Re: Contract with Sapphire Digital for Smartshopper
Pursuant to NRO § 5-74 (B), which states that a contract that extends from the current fiscal year into
succeeding fiscal year(s) in which no funds have been appropriated nor otherwise designated for this
purpose shall be approved by the full Board of Aldermen before the contract shall become binding on the
City.
The Finance Committee approved and placed on file the notification of the award of the referenced contract
at their July 10, 2019 meeting. | am requesting the concurrence and approval of the full Board of Aldermen
for the award of the following contract:
Contract Award with Sapphire Digital for Smartshopper - Included is the Purchasing Manager’s Memo
#20-002 dated July 4, 2019 regarding the award of this contract at the Finance Committee meeting. This is a
three (3) year contract.

comparable purchases competitive bidding shall not be required.
The Human Resources Director and the Purchasing Department recommend the approval of this contract

Our Office has recently completed the final draft of the Nashua Hazard Mitigation Plan Update 2018. Hundreds of
government, private sector, and non-profit stakeholders from around the region have participated and contributed to
this plan over the past two years. The public is encouraged to make final comments through the beginning of August.
During the City’s last update to this plan in 2013, 21 recommendations were included to reduce risks from natural
hazards. In 2018, the Resilient Nashua Initiative process led to 56 recommendations! These 56 were just a fraction
of the many additional non-natural hazard recommendations provided by stakeholders for other threats and hazards
facing the City, ranging from climate change to cyberattacks!
This plan was a major component of the City’s Resilient Nashua Initiative which started in 2018 and will culminate in
August with a community flood recovery exercise being conducted by our Office. This plan consists of:
Chapter 1: A review of the planning process and who was involved.
Chapter 2: A review of the existing authorities and capabilities the City has to reduce risk and mitigate hazards.
Chapter 3: A review of the natural hazards that can impact Nashua, a history of their occurrences, and important
facilities and infrastructure that we should protect.
Chapter 4: A review of potential actions the City can implement to reduce risk & mitigate hazards based on the input
of the stakeholders from this planning process.
We were thankful to have significant participation from members of the Board of Aldermen throughout the process.
Our Office would be pleased to conduct a presentation for the Board highlighting the analysis and recommendations.
The plan was partially developed using grant funding from the Federal Emergency Management Agency (FEMA).
Per the grant agreement, this plan must be formally adopted by the community no later than August 30th.
| would ask that the Board of Aldermen approve this plan at the August 13th meeting and authorize the Mayor to sign
the Certificate of Adoption.

WHEREAS, the City of Nashua received funding, administered by the Nashua Regional Planning
Commission, from the NH Bureau of Emergency Management to prepare the City of Nashua Hazard Mitigation
Plan Update 2013; and
WHEREAS, four public planning meetings were held between April 5, 2012 and October 4, 2012 regarding
the cevelopment and review of the City of Nashua Hazard Mitigation Plan Update 2013: and
WHEREAS, the City of Nashua Hazard Mitigation Plan Update 2013 contains several potential future
projects to mitigate hazard damage in the City of Nashua;
NOW, THEREFORE BE IT RESOLVED that the Mayor of the City of Nashua adopts the City of Nashua Hazard
Mitigation Plan Update 2013.
