| also want to just wish everyone a Happy New Year.

| wanted to thank, in particular, as it relates to the prior storms, the crews from PSNH who were prepared. As
someone from a neighborhood who lost power twice on Saturday, it was restored quickly within a couple of
hours. We appreciate their preparations and being out there in a difficult storm. And thank you to the members
of the DPW who were out plowing for all of us on Christmas morning so that we could all get where we were
going on Christmas afternoon.

And then finally, to the outgoing members, | just want to say thank you for your service. It’s a tremendous
sacrifice in time that you’ve given to the city. We are all better off for it.

Alderman Clemons

| just want to take the opportunity to say thank you to everyone that | have served with, both in the last two
years and the previous four years that | had the pleasure of serving. Serving Nashua, which is my home
community and the place | was born and raised, has been a true pleasure. There’s something about coming in
here every time and really working together to do the best for the city that makes you go home and feel proud.
And I’m proud to say that throughout my tenure | was able to do that. It’s with a heavy heart that I’m leaving,
but my future is moving in a different path. | just want to, again, thank everybody who I’ve had the pleasure of
working with here.

I’d like to thank the members of the Public Works who went out there and plowed and kept the streets safe. I’d
also like to thank the person who came over to my house and cleaned off my cars on Christmas. That was a
great Christmas gift; thank you to whoever that was.

Also, my best wishes to the outgoing Aldermen; it’s been a pleasure serving with you. We weren’t always on
the same side, but we’re mutually professional. Happy New Year to everyone.

President McCarthy

|, too, would like to thank the Public Works staff. They were certainly out and about yesterday in force. My son
and daughter-in-law came up to visit us and it was easy for them to get there. They got held up a lot in
Massachusetts where the road conditions were not so good, but Nashua appears to have been very good to
them. And | thank the people who were out on Christmas day doing their job. It is sometimes thankless,
particularly if they read some of the online comments. We understand that people get frustrated when their
street isn’t cleared, but it’s not that easy to do. And | thank the people who do it for us on a regular basis.

I’d also like to remind the public that when you’re out cleaning your driveways, clean around the fire hydrants.
The house you save may be your own.

Lastly, with regard to the folks who won’t be returning, | want to say | have enjoyed working with all of you, and
| appreciate your commitment to the city and to your respective wards and constituents. We have a token of
our appreciation for your service for each of you. Many of the people who are not returning aren’t here so | will
give out the ones that we can.

In accordance with NRO 5 — 6, Compensation, | am hereby notifying the Board of Aldermen that
Alderman Ken Siegel has missed three regular meetings of the Board of Aldermen for the last
quarter of 2017.

The relevant section of NRO 5 — Gis as follows:

B. lf, in any quarter, any member of the Board of Aldermen is recorded absent at three or more
regular meetings of the Board, the City Clerk shall transmit a communication stating that fact to
the Board of Aldermen, and the stipend for that quarter shall be withheld. In accepting the
communication, the Board may also determine by vote that for good cause shown that member
shall receive a full or partial stipend for the quarter. Good cause shall include but not be limited
to attendance at committee and other meetings, or health or other extenuating circumstances
for the absence. Additionally, the Board may find that the attendance of any member within a
quarter has been unacceptable and by a majority vote withhold any or all of the stipend for that
quarter.

Re: Purchase replacement for two 2009 Ford F250 % ton 4X4 Pick-up Trucks with Plow (Parks & Rec)

The purpose of this communication is to inform the Board of Aldermen that two vehicles listed in the
FY2018 Adopted Budget under Planned CERF Replacements will exceed the ten percent purchase price
threshold. In particular, the two 2018 Ford F350 4x4 service body pick-ups with V plows has come in at
$98,038.08, which exceeds the 10% threshold by $4,657. (The CERF estimated replacement value is
$84,892). The reason for this variance is because the Parks and Recreation Department is replacing the two
F250 pick-ups with two F350 pick-ups with V plows. This V plow upgrade is necessary to improve the inner
city plowing and allow the ability to shelf-up snow on dead end streets. The Superintendent and Fleet
Manager both recommend this purchase. The vehicles were approved by the Board of Public Works at their
December 14, 2017.

Although the cost of this particular purchase is over the CERF estimated replacement cost, the department’s
overall CERF budget was under by approximately $13,000 for the large mower recently purchased under the
CERF replacement program.

