RESOLVED by the Board of Aldermen of the City of Nashua that the City of Nashua is
authorized to accept the gift of a granite bench in memory of Sylvia Gale donated by the
Memorial Fund for Sylvia Gale. The total value of the donation is approximately $3,500.

approximately $3,500.

ANALYSIS

This resolution authorizes the City of Nashua to accept the gift of a granite bench in memory of
Sylvia Gale donated by the Memorial Fund for Sylvia Gale. The total value of the donation is
approximately $3,500. The Board of Public Works will approve the location of this bench,
anticipated to be Library Hill.

HAMPSHIRE, DEPARTMENT OF JUSTICE INTO POLICE GRANT ACTIVIT Y “2022
VIOLENCE AGAINST WOMEN ACT (VAWA) GRANT PROGRAM” AND TO
AUTHORIZE THE TRANSFER OF MATCHING FUNDS

CITY OF NASHUA

In the Year Two Thousand and Twenty One

RESOLVED by the Board of Aldermen of the City of Nashua that the City of Nashua and
the Nashua Police Department are authorized to accept $58,000 trom the State of New
Hampshire, Department of Justice into Police Grant Activity “2022 Violence Against Women
Act (VAWA) Grant Program” and to authorize the transfer of matching funds in the amount of
$78,402 from Department 194 “Contingency”, Account #70120 “Contingency, Police Grants”
for the purpose of funding law enforcement programs for the period of January 1, 2022 through
December 31, 2022. This funding is contingent upon approval by the Attorney General of the
New Hampshire Department of Justice.

FURTHER RESOLVED that the Mayor is authorized to enter into any grant agreement
or other documents necessary to further the purposes hercof.

FISCAL NOTE: The fiscal impact is a $58,000 grant to the City to be used for a
specific purpose. The transfer of matching funds reduces the
amount in the contingency account. The employer cost of benefits
(i.e. pension costs, Social Security, Medicare, health, dental and
life insurance) associated with the employees funded through this
grant, is the fiscal responsibility of the City. These costs will be
funded through the Police Department’s General Fund operating
budget.

ANALYSIS
This resolution authorizes the City to accept $58,000 from the State of New Hampshire's
Violence Against Women Act (VAWA) Grant Program for the purpose of funding law
enforcement programs in calendar year 2022. Upon passage of this resolution. $78,402 of
matching funds, budgeted for this purpose, will be transferred into the Police Grant Activity.

Charter Sec. 53 permits the Board of Aldermen to transfer any unencumbered appropriation
balance or any portion thereof from one department, fund or agency to another. NRO § 5-130, H
provides that “when proposed legislation to transfer or reappropriate a particular appropriation or
portion thereof has had its first reading, such funds shall not be expended or transferred while the
legislation is pending”.

RESOLVED by the Board of Aldermen of the City of Nashua that the City of Nashua and
the Nashua Police Department are authorized to accept $18,795 from the State of New
Hampshire, Department of Justice into Police Grant Activity “2022 Coronavirus Emergency
Supplemental Funding (CESF) Program” for the purpose of preventing, preparing for, and
responding to the Coronavirus. This funding is contingent upon approval by the Governor and
Executive Council and shall be in effect through January 20, 2022. No local match is required.

FURTHER RESOLVED that the Mayor is authorized to enter into any grant agreement
or other documents necessary to further the purposes hereof.

Coronavirus. This funding is contingent upon approval by the Governor and Executive Council
and shall be in effect through January 20, 2022. Due to this short time frame, the Police
Department is requesting final passage of this legislation at the November 9, 2021 Board of
Aldermen meeting. No local match is required.
