Project Understanding

The East Hollis & Bridge Street Intersection Improvement Project is located in the eastern edge of
Nashua, where Bridge Street/Route 111 and Ferry Street cross the Merrimack River to the town of
Hudson. The project’s Area of Potential Effects (APE) includes the lengths of East Hollis Street
and Bridge Street from the Belknap Street intersection in the west to the bridge abutments and edge
of the Merrimack River in the east, including the length of E Street and the approaches of the two
bridges.

The project area includes a mixture of industrial and residential structures. It was historically defined
by the Boston & Maine Railroad line that runs north-south along the western edge of the area.
Factories and industrial warehouses were active in the late 19th century to the north of Bridge Street
and to the south of East Hollis Street, along the rail lines. Nashua Junction passenger station (Union
Station) was located on the west side of the railroad, between these two streets. To the east, bridge
and ferry service connected Nashua to Hudson across the Merrimack River. The current bridges
were constructed in the early 1970s, and the crossing traffic pattern configuration was installed at
that time. Residential structures and several auto repair shops make up the majority of the
neighborhood between Bridge Street and East Hollis Street and south to Crown Street.

Preservation Company completed a Request for Project Review, RPR, in May of 2018. Following
a meeting with the consulting parties and NHDHR in November of 2018, NHDHR recommended
the preparation of a Historic District Area Form for the neighborhood around the Project Area.
Additionally. McFarland Johnson identified two properties where the frontage will be impacted by
the project: 41-43 Bridge Street and the former Maine Manufacturing Site. Though the impacts to
these properties will be minimal, two individual NHDHR Inventory Forms will be prepared for these
two properties. No other individual inventory forms will be completed. The two bridges and
approach park will not be surveyed per direction of NHDOT and the Historic /bridge Inventory.

Preservation Company initially prepared a proposal for this scope of work in November 2018
following NHDHR’s recommendations. The proposal fees were updated in May of 2020. This is
the second update for this scope of work.

Scope Of Work

Preservation Company will prepare a NHDHR Historic District Area Form. The Historic District
will cover the area east of the Boston & Maine Railroad extending to the Merrimack River, including
areas along the major roads of Bridge Street, East Hollis Street, and Crown Street, as well as the
smaller, residential streets in between: Belknap Street, C Street, D Street, E Street, Chase Street,
Hobbs Avenue, and Colburn Avenue. There are approximately 75 residential and commercial
buildings in the area. The district includes three extant former factory buildings and one large
warehouse building.

There are a number of factories and industrial buildings along the west side of the railroad, such as
ancillary railroad buildings and the Gas Works. Separate neighborhoods grew around and are
associated with these resources that are comparable to the neighborhood on the east side of the
railroad. Three such neighborhoods have been identified: the area around the former Nashua Gas
Light Company along Bridge Street and Union Street, with the side streets of Jackson Street, Van
Buren Street, Warren Street, and Robinson Street; the neighborhood south of Temple Street along
Howard Street and Worcester Street, Hoyts Lane and Shedds Avenue; and the neighborhood around
East Hollis Street, Crown Street and Arlington Street, with Denton Street, just on the west side of

the railroad from the project area. These comparable neighborhoods will be considered in the
District Area Form, with a short description and sufficient photographs for understanding the
comparison. See illustration.

Preservation Company will conduct fieldwork, photography, and research in the historic district
area. Special attention will be given to those resources directly in the Project Area along Bridge and
East Hollis streets. Two properties have been identified as potentially having impacts from the
project, therefore individual survey forms will be completed for 41-43 Bridge Street and the former
Maine Manufacturing Company site. Although the Historic District boundary is defined by the
Boston and Maine RR and it influenced the development of the area, the railroad itself will not be
surveyed/updated for this project. There is no anticipation of effect on the railroad. On the east side
of the boundary, the bridges were constructed in the early 1970s. These bridges were surveyed in
the NHDOT Historic Bridges Inventory and were determined to be exempt from consideration due
to their common bridge type. They are also not contributing to the historic district.

Preservation Company will deliver an electronic copy and one hard copy of the Historic District
Area Form and two Individual Inventory Forms to McFarland-Johnson to be submitted to NHDHR
after review by NHDOT. After the Determination of Eligibility Committee reviews the material for
eligibility, they will require Effects Tables for resources determined eligible for the National
Register. The effort for completing the Effects Tables is included in this scope; we assume three —
one for the district and two for the individual properties. Any effort for mitigation if adverse effects
are found 1s not included in this proposal.

Thank you for including IB] Placemaking as part of your team for the continuation of the East Hollis
Street project. We are thrilled to be continuing our streetscape projects with McFarland Johnson (MFJ).

It is our understanding that we will use the preferred alternative selected by NHDOT to produce a set
of construction bid ready documents for landscape scope items only. We will not be providing
construction administration services at this time.

