cost thereof shall exceed $10,000 shall be purchased by formal, written contract
from the lowest responsible bidder, after due notice inviting bids.

A competitive bidding RFP for this project was issued on December 9, 2020 and the following bids were
received:

Drywell Hoist Replacement

To approve the contract with Mass Crane Corporation of Tyngsboro, MA in an amount of
$47,280 for replacing the dry well hoist in the raw sewage pump room at the Nashua
Wastewater Treatment Facility. Funding will be through: 160 Wastewater; Fund: WERF;
Account Category: 71-Equipment.

There are numerous hoists throughout the Nashua Wastewater Treatment Facility used to
lift and lower heavy equipment, such as pumps, from one floor to another. Many of these
hoists are from original installation and are at the end of useful life. One such hoist,
located in the dry well and used to raise/lower the large influent sewage pumps, is in need
of replacement. The hoist stills can raise/lower a cable but the electric motor to move the
hoist no longer works and it must be pulled using chains. It is cumbersome and difficult
to move the hoist by hand with chains especially with a large, heavy raw sewage pump
attached.

The project went out to bid on December 8" and two bidders provided bids. Mass Crane
was the low bidder with a base bid of $47,280 and a bid alternate of $9,569. The second
bidder, William Davis, had a base bid of $84,228.60. The bid alternate is for the
installation of a laser system for automatic hoist movement shut off. Due to the high costs
of this system it was decided it is not worth the potential benefit of it.

Mass Crane has installed several new hoists at the NWTF and also does
inspection/maintenance of existing hoists. Their installations have worked well and they
are highly qualified for this project.