Pursuant to NRO 5-127.1 D Capital Equipment reserve Fund, which states: “During that fiscal year, the
city may purchase that equipment, or equipment that will serve the same stated purpose as the listed
equipment as long as the price does not vary by more than ten percent of the estimated replacement
value. All purchases from the Capital Equipment Reserve Fund must comply with the city’s purchasing
approval process. Any requests to use funds from the Capital Equipment Reserve Fund must be
approved by the board of aldermen.”

I respectfully request the concurrence from the Board of Aldermen for this planned purchase, which is
over the ten percent threshold.

A regular meeting of the Board of Aldermen was held Tuesday, December 12, 2017, at 7:30 p.m. in the
Aldermanic Chamber.

President Brian S. McCarthy presided; City Clerk Patricia Piecuch recorded.
Prayer was offered by City Clerk Patricia Piecuch; Alderman Wilshire led in the Pledge to the Flag.

The roll call was taken with 13 members of the Board of Aldermen present; Aldermen Clemons and Siegel were
recorded absent.

His Honor, Mayor Jim Donchess, and Corporation Counsel Steven A. Bolton were also in attendance.

REMARKS BY THE MAYOR

Mayor Donchess

In the past week or so, Nashua was recognized as being the safest city in the United States, among 180 cities
who were rated by WalletHub. They rated all of these communities based on a number of criteria, not only the
crime rate but the rates of health insurance, unemployment rates and many other criteria. | think it’s a great
honor for us. It makes us feel safe in our homes and in our businesses. So | think this is in recognition of what
many people are doing across the community, not only in the city government but certainly our police
department is a big contributor. We’ve got some members of the police department here and many other
people who are working to make the community stronger.

It’s the holiday season, Mr. President. | wanted to mention some of the things that our departments are doing
to celebrate the holiday season. Park & Rec held Santa in the Park on Saturday for many years. Alderman
Schoneman was there, as usual, cooking chestnuts, which was very nice. In addition, the Park & Rec
department did the Senior Lunch at the Radisson on Sunday. Three hundred seniors were there and were able
to celebrate the holiday season with Alderwoman Mary Ann Melizzi-Golja, as well as Alderman June Caron,
and other members of the city staff. The fire department is also doing a lot. They will be distributing winter
coats and boots for children at five of the elementary schools, and | think that’s going to take place on
December 21. And then closer to Christmas, they will be distributing a whole number of turkey dinners to
families who are in need. The police department will be working to distribute toys very near to the Christmas
holiday. In addition to this, the police department was very involved in our Community Center holiday party for
seniors and kids, which was held a week ago Saturday. Members of the department picked up 70 Christmas
trees from the lot — as rent for the lease that we have with the Christmas tree lot on Broad Street — and
distributed those Christmas trees to 70 families in need, or who could not otherwise afford the trees, in the
Crown Hill neighborhood on that same day. At the Senior Center, the Lions Club did their annual holiday
breakfast. Alderman Caron was there, as well as Treasurer Fredette who both are very involved in the Senior
Center. They had the breakfast and they did the gingerbread house competition, which was really nice.

So there are many things that are going on with our departments and, of course, with many other independent
agencies throughout the communities to celebrate the holidays.

| did want to mention, Mr. President, R-17-160. | appreciate the endorsement by the Budget committee of that
resolution. It will help us to launch a one-year pilot regarding the recovery coaching of our project with Revive
Recovery, and will help us to strengthen the community’s response to the ongoing national opioid crisis.

Since this is the last meeting before the holidays, | want to wish each member and their families a wonderful
holiday season.

make that event possible. It’s been going on for nine years now; next year will be the 10" and we certainly plan
on continuing.

and girls at the Nashua Children’s Home.

For the past four years, the Board of Aldermen and the City have been very generous with giving the
Senior Center $25,000 to maintain and upkeep the building at 70 Temple Street, which belongs to the
city. As in the past, we have put $5,000 in reserve and we have listed all of the items and projects that
they have completed for this year, and a few items that are pending until after January. And they
appreciate it very much because, as in the past, they hadn’t done any painting or cleaning for almost
10 years, so it’s really keeping up the work. So | appreciate it and so does the Senior Center.
