The City of Nashua, Division of Public Works, Street Department, is soliciting bids for two (2} new, latest
model, 6 Wheel Dump Bodies, with nose and wing plows and Stainless steel spreader equipped with a pre-wet
system. 4 quantity of two (2) will be purchased. No item is being traded in.

INSTRUCTIONS TO BIDDERS:

The City is now accepting submittals electronically via Bid Express in addition to paper submittals. Please
review the attachments, Sid Express Vendor Guide and Vendor Set-up Guide for more information. If a
BIDDER chooses to submit a paper copy, they must submit in duplicate fone (1) original and one (1} copy} in
sealed envelope(s} or package{s) clearly marked “IFBi005-092719 6 Wheel Dump Truck Up-Fits’. Bids must
be submitted in the format provided and address the item(s) specified in the bid package. Regardless of the
method of submission, bids must be received no later than 3:06 pm on Friday, September 27, 2019, Paper
bids must be sent to Purchasing Department; 229 Main Street; Room f1- Basement Level, ‘Nashua, NH, O03061:"

Bids will be opened and publicly read at that time. Results showing all bidders’ identities and their respective
bid amounts will be available on our website, www.nashuanh.gov, under Services; Bid Opportunities; Bid

Results, (Refer to Document iFB1005- 092719, within twenty-four (24) hours after the opening.

The City of Nashua may reject any or all of the bids on any basis and without disclosure of a reason. The failure
to make such a disclosure shall not result in accrual of any right, claim or cause of action by any unsuccessful
bidder against the City of Nashua. The City of Nashua reserves the right to waive any irregularities when the
public interest will be served thereby. The City of Nashua also reserves the right to negotiate any change or
amendment in any bid without soliciting further bids if the action is necessary for the best interest of the City
of Nashua.

Delivery of the Bids shail be at the Vendor's expense. The time of receipt shall be considered when a Bid has
been officially documented by the Department, in accordance with its established policies, as having been
received at the location designated above. The City of Nashua accepts no responsibility for mislabeled mail.
Any and all damage that may occur due te shipping shall be the Vendor's responsibility.

Postmarks or other timestamps will not be accepted in lieu of actual delivery. The firm can use whatever

delivery mechanism it choeses as long as it remains clear that the firm is responsible for submissions prior to
the date and time.

6 Wheel Dump Conventional Body ,

intent: it is the intent of these specifications to upfit two 6 wheel chassis for use as a dump truck equipped
with a nose and wing plow, stainless steel spreader equipped with a pre-wet system and all necessary hitches,
vaives, hydraulic cylinders and controls. The following are the minimum acceptable specifications. Any
exceptions must be clearly noted in the column titled "Manufacturers specs”.

Manufactures Specifications

Nose Plows for 6 Wheel Truck

A. Asteel 11’ power angle trip edge plow with 4” mold
board, no tess than 40” high, punched to AASHO standards
12” on center with caster wheels shall be standard.

B. Plow shall be complete with a carbide cutting edge and
cover plate

_C. Trip edges shall be punched to accept a 132” standard hi-

frame on a removable lubricated pin not less than 3” in
diameter and-up-to-37-degrees-to either side of chassis
centerline.

H. The “A” frame shall be fitted with a 3 point lift chain
arraignment, this shall accommodate plow reversing
operations.

Wing Plows For 6 Wheel Trucks

. A. Wing plow shall be a right hand 11’ long trip edge plow with
%” moldboard, curb guards and non-trip arms.

B. It shall include 2 mounting locations for a i-1/2” pivot
(slider) bolt.

C. The pivot holes shall be reinforced %” plate washer welded
to the skin plate,

D. The moldbeard shail be fabricated with a 1” thick plate

nasepiece,

E. The arm-attaching bracket shall be bolted in place and
adjustable in position.

F. Wing blades shall be punched on 12” center.

G. Plow intake shall be no fess than 32” intake, discharge 39”.

H. Overall plow length of 144”.

Nose Plow Hitch Frame

A. The frant plow hitch mast shail be of a fixed design.

8. Hitch Specifications:

The front mast is constructed with two 4” x 4” x 4” angle
vertical members reinforced by 5/8” x 9” plates, There shall be
a 4" x 4"x %" horizontal top angle with a 4” x 4” x 1/2” cylinder
base angle and a 3” x 2" x %” lower base tube. There shall be
sufficient reinforcernent gussets te carry the induced
asymmetrical ioads. Fhe plow attachment pin points are on 34
centers with three 1-1/4" diameter pin locations at 15-1/2",
18”, and 20-1/2" heights. The lift arm shall be fabricated from
1” flame cut steel plate and braced with two 4” x2” steel flats,
The hitch shall provide 16” of lift with a 4" diameter x 10”
stroke double acting piston type cylinder having a nitrided rod
| of 1-3/4" diameter. The hitch shall allow the installation of a

wing sustem without modification of the hitch. The crose-tuhes

plates shali be bolted to truck frame extension. Mast and cross
tubes for front wing post mount to include ample supports of
2-1/2" schedule 80 pipe strut mounted at either end with ball
foot castings. Struts mounted from top of mast to chassis
frame extension must allow for hood to tilt open for engine /
chassis service while maintaining an upright fixed position of
hitch mast.

The burnper is designed to ailow sufficient room for pump
mounting, The bumper plate shail be full width of the chassis
frame and full depth of cheek plate assembly.

F. 1 set of heated LED plow lights with integral turn/park lights
shall be standard.

Wing Plow Hitch Mount

A. The wing control cylinder shall be a 3” diameter bore x 24”
stroke double acting with 2” diameter nitrided piston rod. This
cylinder is mounted to operate in conjunction with the wing
arms forming a two-point pivot through which the wing is
operated,

8. The push arm bracket shall be fabricated from a base tube
of HSS 6” x 6” ¥ 4" x 3/8” vertical height. The wing arms attach
| ta 4” thick double arm mounting ears carrying 1-%” diameter
grade 8 plated bolts with nylok nuts.

C. The rear saddie shall be a laterally mounted HSS section of |
6" x 4" x 4" wall thickness forms the basis of the structure. “L”
shape cheek plates with tower end gusseted to farm a box
with the tower attach bracket. 2-4” Sch. 80 sipe struts
supplied to stabilize the tower base. The mounting framework
for the rear tower is set at 25 degrees off the chassis

D. The front tower shail be box section design. The towershall
have an overall height of 64-1/8”. The front slide tray shall be
an &” @ 18.4 lbs. structural |-beam. Ht shall have a single wire
rope sheave on the cylinder rod end single sheave onthe st 7 oo
tower top. The slide travel shall be twice the cylinder strake.
There shall be 4” square bar extending the full length of the
slide tray. No part of the tower structure shall extend above
the tower at any point of the slider travel. The tower shall have
a bolt on lower skid shoe.

£. The upper wing arm shall incorporate a 5/8” diameter wire
tension trip spring. The outer member is a 3” diameter sch. 80
tubular section with a wall thickness of 300”. The inner
section is a 2-44" diameter solid bar. The upper wing arm has a
sliding cylinder connecting lug that functions to lift the wing
and provides for vertical wing float.

F. The lower wing arm shall incorporate a 5/8” diameter wire
compression spring to create a shock absorber effect for the
wing plow. The outer member is a 2-4” diameter sch. 80
tubular section with a wall thickness of .276". The inner
section is a 2-%" diameter solid bar. The universal joint
connectors are located at each end of both wing arms.
