The Nashua Police Department has received notification for funding from the State of New
Hampshire, Department of Justice, F¥Y2022 Coronavirus Emergency Supplemental Funding in
the amount of $18,795 pending Governor and Council approval. Since this is below the $25,000
threshold of NRO5-132C, we are requesting the Board to provide a first and second reading of
the resolution to assist in meeting a grant end date of January 20, 2022. No matching funds are

required.

SUBJECT: Proposed Nashua Ward Lines to Allow for Two NH Senate Districts

Good Day:

The Map-a-Thon Citizen Mapping Project is an all-volunteer corp of engineers, GIS mapping
specialists, database specialists, data analysts and other citizens who are working for fair
voting districts in New Hampshire.

Recently, NH Senator James Gray brought a challenge in Nashua to our attention. If the
wards in Nashua were equal in population, it would not be possible to have just two NH
Senate districts in Nashua given the 2020 population changes and the population math with
nearby communities.

Understanding that Nashua has not yet drawn its maps, we are submitting a balanced ward
population combination that meets the necessary deviation, yet allows the Senate
Redistricting Committee to cover Nashua with two Senate districts. This change is
compatible with Nashua’s NH House seats as well.

Attached is a second document with the specifics of our proposal.

Nashua Wards & NH Senate Redistricting

Recently, Senator Gray raised an issue that if Nashua wards are drawn with equivalent or near
equivalent populations, Nashua will have to be split into 3 Senate districts. The Map-a-Thon
mapping team has outlined the problem below, along with a potential solution.

The example below shows possible Nashua Senate districts if wards were drawn with
equivalent population, but it involved districts with several towns outside the city limits.

Our goal, however, is to reduce this to two NH Senate districts representing Nashua. Our
solution is to balance and draw the Nashua wards within acceptable deviation so that combined
populations will allow for two Senate districts.

Here are the relevant numbers:
* 2020 Ideal Senate Population: 57,397

We're proposing the following 2020 ward populations for the City of Nashua:
® 3 wards with populations of 10,390 -10,650 (Wards 3, 7 & 8 + Hudson)
* 6 wards with populations of 9$,900— 10,025 (1, 2, 4, 5, 6, and 9)

It results with this map of Nashua with two NH Senate districts, one of which includes just
Hudson, rather than a string of smaller towns along the border. It's also important to note that
this ward map does not damage Nashua's NH House districts; each ward would still receive
three reps and be within the +/- 5% deviation range.
