BUDGET ESTIMATE AND BASIS OF BILLINGS

The budget estimate for the services described above is $200,000. A breakdown of cost by
task is presented below. Billings for our services will be based on actual accrued labor and
expenses. Our 2016 Schedule of Fees is enclosed. We will not invoice in excess of the
budgeted amount without your approval. Please note that this proposal does not include
bid phase or construction phase services.

ACCEPTANCE

We understand that acceptance of this proposal will be provided in a City issued Purchase
Order to Sanborn Head for these services.

dedicated commitment of senior staff, will be provided upon request.

Please see the attached communication from Noelle Osborne, Wastewater Department Operations
Supervisor, dated November 21, 2016 for the information related to this purchase.

Pursuant to § 5-78 Major purchases (greater than $10,000) A. All supplies and contractual services,
except as otherwise provided herein, when the estimated cost thereof shall exceed $10,000 shall be
purchased by formal, written contract from the lowest responsible bidder, after due notice inviting bids.

The Wastewater Department Operations Supervisor, Board of Public Works (11/21/2016 meeting) and
the Purchasing Department recommend this purchase in an amount of $78,544 to Freightliner of New
Hampshire of Londonderry, NH.

Purchase of a 2017 Freightliner M2 Pipeline Inspection Camera Van

To approve the purchase of a 2017 Freightliner M2 106 Medium Duty Box Van
for use as the Pipeline Inspection Camera Van from Freightliner of New
Hampshire in Londonderry New Hampshire for a price of $78,544.00.

Discussion: The Wastewater Department went out to bid in September to pursue a replacement

to the current 15 year old pipeline inspection camera van. Freightliner of New
Hampshire in Londonderry New Hampshire was the sole bidder.

The current camera van #112 is a 2002 Ford E450 with 50,000 miles and has
reached the end of its life with regards to frame and structural integrity. The frame
was found to be perforated last September during the state inspection cycle, and
temporary repairs were made. Corrosion and age have made this vehicle
problematic and unreliable.

The proposed 2017 M2 106 Medium Duty Camera Van will be equipped with a 6
cylinder diesel engine, automatic transmission, heat and air conditioning and an
aluminum 20 foot box van body to house the proposed pipeline inspection camera
system and office.

The truck will carry a 2 year warranty.

The engine and aftertreatment system will have a 5 year/100,000 mile warranty.

The transmission will have a 5 year/unlimited mileage warranty.

The City of Nashua Wastewater Department invites bids from qualified suppliers for one (1) new and unused, model year
2016 of 2017 Enclosed Pipeline inspection Van. There will not be any vehicle traded in.

INSTRUCTIONS TO BIDDERS:

Bids must $e submitted on the Bid-Form, in its entirety with one (1) original and one (1) copy, in.asealed envelope
clearly marked “Enclosed Pipeline Inspection Camera Van" and must be received at the Central Purchasing Office,
229:Main Street, Room 128, Nashua, NH 03066 prior to 3:00 PM on Friday, October 28, 2016, Postmarks or other
timestamps will not be accepted in lieu of actuat delivery. The contractor can use whatever delivery mechanism it:chooses
as long as itremains clear that the contractor is responsible for submissions prior to the date ‘and time. Further details are
available on the City's web site, www.nashuianh.gov, under Services, Current:Bids, document 1FB1040-102816. _

Bids will be opened in public on the due date and time. Results of the bid opening will be pasted on the City's web site,
under Bid Results, within twenty-four (24) hours ofthe opening. Bids must be submitted in the format provided and
address the items specified in the bid package. The City of Nashua may reject any or all of the bids on any basis and
without disclosure of a reason. The failure to make such a disclosure shail not result in accrual of any right, claim or

cause of action by any unsuccessful bidder against the City of Nashua.

Ail bids are binding for sixty (60) days after bid opening. The City is exempt of all taxes. All bids must be FOB delivered,
Nashua Transit System (NTS), 11 Riverside Street, Nashua, NH 03062.

Pursuant to NRO 5-74 (A), the City of Nashua supports the concept of purchasing products. which are-biodegradable, can
be or have been recycled, or are environmentally sound. Due consideration will be given to the purchase-of such
products. If you are bidding on any such products which qualify, please so indicate in a cover sheet by item number and

description.

Pursuant te NRO 5-76 (F}, the purchasing manager shall not solicit a bid from a contractor who is in default on the

Minimum Specifications for an Enclosed Pipeline inspection Camera Van
General

The Pipeline inspection Van is used by the Wastewater Department for inspection of sanitary sewer lines as well as
storm water drain lines throughout the City of Nashua. This van will carry a video camera inspection system comprised
of a work station desk with multiple video cameras, tool boxes, video monitors, computers, reels of cable and

transporters for the cameras.

1. Manufactures must list the exact specifications for the piece of equipment they are bidding for in each of the
categories listed. if any additional information is to be supplied regarding any items, the manufacturers should refer
to the number beside the item and type his information on blank pages. Failure to respond to any item may be
cause for the bid to be rejected as “non-responsive”.

2. Manufacturers are encouraged to elaborate on any aspect of their machine not listed in the bid specifications but
such explanations should be typed on a blank sheet of paper.

3. inclusion of manufacturer's specifications will not be considered as a substitute for filling in the specifications. It is
encouraged that the manufacturers bid be supplemented by their printed literature.

4. Equipment bid must be new and unused and manufactured in current model year, and ba the manufacturer’s latest

model.