PROPOSAL TEAM

Our team will include myself as the Project Manager and in-house professional staff for the
preparation of graphics, drafting and documentation, and/or other deliverables to ensure successful
and timely delivery of our work.

SCOPE OF SERVICE

This proposal is specifically for the Landscape Architectural scope associated with the approved
preferred alternative supplied by you on February 3, 2020. These services include:

e — Lighting design - Includes locating to meet minimum lumens values, fixture selection, and
specifications

Street furniture design — Assume some benches, trash receptacles, and bicycle racks
Landscaping design for softscape areas only

Specifications for landscape related scope items

Two submissions at 60% and 100%

CONSTRUCTION DOCUMENTS PHASE (August 2020 — May 2021)

We will prepare one Construction Document package with submissions at 60% and 100%. These
documents will be produced in AutoCAD and will be augmented by specifications in Word format.

Dear Christine:

As requested, Sanborn, Head & Associates, Inc. (Sanborn Head/Subconsultant) revised the
February 11, 2020 proposed contract amendment for environmental consulting and
geotechnical engineering services for Preliminary Design, Final Design and Construction
Documents for the Bridge Street and East Hollis Street Intersection Improvements project
in Nashua, New Hampshire. This revised amendment was updated to reflect current labor
rates and expenses as we as the pricing conditions of our current on-call agreement with
the New Hampshire Department of Transportation (NHDOT). When accepted, this
amendment will become part of the April 23, 2018 subconsultant agreement between
Sanborn Head and McFarland Johnson, Inc. (McFarland Johnson/Client) and subject to the
contract terms therein.

BACKGROUND

On behalf of the City of Nashua (Owner/End Client), McFarland Johnson prepared a
concept design for the intersection improvements (Alternate #4 - copy enclosed). We
understand that the depth of cut and fill earthwork will generally be 6 feet or less where
new utilities and traffic signal foundations are proposed, and about 3 feet or less where
new roadway is proposed in existing landscaped areas. We understand that a limited
volume of soil export (likely less than 100 cy) is anticipated as part of the project. We
assume that there will be very little change of grade where new roadways will be
constructed in existing paved areas. We further assume that most of the soil excavation and
potential export of soils will occur where new roadways are proposed in existing
landscaped areas.

Alternate #4 identifies the locations of proposed traffic signal mast arm foundations.
However, because the locations of the mast arm foundations may be subject to change, we
assume that geotechnical subsurface explorations and the geotechnical report will be
provided during the Final Design phase (not Preliminary Design). As the work progresses,
if you choose to complete the geotechnical services earlier, the scope of services and fee for
Tasks FD4 and FD5 can be moved to Preliminary Design.

SCOPE OF SERVICES

Our scope of services is divided into phases for Preliminary Design, Final Design, and
Construction Documents as follows:

Preliminary Design

Our preliminary design services include environmental sampling of near surface soils for
the presence of asbestos-containing soil in locations where new roadways are proposed in
existing landscaped areas. The results of this work will help inform the extent to which
asbestos-containing soil will need to be addressed in Construction Documents
(supplemental specifications and pay items).

Groundwater is not anticipated to be encountered during construction. As such, neither
groundwater sampling nor laboratory analysis of groundwater samples are proposed.

We understand that very little excess material will be generated as part of construction. As
such, we specifically excluded soil pre-characterization testing for off-site soil disposal.
Soils meeting the definition of Limited Reuse Soil (LRS)! are anticipated to be encountered
in the NHDOT State Right-of-Way and will be handled in accordance with the NHDOT
Generic LRS Soil Management Plan (SMP)?. As outlined in the SMP, LRS generated on-Site
may be reused within the project limits. As such, we assume that excavated urban fill soils
will be managed in accordance with the Generic SMP issued by NHDOT.

Task PD1 - Environmental Field Exploration

The purpose of the environmental field exploration is to obtain data that can be used to
inform if asbestos-containing soil is present, and if so, inform the preparation of Special
Provision Specifications and Pay Items for the earthwork. The environmental field
exploration is not intended to pre-characterize a defined volume of soil from a specific
project location and depth for direct excavation, load, and haul during the construction
contract. Further, this exploration does not include analysis for parameters typically
required by disposal facilities to obtain acceptance of the material for disposal. We assume
that if excess soil is generated as part of the construction and off-site disposal is required,
then the full suite of analyses required by the receiving facility will be completed and paid
for by the contractor during construction after the excess soil is stockpiled.

Prior to the environmental field explorations, we will prepare a proposed environmental
boring location plan for review by the project team. Upon acceptance, we will layout the
proposed boring locations in the field and notify DigSafe to obtain utility clearance as
required by law.

