MOTION CARRIED

Resolution R-18-005 given its second reading;

MOTION BY ALDERMAN DOWD FOR FINAL PASSAGE OF R-18-005
ON THE QUESTION

Alderman Wilshire

| had a question about the total cost. Is that just a partial cost? Maybe the city clerk can answer that.

City Clerk Piecuch

Yes, itis. The total cost is stated in the previous resolution - $30,410. Sixteen thousand dollars of that will be
absorbed within my budget due to vacancies within the office.

MOTION CARRIED
Resolution R-18-005 declared duly adopted.

NEW BUSINESS — ORDINANCES - None
PERIOD FOR GENERAL PUBLIC COMMENT
Michael Marcotte, 14 Amherst Street

| come here tonight to talk to you about a horrible experience | had with your police department. Before you
roll your eyes and try to make excuses like if you were obeying orders, nothing would have happened, |
promise | did. And Officer Master Cote testified to. | found Officer Cote and Sergeant John of the Records
Department to have no honor. It all started late December in 2016. | was on the bench of the Glaciers Union.
| had problems with transportation.

President McCarthy

Mr. Marcotte, can you tip the microphone towards you a little bit. Thank you.
Mr. Marcotte

| was having problems. The tire fell off as soon as | got at home. | could not get it into my driveway so |
parked it on the side of the road. | figured a $25 ticket worst case scenario. Saturday night | didn’t get a ticket.
Sunday night was a whole different outcome. Around 2:00 a.m., | was awaken to aggressive knocking. Officer
Cote was screaming, and it sounded like he was going to break down my door. | answered and was told that
my tire was in the middle of the road, and | needed to move it. Three police cars were out front. Are you
telling me they couldn’t move the tire and be done with it? You're in the middle of an opioid crisis, and you

need three cruises for a tire? He continued to scream at me all the way down the stairs. | kept my mouth shut
until | got in the driveway where he kept it up. The neighbors’ lights started to come up. | told him to... | don’t
want to use that word. He immediately arrested me and hurt my shoulder. He then proceeded to bang on all
my neighbors doors screaming the same word. “Did you hear him say that word? Did you hear him to say
word?” My arraignment was a month later. | was getting offers from Portland, Oregon for work. At my
arraignment | wanted a speedy trial because | was right, and | stupidly let Judge Moore talk me into a probable
cause hearing. It was bologna. He banged his gavel and gave a date for the trial. | would like to add that
prosecution wouldn’t bring one shred of evidence.

Trial came where the cops fought so hard to hide a tape supposedly showing me acting up in jail. Nowina
trial where I’m accused of disorderly conduct, why not show a tape of me being disorderly? Because it is not
true. Sergeant John of the Records Department knew that. That means they committed two felonies to
convict me of a misdemeanor, and they still lost. That level of incompetents should at least be brought into
question. | am now forced regrettably to bring suit of the good people of Nashua. | really don’t know what | am
doing. | don’t really care to write all the bullcrap | have to write. | don’t want to waste taxpayer money. This
suit is the only recourse to take down a bad cop.

You all have a wonderful night.
REMARKS BY THE MEMBERS OF THE BOARD OF ALDERMEN
Alderwoman Melizzi-Golja

This evening | placed on everyone’s desk a copy of the Nashua Firefighter's Local 789 2017 yearbook. It’s
something that the firefighters hand out every year at their annual gala. | know some of you have seen this
before. | thought for all of us, it would be a nice reference in terms of who is at the stations, and what’s
happening at each station as well as some information about administration and projects that they are moving
forward with. Again, just something for your information to see all of the many things our firefighters are doing
in our community.

My other comment is just in reference to the death of Ed Stebbins. Some of you know Ed. He was very active,
both politically as well as in community projects and with the Salvation Army. He died a week ago. The
memorial service for him is going to be next Monday at the Salvation Army Chapel at 7:00 p.m. Monday, the
29". Condolences to his friends and family. He will be missed.

Alderman Lopez

| just wanted to remind the public that tomorrow is Homeless Connect at 45 High Street from 11:00 a.m. to
2:00 p.m. If you know anybody who is homeless or at risk of being homeless, it is an opportunity to meet all of
the organizations in Nashua that are working to end that situation and can offer resources. There are a lot of
days where people who are homeless have to go on a large city-wide scavenger hunt. This is a day they can
meet everybody in the same room and see all the people they are hopefully trying to reach over the phone or
might have an appointment with.

It’s also the day we do the Point in Time count, which is our annual coordinated effort to count exactly how
many people are homeless and in need in the city. A lot of decision-making and understanding that we have of
the situation of homelessness happens on this day. | would invite anybody who knows somebody who is
homeless and may be staying on a couch or sleeping in their car or crashing in a spare room, some kind of
impermanent situation to step forward tomorrow so we can gage the scope of the problem and better
understand it as a city.

for the street renumbering agenda item at Infrastructure, do we need to have a quorum there or is it not
necessary since the public hearing has already taken place?

President McCarthy

| think it’s only necessary for us to have a quorum of the committee. Attorney Bolton can correct me if I’m
wrong.

Attorney Bolton

To the Nashua Board of Aldermen,
| am writing to you today, to request a meeting with the Nashua Board of Aldermen, or any Nashua Committee you feel is suitable.

I'd like to discuss the possibility of a resolution or warrant article - for studying the feasibility of offshore wind in our state. As a former
Nashua Green Tearn member, I'm excited to support my community in reducing pollution and increasing sustainability. Offshore wind is on
solution which can be viable in our state, to meet all our energy needs. Governor Sununu has said that he would authorize a study of the
feasibility of offshore wind if it had community support. A Nashua resolution or passed warrant article would demonstrate support from the

community of Nashua.

| have attached a presentation with more information.

I'm looking forward to working with my municipal representatives, and J thank you for your time and consideration.
Best Regards,

Anita Arden Cala

The coastal wind of NH provides
Capacity to produce ~2600
Megawatts of energy

That could meet 100% of NH
electricity needs!

To bring offshore wind to New Hampshire Governor Sununu must
request a task force from the Bureau of Ocean Energy
Management. The Task Force will...

1. Study the feasibility of offshore wind in New Hampshire
2. Talk to stakeholders
3. Start the leasing process for the area where the wind turbines will go

4. Be staffed partly with NH residents (legislators, PUC, SEC, or other people).
This is the only cost to NH
