A special meeting of the Board of Aldermen was held Wednesday, June 27, 2018, at 7:00 p.m. in the
Aldermanic Chamber.

Vice President Lori Wilshire presided; Deputy City Clerk Judith Boileau recorded.
Prayer was offered by Deputy City Clerk Judith Boileau; Alderman Patricia Klee led in the Pledge to the Flag.

The roll call was taken with 11 members of the Board of Aldermen present; Alderman Dowd, Alderman Caron,
Alderwoman Kelly, Alderman McCarthy were recorded absent. Alderman Lopez arrived after roll call.

PUBLIC HEARING

Street Re-Number Petition
(Impacting Properties at 3 Dawn Street and 7 Dawn Street

Tonight’s Special Board of Aldermen meeting is for a Public Hearing on the Street Re-Number Petition
impacting properties at 3 Dawn and 7 Dawn Street; Alderman O’Brien would you give us a little bit of
background on this?

Alderman O’Brien

Thank you Madam President, | would be happy to. As you know, the City is basically getting to the point that
we are getting all built up. That being said, properties that did have extra-sized lots and everything now are
being repurposed in a situation that is called in-fill. What they are doing is putting up another house on that lot.
Everything that is going to be basically in-filled still has to meet all the City’s requirements as far as the Building
Code in order to build these structures, so they have to go through the process with planning and the Building
Department and everything else.

What happens here in this in-fill, and | also want to say the in-fill is very important because we have enough
homes that are within the $500,000.00 to $800,000.00 range. These are traditionally going to be smaller type
of homes that are meant for single family occupancy which is really quality single family housing is really what
we need in the City and a little bit more. So this is a phenomenon that is occurring now in the City and it is
really much needed. The trouble is, you have an occupant that usually developing that property, he is going to
redevelop it and put in the new houses. What happens is that the existing people on the street who have been
there for, in some cases, we have heard of a person on New Searles Road and we also heard from this person
in particular on Dawn Street, they have been at their address for over 30 years.

Now to come in at this stage in the game and to change their address, and this case that is before us this
evening, the developer made the request to have them change their number from #7 to 9. Now we have all
moved, sometimes it is a pain, but there are a lot of particulars that need to be done. You have to notify the
banks, change your deed, get a new checking account, all the different things. If you take somebody who has
been at their address for 30 years you can see maybe they are perhaps a little bit up there, they are more
senior type residents. That’s a little bit of a handful.

So let’s look at throughout the whole City and the crunching of the numbers, there are areas, we had a great
fire in the 30’s in the Crown Hill neighborhood and there is a lot of numbering in that area that doesn’t really fit
in sequential. And since the influx of the E 911 system, they really want street numbering to go into sequence.
That is a E 911 guideline.

The authority to have this changed comes to this particular board. First it gets heard in Infrastructure as to
what the petition that is before us this evening to check to see if there is opposition in favor or against. But
basically it comes up and Infrastructure will make a recommendation and it will go to the full Board at that time
to change it. The one that is before us now is a dead end street, it is Dawn Street, it is off Blue Hill Ave. and

Pine Hill Road, right where those two streets intersect. It is a very short street and it is an area where number
3 is part of the building plan but that structure is going to stay. It is number 5 and 7, the developer wants to
capture the #7 from the people there, Mr. Medeiros and change the number to 9. Again, the Medeiros family
has claimed a hardship with this particular situation.

In coming up in the Infrastructure and | am not tipping their hand but we came up and some counsel and since
it comes to the authority of this Board, | am going to make a recommendation that the newer property that is
going to come in, leave the Medeiros alone. They can stay there at #7 as we have left the people alone that
lived on New Searles Road, allowed them to keep their number and change the new building into it will be 5
and 12. If you look at Dawn Street in itself on the map, if you are looking for 12 you are going to be looking on
the right-hand side as you go down the street to the sequence of the numbers and you will swing around that
little cul-de-sac and there will be 12 right there. So | am sure there won’t be any code pieces or anything else
like that. | think that will satisfy and this also being good, | look at it, | have a lot of respect to people who live in
their particular houses for a long period of time. This is anew phenomenon with the in-fill. | think this is
basically the less painless way to get into re-numbering; it will have a valid address, E911 will work and | think
it will assist these people in solving their problem. That is it within a nutshell. Thank you Madam President.

RE: Sheet E/Lot 2249 (not yet approved) AND Sheet E/Lot 188 7 Dawn Street

CPC Investments LLC has submitted an application for Subdivision of 3 Dawn Street, 1
lot into 3, one existing and the creation of 2 undeveloped lots. This proposed Subdivision
is scheduled to go before the Planning Board at the May 17" meeting. This neighborhood
has existed since the mid 1950’s with the current addressing.

In Accordance with RSA 231:133-a and NRO 190-213, the Board of Alderman have the
sole authority to assign or alter address numbers of buildings and other property along
any public or private way in the municipality. The New Hampshire Addressing Standards
Guide developed by NH E91 1defines the universal safety standards for addressing in NH.
The City of Nashua has not yet started the process for becoming E911 compliant, but has
been notified that the Department of Safety, Division of Emergency Services Bureau is in
the Data Collection/In Progress stage in Nashua. A complete listing of 200+
municipalities that are E911 compliant is listed on the Bureau’s website.

It is this Committee’s recommendation to continue to move forward in a way that will not
create a noncompliant situation for future residents. We recommend Sheet E lot 2249 is
assigned the address of 7 Dawn Street and Sheet E/188 reassigned to 9 Dawn Street,
indicated by the attached map of the neighborhood.

If the Board determines that special unique circumstances warrant a diversion from E911
Standards this committee recommends the Sheet E/Lot 2249 be assigned the number 9.
We do not recommend using fractions, decimals. Nor do we recommend the use of the
letter “A” as an assigned address as this is reserved for Accessory Dwelling Units.

Dear Chairman McCarthy:

This letter regards the subdivision of one lot at 3 Dawn St into 3 lots and an
addressing issue. We have been directed by Adam Pouliot, Nashua Fire Marshall, to
petition the BOA to resolve this issue.

It is our intension to subdivide 3 Dawn St into 3 conforming lots and two new
homes. We are currently scheduled to be on the Planning Board’s May 2018
meeting agenda. The adjacent property, the last house on the street, is 7 Dawn St.
The Fire Marshall and the States E911 ordinance requires sequential, whole numbers
be assigned to new construction. The Fire Marshall recommends the two new
houses be numbered 5 and 7 Dawn St and the current 7 Dawn St be assigned 9
Dawn St. | have had discussions with the owner of 7 Dawn St and he is unwilling to
change his address. | am asking the BOA to assign the two new lots on Dawn St an
address of 5 and 7 and the 4" lot an address of 9 Dawn St.

The Boards attention to this matter would be greatly appreciated.