Sanborn Head will subcontract with a New Hampshire-licensed driller to complete up to 20
boring in existing landscaped areas where new roadways are proposed. We assume that
the work will be completed in one day using a Geoprobe drill rig. Borings will be
completed to approximately 10 feet below ground surface, or less as necessary to avoid
subsurface utilities. Soil samples will be collected from the upper 5 feet for environmental
laboratory analysis, unless field observations indicate the potential for asbestos-containing
soil at deeper intervals.

This amendment includes the cost of the Geoprobe drill rig and crew plus a Sanborn Head
environmental staff person for one day of drilling and soil sampling. We included an
allowance for one day of police detail with a cruiser during this work. Our field person will
be a New Hampshire certified Asbestos Disposal Site Worker so that sampling of asbestos-
containing soil can proceed without interruption if encountered. Soil samples will be
collected for laboratory analysis by Sanborn Head personnel and transported to the
laboratory using chain-of-custody protocols.

We included laboratory analysis of 20 soil samples for asbestos by Polarized Light
Microscopy (PLM) using USEPA Method 600.

Task PD2 - Environmental Data Report

The results of the environmental field exploration will be summarized in an Environmental
Data Report for distribution to the project team. The data report will include a site plan
showing Geoprobe boring locations, boring logs, a summary table of soil analytical results
compared to regulatory thresholds, and analytical laboratory reports.

Task PD3 - Meeting

We included an allowance for one meeting to be attended by the Sanborn Head Principal-
in-Charge at the offices of McFarland Johnson in Concord, NH during the Preliminary
Design phase.

Final Design

Final Design includes an assumed scope of geotechnical services, plus: (i) environmental
services for preparation of a Soil Management Plan and a site-specific Asbestos Disposal
Site (ADS) Work Plan (if needed); and (ii) coordination with the New Hampshire
Department of Environmental Services (NHDES) to obtain approval of the ADS Work Plan.
The scope of services for Final Design services is described in greater detail below.

Task FD1 - Soil Management Plan

Based on the environmental field exploration (Task PD1), Sanborn Head will prepare a Soil
Management Plan (SMP) that can be included as an appendix to the bid documents. The
SMP will describe the construction procedures for handling, stockpiling, reuse of soil
within the limit of work, and off-site disposal of excess soils, if necessary. The SMP will be
based on the NHDOT Generic LRS Soil Management Plan with project specific revisions.

Task FD2 - Asbestos Disposal Site Work Plan

In the event that the environmental field exploration identifies asbestos-containing soil in
the project area, Sanborn Head will prepare a project-specific ADS Work Plan for approval
by the NHDES to comply with the state asbestos regulations in Env-Sw 2100. The ADS
Work Plan will include the information required by the regulations such as contact
information for the City, project description, schedule, summary of work, required
qualifications and training for project personnel, health and safety procedures for handling
of asbestos-contaminated soils during construction, and project notifications and
reporting. The ADS Work Plan, if needed, will become part of the bid documents for the
project.

In estimating the level of effort required for the ADS Work Plan, we assume that the volume
of asbestos-contaminated soil in the project area is limited such that asbestos-
contaminated soil encountered will be disposed off-site at the City’s Four Hills Landfill,
which is permitted to receive asbestos contaminated material. We did not included costs
for engineering needed for design of permanent on-site asbestos disposal sites within the
right-of-way, nor costs for obtaining a waiver from the NHDES to allow on-site disposal in
the event that the volume of asbestos-contaminated soil is significant. We can provide such
services if needed as an additional service for an additional fee.

Task FD3 - Coordination with NHDES on ADS Work Plan

We included an allowance of 20 hours for coordination with the NHDES during review of
the ADS Work Plan and responding to their comments to achieve approval of the ADS Work
Plan.

Task FD4 - Geotechnical Subsurface Exploration and Laboratory Testing

Prior to the geotechnical subsurface explorations, we will prepare a proposed geotechnical
boring location plan for review by the project team. Upon acceptance, we will layout the
proposed boring locations in the field and notify DigSafe to obtain utility clearance. Test
boring locations will be selected by Sanborn Head to avoid existing underground utilities,
which may result in certain borings being drilled up to 30 feet from proposed mast arm
foundation locations.

We included three days of geotechnical test borings to complete 6 to 8 test borings to
depths between 15 and 25 feet, and an additional 2 test borings to a depth of 12 feet for 2
borehole infiltration tests. Split-spoon soil samples will be collected at 5-foot depth
intervals or more frequently at the discretion of the geotechnical engineer. We included an
allowance for police details with a cruiser for up to three days during this work.

The test borings will be observed on a full-time basis by an engineer or geologist from
Sanborn Head who will collect soil samples and prepare logs of the subsurface conditions
encountered. We assume this field work will be observed by a New Hampshire Asbestos
Disposal Site Certified Worker.
