While we didn’t vote on the legislation itself and while the result is exactly the same as it would have been had
we debated for a long time, we will debate it undoubtedly later, | think it is abundantly clear that there were not
ten votes to support it and there were six votes that wanted to at least have that conversation and would have
most likely voted no.

Alderman Moriarty

| suspect there is some kind-heartedness on the part of the city that is involved with this deal, public/private
partnerships. Nevertheless the fact remains that if the city needed money because it was strapped for cash
and if the city was a shrewd businessman the city would recognize what the comment on exhibit D where it
says in reference to the fact that the city is owed almost $11 million. The development note matured on
October 1, 2010; the city did not demand payment on the development note nor declared Clocktower at fault.
Essentially, Clocktower owes the city $11 million and the city decided not to demand payment. The city has
decided to extend the terms of the note and get a half of million dollars out it. If | am reading these documents
correctly the city could be sticklers to the law and say | want my money and the city has chosen not to. The
vote yes is to forego the $11 million payment and instead receive $500,000.

Alderman Siegel

If one were a shrewd businessman one would have paid attention to the Finance Committee meeting where
this was discussed at length and as a shrewd business person | asked all of the questions about the contract
and was clarified by Attorney Prolman that the city is really a conduit for HUD money. There is no taxpayer
money at all involved in this so the city is actually owed nothing. For restructuring the loan we are getting
$500,000 and we are risking not a dime of taxpayer money. When | first read the documents and | saw an
extension of 30 years at a 1% interest | went bananas thinking | would never do that with taxpayer money but it
is not the city’s money that is being dealt with this way. We would be insane to turn this deal down is my
bottom line statement.

Alderman McGuinness

Alderman Siegel, are we subordinating to a greater amount of money that already exists? We are in third
position now and we are going to become second.

Alderman Siegel

We don't have a lien position; we are a cut out here. It’s the Department of Housing and Urban Development
that we are doing this on behalf of. We are going from third position to second position and it has no material
effect on the city’s finances other than if we do this we get $500,000 minimum, it could potentially be larger so
again this would be nuts not to do.

Alderman Lopez

Based on what | am hearing | can’t imagine a scenario where it would make sense to force one of our largest
housing provider’s downtown to pay $11 million to HUD so | am in favor of this. | also appreciated the attention
to low income housing, which is something we have a shortage of downtown. Everything that | am hearing
suggests that this is a benefit to the city; we are due to bring in money with no risk to our own budget so | am in
favor of it.

Alderman Wilshire

The other aspect of that is that there are 55 affordable units in this property that they will retain and that’s
important for our city.

This contract has been approved by the Board of Education. The yearly cost increases are very low, the
funding has already been allocated within the school budget and as you heard, some of the other unions might

not be in as good of a positon. The principals have bargained in good faith and kept the increases at a very
reasonable level. With that also the Budget Review Committee recommends final passage.

Alderman Siegel

| think it is more than reasonable. There are no increases, it’s flat lined. The only large number in this contract
is one that is the speculative pension number in the last year of the contract and it’s based on a guesstimate of
what’s going to happen with the adjusted pension costs. You can’t ask people for anything better than don’t

give yourself a raise at all. It would be kind of weird to not accept this as reasonable and that is why |
supported this in the Budget Review Committee.

Alderman Schoneman

| am on the Budget Review Committee and | did not support this at the time and | don’t support it tonight. | do
recognize the fact that the percentages seem to be low, however, | think that the money for the budget is going
to be very tight this year. | also question whether or not we are actually paying a fair market rate for these
positions and for many positions. | think that some of the information that we are gaining with time, as we take
a look at other contracts, like the custodian’s contract, no matter what someone’s position might be on that it
seems clear that the amount that we have been paying is somewhat higher than the market would support and
| suspect that although we have some good employees and some of these increases are not high, the
possibility exists that we are paying above market rate in other areas as well and | fear this may be one of
those areas. | don’t support this.

Alderman McGuinness

| also voted against this in the Budget Review Committee and | am going to maintain that position.

| believe it was just accepted but it would be a pending actual acceptance. This could go through without that
actually being accepted and would take effect as soon as that acceptance was met. | believe Cherrywood was
just recently accepted. | know it was on the list for a while as not an accepted street and that did come up. |
asked about this when the legislation first came up.

