the case and we were going to work on it. We have been, in fact, going up
there once a week for the last several weeks to testify. That came out of the Ways and Means Subcommittee
with an Ought to Pass last week, and it is going to the full Ways and Means Committee tomorrow. In fact,
that’s probably one of the most difficult committees to make its way through because they are dealing with
money. If the registration fee comes down and revenues are loss, they had to make it revenue neutral. It took

some creative work, and a lot of work. | want to thank that committee for doing it and all of the folks who have
gone up there. Tomorrow it is going to be exec’d. | expect, as does Ald. LeBrun, Rep. LeBrun, that it will
come out of that committee favorably and then to the full House and then through the Senate side. Thank you
once again for all of those who supported that, the entire committee supported it. That’s the update. Thank
you.

President McCarthy

That’s very good news.

Alderman Moriarty

I’d just like to inform everybody and remind those of you that know that this Saturday at 6:00 p.m., there’s an
Opera NH Fundraiser called Arias and Apertivo at the Nashua Country Club from 6:00 p.m. to 9:00 p.m. Go
onto their website at OperaNH.org, | believe, and read more about it. Please give it a try and come visit.

Alderman O’Brien

The Mayor’s remarks, he may have overlooked it, I’m sure he didn’t but today | was busy. | was going my
Grampy Day Care, and | didn’t get the opportunity to go, but to recognize three DPW employees: Phil
Thibodeau, Eric Johnson and Anthony Bibbo. They were on their trash route in the New Searles Road area on
October 14, when they came across a building that was on fire. They quickly jumped into action. They went to
the door, banged on the door. A young lady came to the door holding a kitten, unaware of the fire. They were
able to get up her boyfriend and all occupants including a dog were able to get out safely. It’s good to see that
no matter what division we work in, whether it be police or fire, public works, or the other different organizations

that make up this great city, we have some really great employees that work here. To do something like this, |
think they should have their little moments in the sun. Thank you.

Alderman Lopez

| want to remind the public that Sunday, October 29, is the 32 Annual Nashua Area Crop Walk. That starts at
Temple Beth Abraham at 4 Raymond Street. Registration is at noon.

ORDINANCE

PROVIDING FOR AN ADVISORY OPINION FROM THE HISTORIC DISTRICT
COMMISSION FOR BUILDING CONSTRUCTION IN A PORTION OF GREELEY
PARK

CITY OF NASHUA

In the Year Two Thousand and Seventeen

The City of Nashua ordains that the Nashua Revised Ordinances as amended, are hereby
further amended by adding the new underlined language as follows:

1. In Part I “Administrative Legislation”, Chapter 5 “Administration of
Government”, Part 3 “Administrative Code”, Article VIII “Public Works Division”, Section 5-43
“Director; duties”, subsection B (5) (a):

“(a) There shall be no construction at Greeley Park except for construction approved
by a majority of the Board of Aldermen by ordinance after a public hearing.
“Construction” as used in this section shall be construed broadly, including but
not limited to, any new construction of any type of structure, monument, and/or
renovation or rehabilitation of an existing structure. This subsection is not
intended to prohibit the Parks and Recreation Department from repairing,
maintaining or otherwise servicing structures fully constructed and operational as
of December 31, 2006. If applying for any building permit or demolition permit
which would come within the scope of review of the Historic District
Commission for that part of Greeley Park deemed applicable in Section 190-2, the
Board of Aldermen shall first seek an advisory opinion of the Historic District
Commission as provided for in Section 190-22, C.”

2. In Part II “General Legislation”, Chapter 190 “Land Use”, Part 1 “Generally”,
Article I “Universally Applicable Provisions”, Section 190-2 “Applicability”:

Ҥ 190-2. Applicability.

development or changes in land use within the municipal borders of the City of
Nashua, including those undertaken by the City of Nashua and its constituent and