The environment needs to be addressed soon before someone dies, | don’t want to be the first one to day. I’m
51 years old and I’m going to be a grandmother in May. | went to see my mother in Sun City and the first night
| was there | burned up really bad and then | saw the airborne chemical in the pores of my arms. | told my
mother that | need to see a doctor and | was on fire and | had a sore throat. She said she didn’t want to see
me go to a mental ward in Florida. The only symptom she had was the dry skin; she said she had nothing
wrong with her. There were chemicals on her arms. | went home and started washing my walls and have
been burning ever since. | saw my doctor two days and the second day that | went there they called the police
department and took me to the hospital. | went to see my psychiatrist and they sent me over to the hospital on
Main Street to send me to Concord because | haven’t taken any pills since November because | have no
money. I’ve been on the pills for 8 years over bed bugs and body lice because the doctors don’t believe in
God and my mother and sister were immune to bugs back in 2007. |’m still burning from washing the walls. |
saw a dermatologist and she would not do a biopsy because she saw no evidence. This chemical is in
everybody’s skin but it’s not like the Ebola Virus where everybody died. | need some help because | can’t find
a doctor that believes in God. We are all going to be dead in five years. How long do you think God will keep
us alive with glass in our skin?

| am disappointed, | know it’s been postponed but you may not get the 10 votes as far as the pension plan
goes. | realize, because | too sit on a Budget Committee, that a staple tax rate is indeed something we all
strive for but | also know that taxpayers are on fixed incomes. We have an elderly exemption. As a matter of
fact, to address this over in Pelham we have formulated a committee that is going to put on next years’ ballot
an elderly exemption that is going to be tied to inflation so therefore if you need to raise the tax rate in line with
whatever the cost of inflation is, that elderly exemption will also go up. l’d like for you to think about that
moving forward and hopefully that would better address some of your concerns as far as those people living on
fixed incomes in this community.

REMARKS BY THE MEMBERS OF THE BOARD OF ALDERMEN

Alderman Lopez

| would like to repeat what Mayor Donchess announced earlier. On Friday at 6:00 p.m. at the Boys and Girls
Club we having a Town Hall meeting for Ward 4; the Tree Streets area specifically and | encourage all of my
neighbors to attend to discuss city issues. We also have a library trail clean-up on Saturday from 10:00 a.m. —
2:00 p.m.

Alderman Moriarty

Correct me if | am wrong but didn’t we already modernize the elderly exemption? Didn’t we do that last
October as a resolution that Alderman Wilshire submitted?

President McCarthy

We did change it at the end of the last term.

Alderman Moriarty

So we did what Mr. Sherman is talking about?

President McCarthy

| think what Mr. Sherman is talking about is actually tying the ordinance to the cost of living rather than
manually adjusting it every year.

Alderman Moriarty

In any event, two weeks from tonight we have a Board of Aldermen meeting and | will be in Atlanta, GA but |
will be calling in.

Alderman LeBrun

I’d like to further extend the invitation for the Board of Aldermen to tour the AHEPA Manner at 681 W. Hollis
Street next Monday at 9:30 a.m.

Alderwoman Melizzi-Golja

Just again to extend congratulations to Habitat for Humanity for the work they are doing in our community.
Also, New Hampshire Fish & Game this Saturday starting at 10:00 a.m. on Hazen Drive is once again
sponsoring their Discover Wild New Hampshire Day and it’s very much a family friendly sort of event so | would
encourage you all to attend.

I’d like to thank our colleague, Alderman LeBrun for his participating last night in the opioid forum. | learned a
lot and it was helpful to have someone who was right in the middle of it at the state level to keep tabs on what
was being said and sanity check it and provide some information. |’d like to thank all of the participants.

Alderman Caron

The Senior Center’s big fundraiser, Fire & Fusion is May 4" and tickets are $35.00 and | understand that we
have less than 30 tickets left. | know that Aldermen Wilshire, Siegel and Melizzi-Golja have already purchased
their tickets.

Alderman Dowd

| want to thank Alderman LeBrun for what he is doing at the state level and ask you that if there is anything that
you feel this Board can help with, please feel free to bring it up. The other thing is that | apologize for missing
the last Budget Review Committee meeting but | was on vacation in San Francisco, CA with my daughter but |
did listen to minutes.

Alderman Cookson

In reviewing the minutes, | believe it was a Budget Review Committee meeting, and | believe it was centered
around the pension discussion, and | know that you and | have had a conversation outside of these Chambers.
It was mentioned that you were exploring the idea of possibly bringing in the state delegation similar to what
you have done in the past. | was curious if there’s been any progress in that. | think there’s a lot of dialogue
that would be beneficial in sharing as well as hearing from our delegation especially when it comes to
pensions, pension costs. The fact that we are going from 35-30-25 percent down to zero contribution from the
state, and we’re picking up the entire cost. | think it would be a good dialogue to have with our state delegates.

President McCarthy

| don’t think | have told our legislative assistant to do that yet. | was out of town last week, and | had a lot of
work commitments the week before. She is here now, so she will take care of that.

Alderman Deane

I'd like to ask why the communication that was addressed to you from Pennichuck required a meeting of the
Pennichuck Water Special Committee? Are we required by ordinance to hear that in a public setting, to give
the date, the proxy and the financials of the annual meeting that they are required to hold every year? Could
we have accepted that and placed it on file?

President McCarthy

The Board eventually has to vote on approving the signature on the proxy card so | believe that was the
purpose of referring it to the Pennichuck Water Special Committee. My understanding is that it will come back
with a recommendation that the Board approve the signature of the proxy card.

Alderman Deane
I’m looking forward to attending tomorrow nights’ meeting about out front. | just hope it doesn’t turn into what

last Thursday nights’ meeting turned into. That’s all | have to say about that, Mr. President. | think you ought
to watch that if you have a chance.

| actually wanted to attend that but | was out of town at a conference.

| think you ought to watch it.

| thought last Thursday’s meeting was very good. | wanted to thank President McCarthy for inviting the
Science Café panel in for the discussion on opioid’s last night and also Alderman LeBrun for his input on that.
It was beneficial for our citizens to see and hear what is going on.

President McCarthy

| would thank both the panel and Alderman LeBrun for their contributions. If nothing else, it is completely eye-
opening as to the magnitude of the problem that we are facing. If members of the Board have any ideas for
other groups that you would like to get in to talk to about that, | think it is probably something that; | mean |
certainly don’t believe that | Know enough about it to act coherently with respect a solution and | suspect some
of my colleagues feel the same way. Whatever we can do to educate the Board and to get solutions | would
be happy to hear them.

| want to extend my condolences to the family of Marvis Mellon. She passed away about 1 % weeks ago and
you will have noticed evidence of her public service earlier this evening when her name was called during the
Joint Convention of the Cemetery Board of Trustees. She served on that Board for years and she also served
at the Chairman of the Historical Society for quite a while. | had the pleasure of working with her on some
issues when | was first on the Board and she will be missed as a member of the Nashua community.

Alderman Lopez
| wanted to add that the Science Café was interesting and it was a very specific presentation and perspective
and | think it would be helpful for the Board to hear from people who specialize in recovery and addiction. The

presentation we had really focused on pharmacology and | think there are other elements of the issue that
should be looked at.

President McCarthy

If you can suggest the groups who we might want to talk to, | will try to arrange those.

Committee announcements:

Alderman Cookson

While we are not having Infrastructure tomorrow evening, we will be having Infrastructure on the 27". During
that meeting, Downtown Specialist Jim Vayo, is going to be giving a presentation. We wanted to have a joint
invitation and extend that to our Planning & Economic Development Committee. Rather than announcing this

on the 26" at our next Board of Aldermen meeting, just letting people know now. You've got two weeks to
make arrangements to join a wonderful presentation by Mr. Vayo.

Alderman Siegel

There will be a Substandard Living Conditions Special Committee this Thursday at 7:00 p.m. in the Chamber.
Alderwoman Melizzi-Golja

PEDC will be meeting next Tuesday, April 19, here in the Chambers. Just to give people a heads’ up on
Tuesday, May 3, we will be holding our meeting at 7:00 p.m. up in the auditorium. The Performing Arts Center
Feasibility findings will be presented. Thank you.

Dear President McCarthy,

We want you to know our 10', 3" wide driveway and clothesline area
aside of the house is known as curtilage and are like government
owned property that is exempt from adverse possession.

When 82-84 Palm St. was sold via Book 1134, page 298 on 11/26/1946
the land was surveyed and property line chisel marked. It caused
a boundary line adjustment (RSA 75:8 Revised Inventory) that set
86 Palm St. as 33' wide without a gap.

We would like the Gilbertsons notified their property line on Palm
St. is about 51' to Buck St. as on their deed and should have been
by law on their 1971 Building Permit. And, the land they have
taken through City errors needs to be returned to the Cutters.
